It has been more than a month since Russia illegally detained 1st Lt. Nadiya Savchenko of the Ukrainian armed forces. Her case is one of the clearest indications of Russia’s direct involvement in the conflict that has been imposed on our country by Kremlin-backed terrorists.

Savchenko was captured by pro-Russian militants in eastern Ukraine while carrying out her duty to defend her country. Eventually, she was handed over to Moscow, whose treatment of her has been marked by lies and abuse. This began with the propagation of a cynical myth about the details of her apprehension, which Moscow claimed occurred after she crossed the border while passing herself off as a refugee.…  Seguir leyendo »

Will NATO end with a whimper?

April marked the 65th birthday of the North Atlantic Treaty Organization, formed at the height of the Cold War to stop the huge postwar Red Army from overrunning Western Europe.

NATO in 1949 had only 12 members, comprising Western Europe, Canada and the United States. Its original mission was simple. According to the alliance’s first secretary general, Lord Hastings Ismay, NATO was formed “to keep the Russians out, the Americans in, and the Germans down.”

Western Europeans were terrified of the Soviet Union, which had just gobbled up all of Eastern Europe. They feared that the American Army would go home after World War II, just as it had after World War I, consistent with its isolationist past.…  Seguir leyendo »

Nearly eight years ago, the news shocked the world that Alexander Litvinenko, a Russian FSB officer who defected to Britain in 2000, died after having been poisoned while having tea with three other retired Russian intelligence agents in a luxury London hotel. The FSB, or Federal Security Service, is the successor to the communist era’s KGB.

Litvinenko’s wife, Marina, spent several years petitioning British authorities for a formal investigation, but top-level officials who were trying to repair their strained relationship with Moscow continuously impeded her efforts. Now, however, upset at the high-handed ways of Russian President Vladimir Putin, British authorities are signaling that there will finally be a “public inquiry” into the matter.…  Seguir leyendo »

One of the many questions surrounding the revelation that Americans Kent Brantly and Nancy Writebol received a little-known, experimental serum for their Ebola infection is: "Why did we hear nothing about it earlier, and how did they gain access to it?"

Ebola has no cure, although potential medications and vaccines are in various states of development. The serum ZMapp, an experimental product of Mapp Biopharmaceutical, hasn't been tested in humans, which means it doesn't meet a primary requirement for FDA approval -- so its obscurity is no surprise.

The Americans managed to gain access to what more than 1,660 infected people in Guinea, Sierra Leone, Liberia and now Nigeria did not: medicine that seems to work -- although, of course, we don't know for sure yet.…  Seguir leyendo »

There is optimism, and hope, that the Egyptian-brokered three-day "humanitarian cease-fire" between the Israel Defense Forces and Hamas will turn into a longer-term cessation of hostilities -- with good reason.

Why? Militarily speaking, Hamas is on the ropes. Although the group has survived an IDF aerial, naval and ground onslaught, it has suffered a severe blow. Despite its somewhat successful attempts to portray itself and all Gaza as victims of a disproportionate Israeli military campaign, in the end it failed to prevent the IDF from achieving almost all its military goals, while achieving very little on its part.

The Israelis stated early on in the campaign that their objectives were to find and destroy Hamas' networks of tunnels constructed under the Gaza border with Israel, tunnels designed to be used for offensive attacks on Israeli cities and kibbutzim in southern Israel.…  Seguir leyendo »

La confesión voluntaria de Jordi Pujol reconociendo que no cumplió con sus obligaciones fiscales durante 34 años, no es un asunto personal y familiar, como se apresuró a decir cínicamente Artur Mas. Es mucho más. Es el síndrome de una enfermedad que afecta a la sociedad española en general y, en este caso, a la catalana en particular.

