In 1979, with Paul Heath Hoeffel, I wrote “Missing or Dead in Argentina: The Desperate Search for Thousands of Abducted Victims.”

For this article, published as a cover story in The New York Times Magazine, we received the 1979 Overseas Press Club of America award for the best article on Human Rights. For that article, I used the pseudonym Juan Montalvo, to protect my family in Argentina from possible military reprisals.

U.S. President Barack Obama’s recent decision to unseal U.S. files on Argentina’s “dirty war” is particularly valuable to us, since it will confirm our denunciations of the abuses by the Argentine military on that country’s civilian population.…  Seguir leyendo »

Looking at Iraq, Libya and Syria together, it seems safe to conclude that Saddam Hussein, Moammar Gadhafi and Hafez Assad were, and Bashar Assad is, the lids on their respective pots of sectarian tensions that boil over into large-scale violence, killings and displacement if the lid is removed. The uprisings of 2011 by the end of 2015 had produced more autocracy in some Gulf states, a return to military dictatorship in Egypt, anarchy in Libya and a brutal civil war in Syria. Velvet revolutions they were not. The “Arab Spring” darkened into the Islamist Winter and then the restoration of the authoritarian state as it failed to make the transition from the politics of street protests to the politics of democratic good governance.…  Seguir leyendo »

Lin-Manuel Miranda invoca las palabras de Hamilton para pedir ayudar para Puerto Rico

El 31 de agosto de 1772, un feroz huracán devastó la isla de St. Croix, el hogar de Alexander Hamilton, quien entonces tenía 17 años. Escribiéndole a su padre una semana después, Alexander describió la fuerza de la tormenta y la destrucción que causó con esta hermosa frase: “Fue suficiente para causarle asombro a los ángeles”.

Su carta incluyó esta súplica para ayudar a sus conciudadanos: “Ustedes, quienes disfrutan de la abundancia, vean lo afligida que está la humanidad y concedan sus excedentes para calmarlos. On Aug. 31, 1772, a hurricane devastated the island of St. Croix, the home of the teenage Alexander Hamilton. In a letter one week later, he described the force of the storm and the destruction it caused as “sufficient to strike astonishment into angels.”

His letter included this plea for help for his countrymen: “O ye, who revel in affluence, see the afflictions of humanity and bestow your superfluity to ease them. Say not, we have suffered also, and thence withhold your compassion. What are your sufferings compared to those? Ye have still more than enough left. Act wisely. The liberation of Ramadi in the closing days of 2015 was a rare moment of success for Iraq. It has given Iraqis an opportunity to examine what works and what doesn’t in the fight against the Islamic State. It has also generated a momentum that we should capitalize on if we truly want to expunge the jihadist group from Iraqi soil, including from the crucial city of Mosul, and take the first steps toward a meaningful reconciliation for our country.

The operation in Ramadi worked for three reasons. American airstrikes and military and intelligence advice were instrumental. The cooperation between the Iraqi Army and the local government of Anbar Province also proved effective.…  Seguir leyendo »

Se trataba de la pretensión del pontificado de imponerse al poder imperial y hacerse cargo de la dirección del mundo. Occidente tenía unos fundamentos que provenían totalmente de Jesucristo y de la Iglesia. Next month we will note the 71st anniversary of the liberation of some of the more infamous Concentration Camps in Germany by the U.S. and British armed forces. On entering the camps, they found emaciated and disease-ridden inmates of those camps, but also survivors and dead transferees from Auschwitz. The Germans had taken them from Auschwitz just prior to the Soviet liberation of that death camp. Even in the waning days of a losing war, every effort was made to kill every Jew.

It is generally accepted that approximately 1.1 million Jews were murdered at Auschwitz . Since Allied bombers were visible from Auschwitz, the question has periodically been raised as to whether the Allies, and in particular, the United States, should have bombed Auschwitz to reduce its effectiveness as a killing center.…  Seguir leyendo »

Since the Paris terror attacks last November, Belgians have struggled with the fact that jihadists born and raised in their country were among those who carried out the carnage.

Now that carnage has struck at home with Tuesday's attacks in Brussels.

