Consciente de su derrota intelectual y de que el tiempo se le acababa, hace unos meses que el movimiento terrorista nacional vasco nos anunció su 'tregua permanente'. La sociedad española en general y la vasca en particular apreciaron esa señal como algo positivo, aunque con los recelos de siempre ya que no era la primera vez que las expectativas de la anhelada paz se frustraban. También los disidentes del invento de Sabino Arana podíamos estar contentos, ya que coyunturalmente los terroristas nos perdonaban la vida. Se abría así una nueva etapa de esperanza mezclada con escepticismo, que de no haber sido por la ingenuidad del Gobierno de Zapatero, sumada a la torpeza del principal partido de la oposición y al maquiavelismo del nacionalismo y sus socios de gobierno, hubiese sido posible acabar definitivamente con la pesadilla.… Seguir leyendo »

Because neither chimpanzees nor any of the other 220 species of nonhuman primates have whites of the eyes, at least not that can be easily seen. I am not an anxious sort, but walking into a screening of The Last King of Scotland, I feared the worst. Almost every time Idi Amin's name is mentioned in this country, it evokes one of two memories. To some, it is the expulsion of Uganda's Asian community in 1972 that forced thousands into exile in Britain. To others, though, it is Amin the figure of fun, of bizarre antics and buffoonery. Was this film going to follow the same pattern?

After a long flight, I took my place in a slow moving but orderly queue waiting to pass through Indian immigration at Chennai airport. A middle-aged man with an attache case strode calmly past our ranks to insert himself at the front, blithely oblivious to the objections of those prepared to follow the rules. Darting across the yellow line that is supposed to keep the public at bay, he placed his passport on the immigration officer's desk, then stepped back and waited. Inside the passport there appeared to be a wad of folded notes. It acknowledged failure, though it dodged accountability for that failure by the standard device of assuming personal responsibility. When President Bush announced in August 2001 his restrictive funding decision for federal embryonic stem cell research, he was widely attacked for an unwarranted intrusion of religion into scientific research. His solicitousness for a 200-cell organism -- the early embryo that Bush declared should not be destroyed to produce a harvest of stem cells -- was roundly denounced as reactionary and anti-scientific. And cruel to boot. It was preventing a cure for thousands of people with hopeless and terrible diseases, from diabetes to spinal cord injury. Now that Democrats in Congress are beginning to flex their muscles, everyone is guessing whether more intrusive oversight will influence the Bush administration's approach to foreign policy.
This week the House passed a bill to fully implement the 9/11 Commission recommendations. Included was a 180-day window for President Bush to come up with a long-term strategy for Pakistan. Since the 9/11 commissioners last year graded the administration's approach to Pakistan a lowly C+, this policy review is long overdue.
No doubt it comes at a difficult time for a weary administration. Given the range of crises confronting the United States today -- Iraq's implosion, North Korea and Iran's nuclear programs, Afghanistan's instability, and Darfur's genocide -- it is tempting to push aside seemingly less immediate problems.… Seguir leyendo »
It would be the ideal spot for a beachside birthday party. Surrounded by a turquoise sea, palm trees and white sand, the US detention camp at Guantánamo Bay in Cuba was five years old yesterday. Tony Blair calls it an "anomaly", but the evidence is overwhelming. Camp Delta, which still houses 470 men never convicted of any crime, is a torture camp. That should be the starting point of any debate about what is acceptable in the west's fight with Islamist extremists. More than 750 men have passed through the camp, with nearly half being released. If George Bush's remodelled strategy for halting the Iraq disaster fails to work, it is becoming clear where the US administration will point the finger of blame: Tehran. For some months Washington has been moving aggressively on a range of fronts to "pin back" Iran, in Tony Blair's words. But Mr Bush's Iraq policy speech on Wednesday night marked the opening of a new, far more aggressive phase which could extend the conflict into Iranian territory for the first time since the 2003 invasion.

