Several springs ago some friends and I arose before dawn in Moab, Utah, to witness the sunrise mating dance of the Gunnison sage grouse: a surreal display of nine ornately plumed, chicken-size birds tottering about amid the sagebrush like windup toys, fanning their spiky tails and uttering a magical sound — “pop ... pop-pop!” — as they thrust yellow air sacs out of their snow-white chests.

Now as I look back, I realize I might have been inadvertently paying my last respects. For the Gunnison sage grouse, only recently known to science, is going extinct, right before our eyes.

The United States Fish and Wildlife Service has a chance to stop this by listing this bird as endangered under the Endangered Species Act, and I strongly encourage the agency to do so immediately.…  Seguir leyendo »

On Jerusalem’s ancient walls hung old fans that made a rattling, windy noise. There was no money for air-conditioning. The carpet for worshipers was old and ragged. I was inside one of the world’s most significant buildings, but scaffolding and clutter prevented me from seeing the center of the Dome of the Rock.

Water leaks, disheveled shoe shelves, and unclean antique tiles brought a sense of disharmony to Islam’s third most sacred site. History will affirm, justifiably, the role Hugo Chávez played in the integration of Latin America, and the significance of his 14-year presidency to the poor people of Venezuela, where he died on Tuesday after a long struggle with cancer.

However, before history is allowed to dictate our interpretation of the past, we must first have a clear understanding of Mr. Chávez’s significance, in both the domestic and international political contexts. Only then can the leaders and peoples of South America, arguably the world’s most dynamic continent today, clearly define the tasks ahead of us so that we might consolidate the advances toward international unity achieved in the past decade.…  Seguir leyendo »

In 2001, Argentina underwent a catastrophic economic meltdown, the result of brutal and incompetent military dictatorships, ill-conceived economic policies, and massive corruption. The result: default on $100 billion in sovereign bonds and international pariah status.In recent years South America’s second largest country had begun to rebound remarkably well, posting impressive growth while returning to macro-economic sanity. Now, the progress achieved at great sacrifice is being rapidly undone as President Cristina Fernández de Kirchner snatches defeat from the jaws of victory. A debate about aid to Palestinians has erupted in Norway, a country that has long been one of the strongest supporters of Palestinian causes in Europe. Suddenly, an urgent level of scrutiny is bringing into question whether Oslo’s aid might be making peace less likely, rather than more.

Norway has opened its wallet to the Palestinian Authority, contributing more than $50 million a year since 2008. The money has gone into the PA’s budget, with some funds helping to pay for Palestinian Television. Norwegians recently got a taste of PA-TV programming and its impact and the experience was shocking. If Israelis and Palestinians agree on one thing, it’s that more settlements in the West Bank will eventually make a two-state solution impossible. Rabbi Menachem Froman, who died on March 4 at age 68, thought differently.

Froman was a proud and early settler, a founder of the hard-line Gush Emunim (“Bloc of the Faithful”), theologically committed to permanent Jewish settlement in what he considered historical Judea and Samaria. But Froman also fully accepted the idea of a Palestinian state there -- in which he and his fellow settlers would continue to live as minority citizens.

Narendra Modi, 62, has been the chief minister of the Indian state of Gujarat for almost 12 years, and will almost certainly run for prime minister in next year's general elections.

It was an incident of no small consequence, then, when Modi's invitation to deliver, via videoconference, the keynote address at the University of Pennsylvania's annual Wharton India Economic Forum was abruptly rescinded earlier this week, after Indian-American academics circulated a petition criticizing his human-rights record.

Mercurius had a problem in 532 AD. He had just been elected pope, but he had been named after a pagan God. So he did something that Catholics have become quite good at: making a novel act fit into a pre-existing tradition. Mercurius asked to be called John II, after Pope John who had been martyred at Ravenna in 526 after a fallout with the Ostrogothic king, Theodoric. If Christ renamed Simon as Peter, it eventually became settled that Peter’s successors should have a new name as well.

Now that negotiations over Iran’s illicit nuclear program have concluded, the Islamic regime is positive the West will start easing sanctions, not because Iran will halt its nuclear activity, but rather owing to a belief that the West has reached the end of its ability to pressure the regime.

