Si un niño muere, todas las sociedades son culpables», exclamaba hace unas semanas una alta autoridad académica, posiblemente ante las noticias recientes de niños maltratados, de bebés abandonados o torturados -incluso escandalosamente en nuestras sociedades desarrolladas-, o quizás ante la injusticia de los miles de niños en otros países forzados salvajemente a convertirse en pequeños y mortíferos guerreros asesinos, o en trabajadores en minas, industrias, faenas agrícolas -que nos recuerdan remotamente un pasado occidental de industrialización no tan lejano-, o simplemente recordando el número escalofriante de los millones de niños que mueren o arrastran las lacras de desnutrición, enfermedad, maltrato, prostitución, desarraigo, carencias de todo tipo.…  Seguir leyendo »

En mayo de 2007, un científico americano apellidado Chu afirmaba que «si yo fuera emperador, apostaría totalmente por la eficiencia energética y el ahorro». No ha sido nombrado emperador, pero este mes Steven Chu asumirá el cargo de Secretario de Energía de la Administración Obama, el puesto más cercano al de emperador en el ámbito energético. Chu fue premio nobel de física y hasta hace unos días dirigía los Laboratorios Berkeley, con grupos de investigación de primer nivel trabajando en el ahorro energético, las nuevas fuentes de energía y la optimización de los mercados eléctricos. La prioridad estratégica en la agenda al otro lado del Atlántico es clara: la ciencia y la tecnología es el camino para resolver el grave problema al que se enfrentará el mundo los próximos años, la energía.…  Seguir leyendo »

Cuando dos pueblos o comunidades se disputan la misma tierra con violencia, la salida más socorrida es la partición, como decretó la ONU en 1947 con respecto de la Palestina del mandato británico, el territorio entre el Jordán y el Mediterráneo. Tras 60 años de guerras y hostilidad, de ocupación militar e intifadas, la coexistencia se ha enconado, de manera que israelís y palestinos cultivan el odio recíproco, separados por mil murallas físicas y morales, y se combaten con ferocidad, pese a estar condenados a vivir como vecinos salvo una catástrofe inimaginable.

Los palestinos están humillados y ocupados, desgarrados entre laicos e integristas, y parcialmente gobernados por una organización terrorista (Hamás) que entre sus fines incluye la destrucción de Israel.…  Seguir leyendo »

On Dec. 14, the Ugandan army launched an attack on leaders of the Lord's Resistance Army (LRA) in northern Congo, targeting its commander, Joseph Kony.

Kony's epic career of murder has few equals. As both a rebel and a cult leader in northern Uganda, he led an army of stolen children and sex slaves, sometimes forcing his captives to engage in cannibalism and the murder of neighbors to sever ties of community and humanity. The LRA has been known to line roads with the heads of enemies. Terror and conflict displaced millions of Ugandans into camps. When Kony lost his havens in that country, he fled into the chaotic vastness of Congo, using the cover of peace negotiations to raise another force of terrorists and child soldiers.…  Seguir leyendo »

Just a few months ago, we were being told that this is a period of stark, unprecedented and unfolding food crisis, with looming shortages and huge global imbalances between demand and supply. Everyone who matters - from officials in international organisations to leaders of rich and poor countries - warned us of the terrible social, political and nutritional consequences of doing nothing, of the millions who would go hungry and the riots that would occur if the imbalances persisted or increased.

But now the whole problem has disappeared from the international radar, relegated to the inside pages of newspapers and perfunctory afterthoughts in politicians' speeches.…  Seguir leyendo »

The Gaza military operation has created a curious phenomenon in Israel. The country, at least for the first days of the attack, was united in a consensus that there was no choice. Even the most liberal among us felt Hamas had put Israel in a situation that no sovereign country could tolerate.

