The dangers of a hasty Congo election

The Democratic Republic of Congo (DRC) has been the target of criticism in recent weeks with editorials in major newspapers calling on our president to step down. A resolution in the U.S. House of Representatives is demanding the same thing and congressional hearings are scheduled soon. A cursory reading of the DRC Constitution would suggest that the president should step aside, but that’s too simple and, in fact, dangerous.

Congo does not have a history of smooth transitions of power. In fact, quite the opposite. That’s why a national dialogue that included opposition parties recently agreed that presidential elections will be held, but not this year.…  Seguir leyendo »

When compulsory asset and income declarations for Ukrainian officials were finally enforced in 2016, the scale of the wealth amassed was a shock even to a country well inured to endemic corruption. For example, Ukraine’s 423 MPs declared a total of £394 million - an average of £930,000 per person. In a country where the average monthly salary is just £163 it is not surprising that there have been calls for criminal investigations.

What’s different this time?

The journey of a refugee is one of endurance, as successive emotional and physical hazards causes yet another blow to their health and wellbeing. It begins in their home countries, where traumatic events stalk them as the risks of travelling to the border can be as great as staying in a bombed neighbourhood.

Once the border is reached, the journey to Europe is an ordeal with an unknown destination that can take months, often involving crossing mountains, seas and risking their lives from drowning, violence and attacks.

Eastern Aleppo, the rebel-held half of what was once Syria’s biggest city, is falling. Once the resistance there collapses, things may move very fast in Syria, and the biggest question will be do the outside powers that have intervened in the war accept Bashar Assad’s victory, or do they keep the war going?

Even one year ago, it seemed completely unrealistic to talk about an Assad victory. The Syrian government’s army was decimated, demoralized and on the verge of collapse: Every time the rebels attacked, it retreated.

There was even a serious possibility that Islamic State and the Nusra Front, the extreme Islamist groups that dominated the rebel forces, would sweep to victory in all of Syria.…  Seguir leyendo »

She’s running again. Chancellor Angela Merkel has announced that she will once again lead her party, the center-right Christian Democrats, in Germany’s national election next September. If the party wins, she will capture a fourth term, running a country increasingly rived by populism and xenophobia.

But in starting the battle, she has also, in a way, called it off. Hillary Clinton made her campaign about defending America against the evils of populism and retrograde nationalism; Ms. Merkel will pretend there is no such war. As her campaign, just a week old, has already made clear, she will do everything she can to avoid standing against ideologies, or for them.…  Seguir leyendo »

Todos recordamos la escena clásica de dibujos animados: un gato camina sobre el precipicio y mágicamente sigue adelante, flotando en el aire; se cae sólo cuando mira hacia abajo y se da cuenta de que no hay suelo bajo sus pies... De la misma forma puede decirse que, en las últimas décadas, el socialismo cubano continuó viviendo sólo porque aún no se había dado cuenta de que ya estaba muerto. Soy crítico con Cuba no porque sea anticomunista sino porque sigo siendo comunista.

Está claro que Fidel Castro era diferente del tipo habitual de dirigente comunista y que la propia Revolución cubana era algo único.…  Seguir leyendo »

Un fantasma recorre el mundo: el fantasma de la confusión terminológica. Ya que si algo llama la atención del auge global del populismo, que ha llevado a Donald Trump a la Casa Blanca y tiene a Marine Le Pen enfilando el Elíseo, es la dificultad que encontramos para definirlo con precisión. Pero saber de qué estamos hablando cuando hablamos de populismo es importante; de otro modo, convertiremos en inútil una categoría decisiva para entender la crisis que atraviesan las democracias occidentales. ¡No sea que, aplicando los remedios inapropiados, terminemos por agravarla! Bien por recurrir habitualmente a mecanismos de decisión tan ineficaces como el referéndum, bien por asimilar —por contaminación atmosférica o estrategia deliberada— los elementos del discurso populista.…  Seguir leyendo »

Fidel Castro fue la última personalidad histórica del siglo XX en morir. No importa si se le favorece o condena, debemos reconocer que se trató de un ser excepcional, con grandes atributos personales y profesionales, que no sólo conoció y sobrevivió a grandes figuras del siglo XX, sino que fue protagonista de eventos políticos que han configurado al mundo entero. Sería ingenuo pensar que su liderato al frente de Cuba por 47 años fue un asunto del azar.

