Tras una evaluación exhaustiva, el presidente Obama ha decidido desplegar otros 30.000 soldados más para acabar con el punto muerto en Afganistán. A pesar de los costes, tiene claro que ésta es una guerra de necesidad, porque la región fronteriza montañosa entre Afganistán y Pakistán es «el epicentro del extremismo violento practicado por Al Qaeda». Nadie puede negar que los retos a los que nos enfrentamos en Afganistán son enormes.

El país está destrozado tras décadas de conflicto y asolado por la pobreza. Y la guerra asimétrica que están librando los talibán -con artefactos explosivos improvisados y bombas de carretera- se cobra un precio muy alto, tanto en vidas inocentes de los afganos como de las fuerzas internacionales.…  Seguir leyendo »

La Suisse politique survivra à l’acceptation de l’initiative anti-minarets! Néanmoins, ce résultat interpelle et préoccupe. Il renvoie à la pratique de la démocratie directe, à ses chances et succès, à ses risques et limites. Dans le dialogue direct avec la population, il y a les recettes qui marchent. L’UDC en abuse. Beaucoup de xénophobie, de la haine habillement distillée, de la discrimination ciblée ou des exagérations et mensonges s’associent pour stigmatiser, attiser les peurs, plaire au commun des mortels et, finalement, gagner élections et votations. Dont acte!

Doit-on pour autant s’en accommoder? Faire de la construction des minarets un instrument de rejet de l’islam n’était que manipulation.…  Seguir leyendo »

No hablemos aquí de las dos figuras perfectamente desconocidas, nombradas por los Jefes de estado y de gobierno para dirigir el Consejo Europeo. No volvamos sobre el acuerdo táctico entre Angela Merkel y Nicolás Sarkozy, necesitados de recordar quién manda en Europa. Ha sido una pobre representación, pero la Unión Europea está hecha también de estos espectáculos: una vez más, hay que tragar. Pero el tratado de Lisboa, paralizado nueve años, ha entrado por fin en vigor, y ésta es una conquista. Sarkozy y Merkel han recordado que ellos mandan, además de los británicos. Después nadie. España necesita una cultura de la laicidad para mejorar la convivencia nacional. Nuestra división ideológica, cultural y moral constituye un reto para aprender a resolver ciertos problemas de forma civilizada. Los antagonismos existentes pueden afrontarse de dos maneras: mediante el enfrentamiento cultural con implicaciones políticas que refuerza el cainismo de las dos Españas o a través de la deliberación ética y el diálogo razonable que hagan posible establecer la amistad cívica entre ciudadanos con identidades diversas.

Hoy conviene retomar el discurso de Azaña en el Ayuntamiento de Barcelona en julio de 1938. En él recomendaba para el futuro paz, piedad y perdón por "si alguna vez sienten los españoles que les hierve la sangre iracunda y otra vez el genio español vuelve a enfurecerse con la intolerancia y con el odio y con el apetito de destrucción".…  Seguir leyendo »

Les régimes démocratiques ont du mal à intégrer le souci du long terme dans leur fonctionnement. La difficulté devient préoccupante à l'heure où les questions de l'environnement et du climat obligent à penser dans des termes inédits nos obligations vis-à-vis des générations futures.

Cette difficulté n'a rien d'inédit. Ainsi, dès les débuts de la Révolution française, Condorcet attirait l'attention sur les dangers de ce qu'il appelait une "démocratie immédiate". Le philosophe redoutait en particulier que la gestion des finances publiques soit dominée par les errements d'une action au jour le jour et il invitait en conséquence à soustraire à l'influence du pouvoir exécutif la garde du Trésor public.…  Seguir leyendo »

Pour que Copenhague ne soit pas un échec collectif, l'Union européenne doit, par des engagements ambitieux et crédibles, entraîner les économies émergentes et le reste des pays du Sud dans un cercle vertueux. Nombre de lecteurs du Monde, soucieux des dangers que le changement climatique fait courir à notre planète, ont sans doute adhéré à ce plaidoyer que quatre députés d'Europe Ecologie ont publié le 21 novembre 2009. Certains l'auraient cependant jugé plus convaincant s'il s'était appuyé sur des arguments solides, étayés de données vérifiables autorisant un diagnostic sérieux de l'évolution des émissions de gaz à effet de serre (GES).…  Seguir leyendo »

