With characteristic self-absorption, Americans are looking at Prime Minister Nouri al-Maliki's recent statements about a timetable for withdrawal of U.S. troops in terms of our 2008 presidential election. We should see this issue instead in terms of Iraqi history.

Modern Iraq was founded on an abhorrence of foreign military occupation. The national self-image is of resistance to British colonialism. That's why Maliki and most other Iraqi politicians have balked at signing the status-of-forces agreement sought by the Bush administration and why the Iraqi prime minister is enthusiastic about a timetable for the departure of most U.S. troops by the end of 2010.…  Seguir leyendo »

In Spain, a funny thing is happening on the way to the circus -- all of the monkeys are disappearing.

At least, that is what a group of legislators on an environmental committee is hoping will happen, now that parliament is considering a resolution to grant certain human rights to "our nonhuman brothers" -- great apes, gorillas, bonobos, chimpanzees and orangutans. The measure has broad support and, barring the unexpected, is likely to become law within a year. After enactment, harmful experimentation on apes, as well as their use for circuses, television commercials and films, will be prohibited. It will be legal for the 350 apes currently in Spanish zoos to stay there, but their conditions will have to be drastically improved.…  Seguir leyendo »

Forty years ago last week, Pope Paul VI provoked the greatest uproar against a papal edict in the long history of the Roman Catholic Church when he reiterated the church’s ban on artificial birth control by issuing the encyclical “Humanae Vitae.” At the time, commentators predicted that not only would the teaching collapse under its own weight, but it might well bring the “monarchical papacy” down with it.

Those forecasts badly underestimated the capacity of the Catholic Church to resist change and to stand its ground.

Down the centuries, Catholics have frequently groused about papal rulings. Usually they channeled that dissent into blithe disobedience, though occasionally a Roman mob would run the Successor of Peter out of town on a rail just to make a point.…  Seguir leyendo »

I have spent 27 years on the federal bench. In particular, my experience with the trial of Ahmed Ressam, the "millennium bomber," leads me to worry about Attorney General Michael Mukasey's comments last week, urging Congress to pass legislation outlining judicial procedures for reviewing Guantanamo detainees' habeas petitions. As constituted, U.S. courts are not only an adequate venue for trying terrorism suspects but are also a tremendous asset in combating terrorism. Congress risks a grave error in creating a parallel system of terrorism courts unmoored from the constitutional values that have served our country so well for so long.

On Oct. 14, 1991, Radovan Karadzic spoke at a session of the Bosnian-Herzegovinian Parliament, which had been debating a referendum on independence from the rump Yugoslavia. Mr. Karadzic was there to warn the Parliament members against following the Slovenes and Croats, who had broken away earlier that year, down “the highway of hell and suffering.”

He thundered, “Do not think you will not lead Bosnia and Herzegovina into hell and the Muslim people into possible annihilation, as the Muslim people cannot defend themselves in case of war here.” Throughout his tirade, he clutched the lectern edges, as though about to hurl it at his audience, but then let go of it to stab the air with his forefinger at the word “annihilation.”…  Seguir leyendo »

Critics of the Congressional housing package complain that we are now committing taxpayers to huge new outlays to rescue Fannie Mae and Freddie Mac. That view is wrong: Congressional inaction over the past 15 years had already committed taxpayers to the bailout.

Congress could and should have required Fannie and Freddie — which enjoy a peculiar and highly advantageous status as quasi-public agencies and quasi-private companies — to maintain more capital, but didn’t. Now the costs from Congressional inaction are becoming painfully apparent, and they cannot be avoided. No a la política de la resignación

El desempleo aumenta deprisa. La economía se está desangrando, porque el empleo es la sangre de la economía, y el Gobierno sigue mascullando palabras provisionales, palabras que se hacen viejas al pronunciarse, que enseguida pierden la razón y el alma.

Cada uno de los miles de trabajadores que han caído en el paro tiene nombre, familia, amigos y una ilusión en la vida. El único programa de gobierno que hoy se puede entender es el de restaurar cuanto antes todas esas ilusiones que se están quebrando, restablecer la confianza en la economía dentro y fuera de España.…  Seguir leyendo »

El miércoles 16 de julio, decenas de miles de nicaragüenses se manifestaron en las calles de Managua para pedir la renuncia del presidente Daniel Ortega, a quien acusan de estar convirtiendo la frágil e imperfecta democracia que vive su país en una dictadura tan corrompida y autoritaria como la que padeció Nicaragua bajo Somoza. La manifestación fue convocada por la Coordinadora Civil, que reúne a unas 600 organizaciones cívicas, partidos y movimientos de todo el espectro político, muchos independientes, asociaciones feministas e intelectuales.

Es la primera buena noticia que nos llega desde ese desventurado país -el segundo más pobre de América Latina, después de Haití- desde que, en un acto de verdadero desvarío colectivo, los electores eligieron el año pasado a Daniel Ortega para ocupar la primera magistratura de la nación, olvidando su catastrófica primera gestión (1985-1990) y legitimando su pacto mafioso con el ex presidente "liberal" Arnoldo Alemán, condenado a 20 años de cárcel en el año 2003 por haber entrado a saco en las arcas del Estado despilfarrando y robando la vertiginosa suma de 250 millones de dólares.…  Seguir leyendo »

Cuando en octubre de 2007, con motivo de la restauración de la fachada neomorisca de la Biblioteca de Sarajevo, con la ayuda del ministerio español de Cultura, concluí mi intervención con la referencia a que no habría paz verdadera en Bosnia sin el castigo de los criminales de guerra, mis palabras fueron acogidas con un silencio glacial por una parte de la audiencia representativa de la entidad serbio-bosnia, y calificadas de valientes por un puñado de amigos. ¿Es muestra de valentía, 15 años después de los hechos, calificar de genocida a quien incendió precisamente el lugar en donde acampábamos? ¿No era ese incendio la prueba del rencor vengativo de los que, en nombre de afrentas históricas viejas de siglos, sitiaron la ciudad más culta y abierta de los Balcanes y sometieron a sus habitantes a un infierno difícil de imaginar?…  Seguir leyendo »

En algunos momentos excepcionales de su historia las naciones hacen una pausa para reflexionar sobre su futuro. Tales momentos suelen coincidir con situaciones de crisis. Sorprendentemente, las dificultades son oportunidades para el cambio. Ponen a prueba la habilidad y capacidad de una sociedad para cuestionar pasadas trayectorias, fortalecer su vitalidad y reinventarse para seguir creciendo y creando riqueza y bienestar.

Nuestro país es un ejemplo excelente de esa capacidad regeneradora que tienen las crisis cuando se las sabe encarar. En el último medio siglo ocurrió en dos ocasiones. La primera, a finales de los cincuenta, cuando los desequilibrios económicos provocados por el modelo autárquico e inflacionista del primer franquismo amenazaban con llevar al desastre económico y social.…  Seguir leyendo »

1. La gran música de las últimas décadas del siglo XX sabe siempre conjugar la dimensión más material del sonido, o la energía y fuerza que encierra, con formas propias de una inteligencia potenciada al máximo de sus posibilidades.

La música es una gnosis sensorial. Por gnosis debe entenderse un conocimiento que nos cura de la infirmitas. Salud, salvación: ese es el don que puede acogerse -como dice Hölderlin- «cuando arrecia el peligro». La música es un don que proporciona conocimiento, reconocimiento de uno mismo, y promesa de salvación. Musica Dei donum (como se reconoce en el hermoso motete al que puso música, entre otros, Orlando di Lasso).…  Seguir leyendo »