This was not just because of the rocket attacks. Hamas's stated long-term goal is a war of attrition with the explicit objective of destroying Israel. Peace is not within Hamas's vocabulary, which is characterised by the rabid antisemitism of its charter. It makes use of the Protocols of the Elders of Zion - one of the most notorious antisemitic forgeries of the last century - continues with the incantations that turn jihad against the Zionists into every Muslim's duty, and ends with suicide terrorism.…  Seguir leyendo »

The countdown clock is ticking on the digital television transition and it is becoming increasingly clear that the nation will not be ready. Analog television broadcasts are scheduled to stop on Feb. 17 and, after that, only digital signals are to be available. Then millions of Americans who rely on analog TV sets and antennas must start using converter boxes that will allow them to receive digital signals, or see only a black screen.

In 2005, Congress devised a program meant to ensure that this transition would be smooth. But with 40 days to go, it is now clear that we are heading for a train wreck — unless Congress delays the transition for a few months to allow more time to prepare.…  Seguir leyendo »

Rachida Dati, the French Justice Minister, has not won many friends among women this week, at least, not among right-thinking women. Not only did she return to work five days after having a baby - by Caesarean section - she was characteristically svelte for her Cabinet meeting: dark, manicured nails, spindly black heels, a jacket with leopard-print lining, the works.

The newspaper Le Figaro, ungallantly pointed out that she has a bit of a tummy, but it's hardly noticeable. Miss Dati has declared that she has no ambitions to be a role model for women. Just as well.

She is a controversial figure in many ways but quite her most revolutionary decision has been to reject the universal pieties about giving birth.…  Seguir leyendo »

The conflict in Gaza has been triggered by Israel's belief that the status quo has become intolerable and should be overturned.

There are several reasons why Israel felt it could not live with the situation in Gaza. The most immediate is the rocket attacks by Hamas that have made life for nearly a tenth of Israelis an exercise in anxiety. Also a factor is that Hamas, since it staged its putsch two years ago, has closed Gaza to all Palestinian groups that have accepted a two-state solution. This makes it impossible for Israel and the administration of President Mahmoud Abbas (Abu Mazen) in the West Bank to restart negotiations that could lead to the creation of a Palestinian state alongside Israel.…  Seguir leyendo »

Del Holocausto hubo víctimas mortales y víctimas moribundas. La cifra de víctimas del exterminio de los judíos por parte del nazismo en Europa es conocida, pero la verdadera magnitud del Holocausto sólo es completamente visible si se tiene en cuenta también a los supervivientes del crimen. La tradición judía acuñó un término para referirse a ellos: sheerit, el remanente, lo que quedó. Esa carga residual tiene, en el término hebreo, un matiz de orfandad: lo que quedó, pero lo que quedó sin nada ni nadie. El núcleo de este remanente lo constituyeron los cerca de 50.000 judíos liberados de los campos de concentración dispersos por Austria y Alemania en abril y mayo de 1945.…  Seguir leyendo »

Desde que, el pasado día 27, estallara la actual crisis bélica en Gaza, un buen número de opiniones juiciosas y razonadas han coincidido en afirmar que ese no era el camino; que la ofensiva total de las fuerzas armadas israelíes contra Hamás, lejos de dar a Israel la seguridad que persigue, producirá más odio y sed de venganza. Por otra parte, y aunque las imágenes que nos llegan de la torturada franja sean parciales -en el sentido de que no muestran prácticamente a ningún combatiente fundamentalista ni vivo ni muerto, como si los milicianos de Hamás no existiesen y aquello fuera una pura matanza de civiles inermes-, aun así esas imágenes reflejan una situación cada día más insoportable para la conciencia universal.…  Seguir leyendo »

A lo largo de 19 años, Occidente (Estados Unidos y Europa) ha estado posponiendo responder a una pregunta estratégica de importancia clave: ¿qué papel debería jugar la Rusia postsoviética en el ámbito mundial y en el orden europeo? ¿Se la debería tratar como a un socio difícil o como a un adversario estratégico?

Incluso cuando se volvió urgente tomar una decisión al respecto, durante la crisis de la breve guerra de Rusia contra Georgia el verano pasado, Occidente no dio una respuesta definitiva a esta pregunta. Si se sigue a la mayoría de los europeos del Este, el Reino Unido y la Administración de Bush, la respuesta es "adversario estratégico", pero la mayor parte de los europeos occidentales prefieren "socio difícil".…  Seguir leyendo »