As I’ve written several times over the years, Iran has long thought that the West, particularly America, will do everything it can to avoid a military confrontation, leaving negotiations and sanctions as the West’s only options. It thinks that eventually the West will realize that Iran’s nuclear program cannot be stopped and, therefore, will look for a way out of this dilemma by reducing sanctions and finally accepting a nuclear-armed Iran.…  Seguir leyendo »

Los plásticos están en todas partes. Ya sea si se los utiliza para guardar sobras de comida, mantener estériles los equipos hospitalarios o para proporcionar aislamiento a una casa, los plásticos son incomparables por su adaptabilidad, durabilidad y bajo costo. Si se toma en cuenta que sus beneficios son aparentemente ilimitados, no causa sorpresa que los plásticos sustituyan a los materiales tradicionales en muchos sectores – por ejemplo, al acero en los automóviles, al papel y al vidrio en el empaque y a la madera en los muebles. Como resultado, el consumo anual de plásticos en todo el mundo ha aumentado de cinco millones de toneladas en el año 1950 a alrededor de 280 millones de toneladas en la actualidad.…  Seguir leyendo »

Le Venezuela est un pays de taille et d'économie modeste. La mort d'Hugo Chavez, son président, le 5 mars, est à l'image de sa vie, paradoxalement médiatisée à l'extrême. Il est vrai qu'il jouait, se jouait et acceptait de jouer avec les medias. Qui le lui rendaient bien. Ses foucades télévisées, ses mots à l'emporte pièce, faisaient mouche. Etait-il chef d'une démocratie populaire ? Avait-il mis sous tutelle étatique l'économie de son pays ? Etait-il socialiste ? Etait-il une réplique continentale de Fidel Castro ? Avait-il converti le Venezuela au communisme cubain ? Etait-il un modèle pour les révoltés du monde ?…  Seguir leyendo »

Plus complexe que la fuite des cerveaux africains, il y a la fuite des jeunes cerveaux féminins africains. Les inciter à revenir s’établir sur le continent ne sera pas qu’une simple question de motivation fondée sur des ressorts idéologiques patriotiques. S’il ne fait aucun doute que développement et condition de la femme sont liés, les politiques et les intellectuels ne pourront plus passer sous silence les attentes profondes de ces jeunes femmes cadres ou entrepreneuses, en termes d’environnement professionnel et de conditions sociales.

Le courageux retour au pays des nouvelles générations de femmes intellectuelles avec leurs savoirs actualisés, leurs profondes convictions, et surtout leur refus de se soumettre, ne se fait pas sans heurts au sein des familles, des entreprises et d’une société au patriarcat inscrit dans les gènes.…  Seguir leyendo »

Sin su principal protagonista, el chavismo terminará a la larga por marchitarse con el paso del tiempo. Sin embargo, hay varios factores que determinarán el ritmo de la deschavezación. Es más, perdurará una cierta herencia, en concreto, los programas destinados al sector social. Aún en el caso de que puedan modificarse, se mantendrá en gran medida su continuidad. Incluso el candidato opositor Henrique Capriles lo reconoció así durante las elecciones presidenciales de 2012.

Al igual que otras democracias de la región, como es el caso de Brasil, Venezuela tiene la posibilidad de desarrollar un sector social responsable dentro de un contexto de sociedad abierta sin represión, sin intimidación y sin polarización políticas.…  Seguir leyendo »

Personne n’aurait pu imaginer que, dans une capitale où d’habitude il ne se passe pas grand-chose, entre fin février et début mars, se déroulent simultanément deux événements exceptionnels et révolutionnaires. Bizarrerie du destin, les Romains peuvent voir deux grands films «politiques» hautement spectaculaires : la création ultraproblématique d’un nouveau gouvernement, et le plus incertain des conclaves. Quels beaux sujets pour des comédies satiriques à l’italienne ; dommage que les maîtres du genre (Pietro Germi, Mario Monicelli, Dino Risi, Elio Petri, Luig Comencini) ne soient plus là. A moins que Nanni Moretti ne nous surprenne avec une nouvelle version de son prophétique Habemus Papam ; titre conseillé du film : «Courage fuyons !».…  Seguir leyendo »

Hay ocasiones en que tiene sentido recurrir como diagnóstico de situación al orteguiano “No sabemos lo que nos pasa y eso es lo que nos pasa”. La coyuntura actual no es precisamente una de ellas. Los españoles sí sabemos lo que ahora nos pasa: ha ido quedando expresado mes a mes, de forma clara y rotunda, en los sondeos de Metroscopia para este periódico. Y resulta llamativa, por cierto, la plena coincidencia de este diagnóstico ciudadano con el que a lo largo de los últimos días ha venido expresando en estas páginas una variada nómina de especialistas.