Cuba lleva ya un tiempo experimentando una transición ideal. Parecería que todo fue un plan orquestado por el propio Fidel para garantizar la supervivencia de su legado y el de la Revolución, y no hay duda de que su figura continuará siendo omnipresente y lo será por siempre.…  Seguir leyendo »

El papa Francisco, llamado en la intimidad Jorge Mario Bergoglio, está empeñado en hacer auténticas reformas en el funcionamiento de la Iglesia católica. Lo que está por ver aún es que la sociedad a la que se dirige responda a sus grandes apuestas.

Primero ha sido la condena seria, no solo cosmética, de una práctica enormemente extendida dentro de los muros de las iglesias: la pederastia, el abuso contra los menores, que fue una de las cosas más condenadas por Cristo. Y, si no, recuerden su más bárbaro anuncio de la piedra de molino atada al cuello de los que escandalizaren a un niño.…  Seguir leyendo »

Para Marañón, que perdió a su madre cuando apenas tenía tres años, algunos amigos de su padre desempeñaron un papel determinante en la conformación de su concepción de la vida. Son personalidades muy destacadas a las que podemos considerar sus maestros de referencia.

Siendo niño aprendió de Menéndez y Pelayo y Galdós la alta virtud de la tolerancia, y don Benito, además, le descubrió Toledo abriéndole los secretos más recónditos de la ciudad; con él ascendió también a los cigarrales, entre ellos al de Menores que tan fundamental sería luego en su vida. Miguel de Unamuno fue para Marañón muy tempranamente su referencia intelectual y ética, dejando en los jardines del Cigarral huella de sus inolvidables lecturas.…  Seguir leyendo »

Mucho se ha hablado y se ha escrito en estas tres semanas sobre el desconcertante resultado de las elecciones americanas. Se suele aducir el auge de los populismos como su principal causa; tales explicaciones suelen formularse en dos versiones: subrayando el rechazo de buena parte de la sociedad americana a la globalización (pronóstico profetizado por Michel Moore, bajo la denominación del síndrome «brexit» en el cinturón oxidado de los Grandes Lagos americanos); o bien, destacando el fracaso de Clinton por no haberle dado la vuelta al hastío que produce la «casta» política americana.

Por qué apoyamos a Verhofstadt para presidir la Eurocámara

Pocas semanas después de resultar elegido parlamentario europeo, el Grupo de la Alianza de los Liberales y Demócratas (ALDE) me encargó la difícil tarea de elaborar un texto para negociar el reconocimiento del Estado de Palestina. Cuando presenté el acuerdo en la sesión plenaria del grupo, su presidente Guy Verhofstadt, sentado a mi lado, exclamó: "¡Qué bien, un acuerdo a la belga!".

Y es que Bélgica, país del que Verhofstadt fue primer ministro, constituye un paradigma del rompecabezas europeo, y su tendencia a la fragmentación sólo puede ser combatida con la clave de bóveda que sostiene la política: el acuerdo.

Guy Verhofstadt es capaz de mantener unido bajo su liderazgo a un variopinto grupo de liberales y demócratas europeos que forman parte de dos partidos -ALDE y el PDE- o que son simplemente independientes y no se someten a criterio común alguno.…  Seguir leyendo »

Testimonials about Bajwa are overwhelmingly positive. Those who know him say he's a proponent of strong civil-military relations -- the main reason, according to one account, why Prime Minister Nawaz Sharif, a man who has often sparred with the army, selected Bajwa for the job.