And after the carnage, the inevitable finger-pointing: fragmented law enforcement in this divided nation, as well as a lack of coordination between the 28 European Union members in fighting terrorism. And the breakdown runs deeper here -- Belgium has long struggled to govern itself.

In 2007, I was a two-star general in charge of operations for the U.S. Army in Europe. My job was overseeing preparation and deployment of our forces to Iraq, Afghanistan and Kosovo; planning for contingency operations in Europe and the Levant; transforming our bases and presence in Europe; and a variety of other responsibilities. One of my jobs centered on "force protection".

Force protection requires the collection of intelligence from human and technical sources. If we perceived potential threats to military personnel, their families or the mission, we would inform, coordinate and act with European governments to prevent those attacks. Those plots might entail a bomb threat, an attempted entry into a base or housing entry by an unauthorized source, or a variety of criminal and terrorist cell activities threatening the security of our forces or our host nation.…  Seguir leyendo »

Turkey is facing the largest wave of terror attacks in its history -- in the past six months alone, the country has been hit by five deadly attacks.

Islamic State (IS) has targeted Istanbul twice and Ankara once since October 2015, killing at least 120 people, and the Kurdistan Workers Party (PKK) has hit the Turkish capital Ankara twice, killing at least 65 people.

How Europe responds to the crisis facing Turkey could be crucial to the country's future -- as well as Europe's.

On Tuesday morning, Brussels was hit by terrorist attacks at transportation hubs -- at the airport and at a subway station. Sadly, we have seen such multiple, deadly assaults on transportation targets in Europe before.

In London on July 7, 2005, four al Qaeda-trained British citizens bombed commuters traveling on three trains on the city's Underground and on a bus, killing 52. In Madrid the previous year, a group of largely first generation North African immigrants to Spain detonated bombs on commuter trains, killing 191.

A key to understanding to such attacks -- including Tuesday's in Brussels -- are the explosives used in the bombings.…  Seguir leyendo »

The university lecture hall is packed. I sit up. I can see the professor clearly from my spot in the back of the room. This lecture hits home, a little too close.

“Almost two decades of fighting has left this region traumatized. Over 50% of the population who used to live in the area of former Syria have either fled or been killed in the conflict…”

El pasado 5 de marzo se iniciaba en Vilanova i la Geltrú la campaña de Societat Civil Catalana 'Nuestros símbolos, nuestros derechos', dirigida a reclamar la presencia en los ayuntamientos y demás administraciones de Cataluña las banderas española y europea. Se trata de una campaña que combinará peticiones populares, el impulso de mociones que exijan la reposición de las enseñas que han sido retiradas en algunos edificios públicos de esta Comunidad, y la convocatoria de concentraciones ciudadanas.

Quizá se critique dicha campaña arguyendo que aviva una estéril guerra de banderas, y que se centra en un aspecto formal que para nada afecta a los problemas reales de los ciudadanos.…  Seguir leyendo »

Tras la subida de los precios agrícolas de 2007/08, el aumento de la apropiación de tierras agrícolas y las inversiones a gran escala en los países con bajos precios de la tierra y mano de obra barata, se ha reavivado el debate sobre las respectivas virtudes de la agricultura familiar y las de las grandes explotaciones agrícolas con asalariados.

Doce años después del Fórum sobre la reforma agraria (FMRA, Valencia/España 2004), 10 años después de la Conferencia Internacional sobre la reforma agraria (CIRADR, Porto Alegre/Brasil 2006) y dos años después del Año Internacional de la Agricultura Familiar (AIAF), el Fórum mundial sobre el acceso a la tierra y a los recursos naturales, que tendrá lugar en Valencia del próximo 31 de marzo al 2 de abril, y en el que se esperan centenares de participantes procedentes de todos los continentes, hará balance de la evolución, la situación actual y las propuestas sobre estos temas.…  Seguir leyendo »

Después de París y Copenhague, Bruselas ha sido blanco del terror del Estado Islámico (EI). Su modo operativo demuestra el cambio de naturaleza e intensidad del terrorismo. La simultaneidad de ataques militares en lugares públicos muy frecuentados y poco protegidos evidencia un alto grado de planificación estratégica y de coordinación operativa. El momento escogido, cuando las autoridades gubernamentales y policiales se felicitaban por la captura de Salah Abdeslam, prueba la capacidad de reacción del EI y subraya nuestra vulnerabilidad.