Todavía son dos veces más numerosos los españoles que piensan que lo que está fallando son los actuales políticos y no la forma en que está organizado nuestro sistema democrático (46% frente a 24%, si bien un porcentaje creciente —23% ahora, 13% hace dos años— concluye que ambos fallan).…  Seguir leyendo »

Los españoles se merecen un Gobierno que acierte en su decisiones y comunique bien, incluidas las malas noticias. Como la situación es poliédrica, multicolor y cambiante y mi conocimiento limitado, no puedo juzgar la idoneidad de las medidas. Ahí solo cuento con intuiciones, que se tornan certezas al valorar su comunicación.

Nunca pensé que un doctorado en Comunicación médica me brindara tantas consultas de organizaciones empresariales, políticas, económicas y sociales. Lo comprendí más al leer dos libros de sendos doctores: Cómo dar las malas noticias en Medicina, de Marcos Gómez Sancho, especialista en cuidados paliativos; y Patologías en las organizaciones, del pensador del management Javier Fernández Aguado.…  Seguir leyendo »

La propuesta de la Comisión Europea para el Marco Financiero Plurianual Europeo que actualmente se está negociando con los Estados miembros de la UE prevé la nada desdeñable cifra de 376.000 millones de euros destinados a las políticas de cohesión económica, social y territorial para el periodo 2014-2020, articulándose a través de los denominados tradicionalmente Fondos Estructurales Europeos, y que incluyen al Fondo Europeo de Desarrollo Regional (FEDER), Fondo Social Europeo (FSE), Fondo de Cohesión (FC), Fondo Europeo Agrícola de Desarrollo Rural (Feader) y Fondo Europeo Marítimo y de la Pesca (FEMP).

De esa cifra global se estima que el conjunto de las comunidades autónomas españolas, junto con el Gobierno central, puedan recibir por asignación directa en torno a unos 26.000 millones de euros para esos próximos siete años, es decir, un 7% del total.…  Seguir leyendo »

Tenía una concepción binaria del mundo. Veía el mundo dividido entre amigos y enemigos, entre chavistas y “pitiyanquis”, entre patriotas y traidores. En libros y ensayos reconocí su vocación social. Creo que la democracia latinoamericana no podrá consolidarse sin Gobiernos que, junto al ejercicio de las libertades y el avance de la legalidad, busquen formas efectivas y pertinentes de apoyar a los pobres y marginados, a los que no han tenido voz y apenas voto.…  Seguir leyendo »

La corrupción revela que ese mal no está tan lejos. Está en el partido, en las mejores familias, entre los más estrechos colaboradores... Quienes caen en la trampa no son «monstruos de maldad», quizá simplemente asintieron mientras escuchaban el silencio de otros; metieron la cuchara en el mismo puchero al que todos llevaban la suya... Esa cercanía del mal, esa facilidad y suavidad con la que se desliza, hace recordar a Fausto y a Dorian Gray.

Mefistófeles empieza mostrándose como un caniche que acompaña a Fausto en una noche de tormenta; conserva esa familiaridad del animal doméstico que nos sigue y acompaña fielmente sin hacer preguntas molestas en la desapacible oscuridad.…  Seguir leyendo »

Hugo Chávez ha encarnado la más reciente, y muchos desearíamos que fuera la última, versión del caudillismo totalitario caribeño que durante decenios, en la vida y en la literatura de los pueblos iberoamericanos, fue la negativa imagen de marca de la región. Ha gobernado Venezuela a su antojo, con un manifiesto desprecio de los principios democráticos y de la constitución y de las leyes que él mismo había promulgado. Y lo ha hecho adoptando parte de la imaginería y de los métodos de las democracias representativas. Nadie le podrá negar que sus tres quinquenios de gobierno absoluto hayan venido respaldados por la matemática electoral.…  Seguir leyendo »