Lo diré de entrada para que no haya engaños: me acuso y arrepiento de formar parte, por razones obvias de edad, de la "generación de la Transición". En realidad, nací un poco antes, en un tiempo que un poeta español en el exilio, ya desaparecido, definió "como la generación a la que las bombas rompieron sus juguetes". Otro poeta, más reciente, hablaba de que España se había convertido en uno de los pocos países del mundo "donde los mayores no tienen paisajes de infancia para memorizar su pasado". Costas, lagos, montañas, pueblos, vestigios históricos, arquitectura rural... Apenas quedan referencias, engullidas por las tuneladoras, grúas, urbanizaciones, zanjas, adosados.…  Seguir leyendo »

The election of Canon Mary D Glasspool as an Anglican bishop in the diocese of Los Angeles has been slated by some, praised by others. The Archbishop of Canterbury, Rowan Williams, wants Episcopal church leaders to block her appointment, and has warned of "very important implications" if they do not. But to Giles Fraser, "This is another nail in the coffin of Christian homophobia."

Along with Canon Diane Bruce, she has been chosen as a suffragan (assistant) bishop in the Episcopal diocese of Los Angeles. In some ways, Glasspool is an unsurprising choice, a gifted parish priest now in the senior clergy team supporting churches across Maryland.…  Seguir leyendo »

On December 13 2008 I landed at Athens airport after covering an EU summit in Brussels. Never before had I seen so many foreign journalists interested in the Greek delegation's press conference. The French in particular were very concerned: their president, Nicolas Sarkozy, had just stated that what was happening in Greece could spur a movement of youth violence across Europe. The Greek prime minister had been unable or unwilling to explain the events that were unfolding in Athens and the rest of the country in political terms. He spoke of "incidents", "small, fringe groups", "extremism". In his view there was nothing systemic or systematic in what was happening.…  Seguir leyendo »

Todo crimen político encierra dos muertes: la física y la metafísica. Con la física se logra acabar con la vida; con la metafísica o interpretativa se persigue anular su significación moral y política, haciéndola pasar por algo inevitable, un mal menor o el precio de la historia. Aceptar esa interpretación es la forma más acabada de olvido. El autor del crimen político sabe perfectamente que su tarea no acaba con la muerte del otro, sino que debe aplicarse a convencer a los demás de que es insignificante.

Por lo que respecta al franquismo, el escenario actual de la batalla interpretativa es el desaparecido, esos 110.000 asesinados que yacen en las cunetas de la historia, ya tomen estas la forma de fosas comunes, descampados anónimos u osarios inidentificables en el Valle de los Caídos.…  Seguir leyendo »

But what he was actually addressing is a long history of domestic inter-governmental and inter-regional strife, currently embodied by Stephen Harper, Canada's prime minister. Monbiot's article left many Canadian heads spinning: how did we get to this point?

Highway 22 in southern Alberta skirts along the barrier between flat prairie to the east and rolling foothills that quickly give way to the towering front range of the Rocky Mountains to the west. Throughout history human progress has arisen from the dream of achieving far-reaching change even when people have said it was beyond our grasp, and from the struggle to overcome obstacles even when they seem insurmountable.

Today we face a global challenge whose solution, for decades until now, has appeared beyond our reach – impossible, unaffordable and unworkable.

But catastrophic climate change is no more a matter of untameable fate than slavery, women's oppression, mass unemployment or nuclear war. At the international climate talks in Copenhagen, President Obama is expected to announce that the United States wants to reduce its greenhouse gas emissions to about 17 percent below 2005 levels by 2020 and 83 percent by 2050. But at the heart of his plan is cap and trade, a market-based approach that has been widely praised but does little to slow global warming or reduce our dependence on fossil fuels. It merely allows polluters and Wall Street traders to fleece the public out of billions of dollars.

Supporters of cap and trade point to the 1990 Clean Air Act amendments that capped sulfur dioxide and nitrogen oxide emissions from coal-burning power plants — the main pollutants in acid rain — at levels below what they were in 1980.…  Seguir leyendo »