Forget November's congressional elections, which showed a huge increase in the American public's disillusionment with the war in Iraq. Set aside the polls which show that a majority of Americans - as well as Iraqis - want an early pullout of US troops.Those who take the key decisions in Washington are determined to keep US forces there for the long haul. That is the grim message, not just of George Bush's speech on Wednesday night, but of the Democratic party's dithering response so far. Casi acabando el año, hemos asistido a una reiterada información sobre el fraude descubierto en el ámbito del impuesto sobre el valor añadido (IVA) y, más en concreto, sobre los denominados fraudes en cadena. Se trata de sucesivas transmisiones de un bien en el que una de las entidades transmitentes no ingresa el IVA repercutido. En la cadena suelen intervenir entidades no residentes como cabecera y/o destinatario final de la cadena. La información se acompañaba con declaraciones de representantes de la Administración Tributaria poniendo énfasis en el impacto que suponía para la recaudación la existencia de estas cadenas de fraude que no conseguían erradicar.… Seguir leyendo »
¿Esto era todo? El envío de un 15% más de tropas y algo más de 900 millones de euros adicionales para la reconstrucción y la creación de empleo. ¿Puede esta decisión del presidente George W. Bush ser considerada como una nueva estrategia en Irak, que va a mejorar la deplorable situación de inseguridad y subdesarrollo derivada de los casi cuatro años de conflicto? La cuidada presentación del plan no logra ocultar unas deficiencias y debilidades que sólo el tiempo se encargará de confirmar.

La explosión sin fronteras del terrorismo alimenta el espectro de una "vuelta de lo religioso". Y suscita una reacción de rechazo, inesperada pero lógica: el 82% de los británicos considera que la religión hace más mal que bien, según revelaba un sondeo en vísperas de la Navidad de 2006. En Francia, "hija primogénita de la Iglesia" pero hoy abanderada del descreimiento, el número de católicos declarados ha disminuido un 25% en quince años y, dentro de ellos, son practicantes habituales menos de uno de cada veinte.

Es imprudente explicar los hechos sociales por sus consecuencias. El que la actividad de ETA en la Transición sirviera para dar argumentos a los militares golpistas, no implica que ETA fuera una creación de los generales de Franco. Sólo un paranoico podría creer una idea como ésta. De igual modo, sólo un paranoico podría pensar que ETA puso la bomba en la T-4 para mejorar tres décimas la maltrecha valoración de Rajoy. Y sólo un paranoico desvergonzado se atrevería a insinuar que detrás de la bomba de la T-4 hay oscuras tramas ligadas al PP. El terrible atentado del 30 de diciembre en Barajas ha hecho volar por los aires el proceso de negociación entre el Ejecutivo socialista y ETA. Mientras, la ciudadanía, los medios de comunicación y los políticos reflexionan sobre lo ocurrido y su incidencia en la política antiterrorista, y se preguntan qué va a hacer el Gobierno a partir de ahora.
Buena parte de la incertidumbre que existe sobre el camino que emprenderá Rodríguez Zapatero está motivada por su actuación en el proceso, por sus declaraciones en el día previo al estallido de la bomba, por su ambigua respuesta en su comparecencia el mismo día del atentado, por las posteriores voces matizadoras desde Ferraz y desde el Ministerio del Interior, así como por la reciente difusión de un comunicado de ETA en el que insta al Gobierno a cumplir «sus compromisos», al mismo tiempo que anuncia un alto el fuego aderezado de atentados, sin renunciar a su voluntad de seguir negociando.… Seguir leyendo »
No hace mucho tiempo, un joven sociólogo comentó que estando llevando a cabo una encuesta epidemiológica en un pueblo pequeño, le preguntó a una mujer que caminaba pensativa por la calle: «Señora, ¿cuál cree usted que es la tasa de mortalidad en esta zona?». Después de reflexionar unos segundos, la mujer le respondió con seguridad: «¡Un muerto por persona!».
Es cierto que por cada nacimiento hay una muerte. Y esta correlación no la podremos cambiar mientras nuestros genes prefieran una vida activa y finita a una existencia interminable.