La demostración de fuerza del EI se inscribe en el marco de su despliegue hacia los escenarios exteriores del norte de África y Europa, que coincide con su retroceso en Irak y en Siria.…  Seguir leyendo »

No retrasar las reformas

Los distintos partidos políticos están tratando de buscar Gobiernos con una mayoría estable. Por estable se entiende no sólo una mayoría que permita la investidura de un presidente sino, además, que permita que el Gobierno no tenga ningún problema para aprobar sus políticas a lo largo de la legislatura.

Pero sucede que muchos de los problemas que tenemos en España vienen de que los Gobiernos han convertido esas mayorías estables en mayorías rodillo. La experiencia hasta la fecha ha sido que esos Gobiernos fuertes han podido aprobar sus políticas ignorando absolutamente al Parlamento hasta las siguientes elecciones. Y en una etapa en la que hay que cambiar bastantes reglas del juego puede ser incluso positivo que el Gobierno sea minoritario y esté obligado a contar con los apoyos de unos u otros para sacar adelante las políticas.…  Seguir leyendo »

El obispo de Villarrica, monseñor Francisco Javier Stegmeier, cuyos nombres de pila son esencialmente católicos, y cuyo apellido permite pensar que desciende de los emigrantes alemanes que se instalaron en lo más profundo de la antigua Araucanía a mediados del siglo XIX, ha denunciado el reciente atentado incendiario contra el santuario de San Pircunche y la vecina casa de ejercicios, de la orden de los Capuchinos, como un ataque frontal a la libertad de culto en toda su región. Todos sabemos en Chile que el ataque no ha sido único, que no es un hecho aislado, sino que forma parte de una especie de estrategia general inquietante, amenazante, que podría tener largas e imprevisibles consecuencias.…  Seguir leyendo »

Obama da su bendición a los Castro

Los hermanos Castro no han podido más que celebrar con júbilo la visita del presidente Obama a Cuba, el 22 de marzo, y el restablecimiento de las relaciones diplomáticas y económicas con EE.UU. El embargo no ha logrado derribar su régimen, pero el reconocimiento garantiza, sin duda, su consolidación. Los dos compinches acaban de conseguir una garantía para su supervivencia y carta blanca para sus sucesores, a los que elegirán y que, probablemente, se parecerán a ellos. Y es que Obama, no contento con legitimar la dictadura de los Castro, se ha comprometido a no interferir en los asuntos internos cubanos, a no intentar cambiar el régimen y a no imponer la democracia y el respeto de los derechos humanos.…  Seguir leyendo »

Los medios de comunicación españoles han adoptado el pensamiento –mantra es la denominación que está de moda– de que España es un país de izquierdas y, por tanto, lo que corresponde es que gobierne siempre la izquierda. No importa que el Partido Popular haya obtenido dos mayorías absolutas, solamente una menos que el Partido Socialista, y tampoco se considera relevante que, elección tras elección, los sufragios lo pongan en cabeza de casi todas las capitales provinciales; el axioma es otro: España es de izquierdas.

Lo único que aceptan dichos medios, abrumadoramente levógiros, es que cuando el PSOE lleva a la ruina al país resulta oportuno que gobierne algún tiempo la derecha para que enderece la economía y puedan volver a despilfarrar las coaliciones siniestras.…  Seguir leyendo »

En la indumentaria de los nuevos diputados del Parlamento, aparte de mochilas, rastas, bebés y camisetas, echo de menos el mono azul. ¿Es que no hay obreros en Podemos?

La España de finales del XIX pasó del “miedo al mono” darwiniano del que hablaba Julio Caro Baroja al miedo al mono proletario; mientras los hospitales se llenaban de batas blancas para proteger a médicos y pacientes de una contaminación cruzada, los talleres y las fábricas se llenaban de monos azules que habían inoculado a los trabajadores el socialismo. La Primera República terminó en naufragio, pero el proletariado se había politizado, exigiendo la jornada laboral de ocho horas, el descanso dominical, la mejora de los salarios… No querían cirujanos de hierro, sino pan blando.…  Seguir leyendo »