En efecto, hemos llegado a un punto en España en que son muchos más los que se asombran de que existan personas honradas que los que se escandalizan porque haya corruptos en todas partes. Transición a la sobriedad monetaria

Las economías avanzadas crecen. Las de EE UU y Reino Unido muy por encima de la eurozona. Todas deben esa recuperación, desde el fondo en el que las sumió la Gran Recesión, a las excepcionales decisiones de estímulo monetario adoptadas por sus bancos centrales. La retirada de esas terapias puede generar consecuencias cuyo alcance es difícil de precisar. Especialmente sobre algunas emergentes que han disfrutado de ese exceso de financiación exterior barata, o sobre las de la eurozona, como la española, manifiestamente rezagadas en su proceso de recuperación.

La transición a la normalidad es tan difícil de gobernar como singulares fueron aquellas decisiones adoptadas por las más importantes economías del mundo.…  Seguir leyendo »

En una entrevista en estas páginas, a Joaquín Sabina le preguntaron sobre Fidel Castro, a lo que el incomparable cantautor respondió con una frase de las suyas: “Las revoluciones envejecen como las personas y algunas lo hacen mal”. Lo mismo podría decirse sobre Argentina, donde la presidenta Cristina Fernández de Kirchner cometió por razones puramente ideológicas un error no forzado la semana pasada que le costará caro al país en lo que queda de su mandato.

Apenas hace dos semanas escribíamos sobre el riesgo de un nuevo default en Argentina “antes de fin de año”. Pero la calamidad no esperó: se materializó el jueves.…  Seguir leyendo »

¿Reforma constitucional?

Hace unos meses, en estas mismas páginas, me preguntaba por el Estado Federal y trataba de explicar cómo era esa fórmula de organización política en el Derecho Constitucional comparado, terminando (perdón por la autocita) después de proclamar que el Estado Federal es una opción política perfectamente legítima y hasta puede que beneficiosa, con una preocupación: que se llame Estado Federal a otra cosa distinta.

Ahora se habla con insistencia de reforma constitucional, cuestión que en parte está emparentada con aquellas reflexiones sobre el Estado Federal, aunque sigue sin concretarse jurídicamente el modelo. Pero también se está hablando de otras reformas y hasta de iniciar un proceso constituyente; es más, se ha llegado a oír que «hay que devolver el poder al pueblo».…  Seguir leyendo »

Cuando acaba de concluir la sexta ronda de negociación del Transatlantic Trade and Investment Partnership (TTIP) entre la UE y EEUU, es un buen momento para recordar que el sector audiovisual no forma parte –al menos por el momento– de los campos en los que se está negociando el acuerdo entre EEUU y la UE. Durante el inicio de las discusiones sobre el mandato que se daría a los negociadores europeos del acuerdo no existía consenso en torno a si la cultura debía estar o no sobre la mesa. Algunos medios de comunicación afirmaron entonces que Alemania y el Reino Unido no querían que ningún tema fuese excluido de la negociación, para evitar que EEUU pudiera tomar la misma postura en ciertos sectores clave (Politi, 2013; Spiegel, 2013).…  Seguir leyendo »

En los últimos años se viene produciendo una doble transición hacia un re-equilibrio del patrón geo-económico de la inversión extranjera directa (IED) y nuevos estándares de regulación. Este informe aborda esa doble transición desde la perspectiva de la seguridad de la IED española. Expone primero la naturaleza de ese nuevo contexto global para después analizar la matriz de riesgos de la IED española y el reto de transferir las competencias sobre su protección a la UE, tal y como plantea el Tratado de Lisboa. El último apartado ofrece algunas recomendaciones para la acción exterior española.

Le discours rassurant de Marisol Touraine, ministre de la santé, affirmant que l'épidémie d'Ebola en Afrique de l'Ouest ne menace nullement la France, contraste avec une réalité de terrain beaucoup plus alarmante.