Is Donald Trump-style populism, Trumpismo, ready for export to Europe? We will get the first hints this weekend when Austrians may well vote for Europe’s first far-right head of state, and when a constitutional referendum in Italy goes “wrong” — that is, when voters ignore the advice of a comfortable elite. Imagine how this could unfold: an Italian government led by the Five Star movement demanding a referendum on the country’s membership of the eurozone, an Austrian rejection of closer EU integration and maybe, just maybe, a President Marine Le Pen threatening to blow up the European dream. Hace poco escuché al ex Director General de la Organización Internacional del Comercio, Pascal Lamy, parafrasear un proverbio budista clásico en que Huineng, Sexto Patriarca Budista de China, dice a la monja Wu Jincang: “Cuando el filósofo apunta a la luna, el necio le mira el dedo”. Lamy añadía que “El capitalismo de mercado es la luna. La globalización es el dedo”.

Ahora que en Occidente va en ascenso el sentimiento antiglobalización, este ha sido un año de mucho mirar dedos. En el referendo del Brexit del Reino Unido, los “pequeños ingleses” (o “Little Englanders”) votaron por abandonar la UE, y en Estados Unidos Donald Trump ganó la presidencia porque convenció a suficientes votantes de estados cruciales de que “volvería a hacer grande a Estados Unidos”, no en menor medida negociando “acuerdos” de comercio muy distintos para el país.…  Seguir leyendo »

Pour gérer les problèmes de migration, il faut en comprendre les causes. Il y a deux principales raisons pour qu’une personne veuille quitter son pays: soit il y risque sa vie, c’est le cas des réfugiés syriens par exemple, soit il n’a aucune perspective d’emploi.

Concernant les guerres, la Suisse est très active pour encourager les parties en conflit à dialoguer et les amener sur le chemin de la paix. On doit continuer activement ce travail car sans le retour au calme, les réfugiés de guerre ne retourneront pas dans leur pays.

En ce qui concerne les réfugiés économiques

Ceux qu’on appelle les «réfugiés économiques» n’ont quant à eux rien à perdre en prenant le chemin de l’exil: n’ayant aucune perspective dans leur pays, ils préfèrent mourir en mer plutôt que de vivre dans l’humiliation de ne pas pouvoir subvenir à leur famille chez eux.…  Seguir leyendo »

La République islamique d’Iran utilise la drogue comme véritable «variable d’ajustement» de sa politique de contrôle et de répression de ses minorités ethniques, sous couvert de lutter contre ce problème récurrent.

Chaque fois que le régime se sent menacé, à l’intérieur comme à l’extérieur, la loi sur la drogue est renforcée et on pend quelques centaines de prisonniers triés sur le volet, en priorité parmi les opposants politiques. Selon l’ONU, en 2015, chaque jour, l’Iran a exécuté 3 personnes en lien avec la drogue au mépris de tous les standards internationaux de lutte efficace et raisonnée contre ce fléau. Cela signifie que certains pays occidentaux cautionnent malgré eux ces exécutions par le biais du financement des projets de l’UNODC (agence onusienne contre la drogue en Iran), devenant des alliés objectifs de cette politique de répression ethnique déguisée.…  Seguir leyendo »

Les dirigeants de la gauche latino-américaine ont uni leurs voix mardi soir pour appeler à perpétuer le legs de Fidel Castro, devant des centaines de milliers de Cubains mobilisés lors d’une grande cérémonie posthume en l’honneur du Comandante à La Havane. Place de la Révolution, face au mémorial de  José Julián Martí Pérez (1853-1895) – l’homme politique, philosophe, penseur, journaliste et poète fondateur du Parti révolutionnaire cubain (l’ancêtre du Parti communiste), considéré comme héros national et plus grand martyr et apôtre de la lutte pour l’indépendance – la foule a fait ses adieux avant que les cendres du «líder maximo» quittent la capitale mercredi pour traverser l’île jusqu’à Santiago de Cuba (est), où auront lieu les funérailles officielles ce dimanche 4 décembre.…  Seguir leyendo »