Les foyers épidémiques de cette maladie hautement contagieuse et foudroyante ne sont plus limités à des villages isolés d'Afrique centrale. Ils se localisent au contraire au cœur même d'une Afrique urbaine et émergente, densément peuplée, où les frontières sont poreuses et les mouvements de populations si intenses que la chaîne épidémique se révèle très difficile à enrayer. Certes, le Liberia a fermé ses écoles, les pays limitrophes tentent en fermant leurs frontières d'établir un cordon sanitaire autour du « triangle Ebola » que constituent la Sierra Leone, le Liberia et la Guinée.…  Seguir leyendo »

Il n’existe que deux moyens d’utiliser le monopole de la violence légitime : la guerre ou la police. Les vraies difficultés d’Israël ont commencé lorsque les ennemis ont été remplacés par des délinquants et que la guerre a été remplacée par de la police à grande échelle, action perpétuelle, car la lutte contre les délinquants ne s’arrête jamais, et s’avère coûteuse sur la durée, au moins sur le plan humain. Près de 1 000 soldats et policiers israéliens ont ainsi perdu la vie pendant l’occupation du Liban sud et les deux Intifada palestiniennes.

Dans les années 2000, avec le développement des armes de précision à longue portée et l’édification de la barrière de sécurité, les Israéliens ont cru pouvoir résoudre ce dernier problème en évacuant certaines zones occupées tout en les gardant à portée des frappes.…  Seguir leyendo »

Les civils de Gaza meurent par centaines sous le feu de l'armée israélienne et une question demeure sans réponse : qu'attendent donc les Palestiniens pour saisir la Cour pénale internationale (CPI) ?

Depuis que la Palestine a obtenu le statut d'Etat observateur à l'ONU, à l'issue d'un vote largement favorable en date du 29 novembre 2012, la voie d'accès à la justice pénale internationale lui est ouverte. L'offensive israélienne contre Gaza a pourtant pu démarrer et prospérer depuis le 8 juillet sans que la Palestine ait adhéré au statut de Rome, qui lui eût permis de saisir la juridiction pénale universelle.…  Seguir leyendo »

Au cours des mois récents, nombre de violences internationales ont retenu l'attention des médias, mais n'ont guère mobilisé les diplomaties au-delà de mesures symboliques qui ne les ont pas empêchées de se déployer. On ne négocie plus, ou à vide. La diplomatie internationale se limite à des protestations et à des dénégations unilatérales. Dérive inquiétante face à des conflits qui, pour l'instant, demeurent de basse intensité, sauf pour les civils exposés à de grands massacres.

Alors que, depuis des décennies, des efforts considérables ont été entrepris pour prévenir le retour des massacres et réprimer leurs auteurs, aujourd'hui, qu'observons-nous ? Après presque un mois de guerre, ce sont 400 enfants de moins de 14 ans qui ont été tués par Israël. Où sont les promesses de la Déclaration des Droits de l’Enfant de 1959 des Nations unies ?

Quelques dizaines d’heures après le retrait de Gaza par l’armée israélienne, le bilan humain semble d’un autre âge : ce ne sont pas moins de 1500 Palestiniens, 850 civils et… 400 enfants de moins de 14 ans qui ont été tués par Israël après près d’un mois de guerre.

A ce titre, la situation de la jeunesse gazaouie sous le blocus israélo-égyptien depuis 2007 et sous les guerres successives posait déjà de nombreux problèmes humanitaires défiant les droits humains élémentaires, l’apparent droit international et son impossibilité de le faire respecter.…  Seguir leyendo »

The Senate Intelligence Committee will soon release key sections of its report on the Central Intelligence Agency’s detention and interrogation of terrorism suspects after 9/11. In remarks on Friday anticipating the report’s release, which he has publicly supported, President Obama acknowledged that “we tortured some folks.”

In fact, from leaks to the press and the statements of those familiar with the report, we know the committee has determined that C.I.A. torture was more widespread and brutal than Americans were led to believe. The committee reportedly has also found that the C.I.A. misled Bush administration officials and Congress about the extent and nature of the torture, and that torture was ineffective for intelligence gathering.…  Seguir leyendo »

When my 65-year-old mother visited my foundation’s office recently, she was covered from head to toe in a long winter coat and headdress despite it being 28C. She explained that she wanted extra protection against the Ebola virus.

As the outbreak worsened I urged my parents to leave Monrovia. But my mother, a vibrant and protective member of her community, refuses. She is the sole carer for my grandmother, a centenarian who is too frail and stubborn to travel. She stays because she loves her home and her community. She stays for Liberia.
