Edward J. Snowden, a former C.I.A. employee and National Security Agency contractor, leaked top-secret documents in 2013 that exposed the extent of the N.S.A.’s classified cybersecurity program, revealing that the agency was seizing the private communications records of hundreds of millions of people around the world. Mr. Snowden, who is living in asylum in Russia, is wanted in the United States on several charges, including two under the United States Espionage Act of 1917.

Almost a century after the disintegration of the Ottoman Empire, Turkey’s president, Recep Tayyip Erdogan, and his supporters believe that they can restore the empire’s former glory. Stroll through the streets of any Turkish city and you will see car windows emblazoned with the imperial seals of Ottoman sultans, who are also commemorated in the names of new multibillion-dollar building projects.

The atmosphere here is almost jubilant. The phone call last weekend from President Tsai Ing-wen of Taiwan to President-elect Donald J. Trump — the first contact between a Taiwanese president and an American president or president-elect since at least 1979 — has received rare bipartisan support here on this self-governing island off southern China. It was, many agree, a great thing for the country.

Still, in an interview on Tuesday, her first since the call, Ms. Tsai said that the implications of the direct contact with Mr. Trump were limited. “I have to stress that one phone call does not mean a policy shift,” she told me and a small group of other American journalists who traveled here on a reporting trip organized by the East-West Center, a Hawaii-based nonprofit organization.…  Seguir leyendo »

Últimamente, no viajo nunca sin mi brexitómetro, que sirve para medir dos cosas: cuánto tarda cualquier conversación en mencionar el Brexit (un promedio de tres minutos) y la proporción de gente que piensa que el Brexites una buena idea. En los dos últimos meses he estado en Estados Unidos, Canadá, Alemania, Austria y Polonia, y ese porcentaje está en torno al 1%.

El otro 99% cree que los británicos nos hemos vuelto locos. ¿Cómo es posible que una gente famosa en todo el mundo por su pragmatismo y su sentido común haga algo tan perjudicial para sus propios intereses? La mejor politología (véanse las reflexiones de Juan José Linz al respecto) ha subrayado desde antiguo la importancia que ostenta el tipo de sistema de partidos existente en un Estado multinacional democrático para la conservación de la unidad de ese Estado. Que junto a los partidos de ámbito estrictamente subestatal o nacionalista existan también partidos de carácter estatal y que éstos tengan una presencia significativa en todas las subunidades es uno de los requisitos para que, a la larga, el propio federalismo no lleve al Estado multinacional a la disgregación.

La razón es sencilla: la implantación territorialmente generalizada de partidos de ámbito estatal, por un lado, integra el escenario político propio de las nacionalidades subestatales en el más amplio del Estado, haciéndole participar en una dinámica centrípeta.…  Seguir leyendo »

Otra vez, como cada tres años desde el 2000, PISA centra la atención del mundo de la enseñanza, y mucha gente vuelve a cuestionar que una organización fundada para la cooperación y el desarrollo económico (la OCDE) haya adquirido gracias a PISA tanta influencia sobre la educación. Podría ocurrir, sin embargo, que PISA estuviera más bien debilitando esta influencia.

Antes de PISA, en efecto, la OECD aconsejaba desarrollar el capital humano incrementando los recursos destinados a educación y distribuyéndolos con equidad, recomendaciones que eran acogidas con general acuerdo en el marco de un amplio consenso ideológico. Tras poner PISA en marcha, la OECD dispone de evidencia empírica rigurosamente recogida y elaborada a través de pruebas comunes a todos los países.…  Seguir leyendo »

Cuando Podemos obtuvo su minoritario éxito electoral, se permitió anunciar el fin de la Constitución. Meses después pronosticó el ocaso de Rajoy, tic, tac, tic, tac, ¿recuerdan? Hace algo más de un mes, en la reciente investidura, insistieron en el epílogo del PP. A Podemos le preocupan tanto los crepúsculos que cabría preguntarse si no estará intranquilo por el suyo. Su coletilla ingenuo/compulsiva de «cuando gobernemos nosotros…» pretende conjurar esa posibilidad.

A finales de los años sesenta, un brillante profesor del IESE, J. A. Pérez-López, presentó con gran éxito una tesis doctoral en la Harvard Bussines School, sobre los sistemas de control en las organizaciones y la influencia que tenían en su longevidad.…  Seguir leyendo »

Parece oportuno recordar que es el movimiento del sol el que determina la hora. Son significativos orto y ocaso, pero la referencia es el momento en que nuestro astro rey alcanza el cénit dividiendo el día en mañana y tarde. Ese instante varía indefectiblemente en relación con la longitud geográfica del lugar en el que nos encontremos. Ello llevaría a que cada pueblo y cada ciudad del mundo tuviera una hora diferente, variando en minutos u horas.

Para evitar el caos, se adoptaron ciertas convenciones mediante tratados internacionales. Se acordó que el meridiano de referencia fuera el que pasa por el observatorio astronómico de Greenwich en Londres y que la hora UTC, o tiempo universal coordinado, correspondiera al mediodía de ese meridiano de referencia.…  Seguir leyendo »

Necesitamos una educación basada en evidencias sólidas. Aquellos que critican el Informe PISA deberían poner encima de la mesa otro mejor, si no, sus opiniones serán eso, simples opiniones. Estamos cansados de tantos charlatanes pseudoeducativos y al mismo tiempo, nos encontramos ávidos de evidencias sólidas, precisas y fiables. Además, existe en esos sectores que reniegan de las evaluaciones externas una resistencia a hacer públicos los datos del sistema. ¿Por qué esa cerrazón a la información y a la transparencia? Lo pernicioso no es la claridad de los datos, sino el uso que se haga de ellos.

Si los datos no se utilizan para mejorar, asesorar, orientar y capacitar al profesorado y a los directivos, así como para sensibilizar a la sociedad en su conjunto de la necesidad de disponer de una educación de alta calidad, si no que se despliegan como armas arrojadizas sin argumentos y sin contextualización, entonces mejor no publicarlos.…  Seguir leyendo »

El 8 de noviembre, el Primer Ministro indio Narendra Modi anunció que, a partir de esa medianoche, los billetes de 500 y 1000 rupias (por un total de cerca de 14 billones de rupias o un 86% del circulante) ya no tendrían curso legal. Con ello, la economía de la India se sumió en el caos.

El objetivo declarado de Modi era cumplir su promesa de campaña de luchar contra el “dinero negro”: los ingresos ilícitos (a menudo en efectivo) de la evasión tributaria, el crimen y la corrupción. Arabia Saudita ha sido muy criticada por liderar la guerra contra los rebeldes hutíes en Yemen. Algunos acusan al reino saudita (el estado árabe más rico) de emprender acciones contra los más pobres. Otros aseguran que la lucha contra los hutíes (un movimiento político‑religioso de la vertiente shiita zaidí) es sólo un elemento en la guerra a más escala contra los shiitas que supuestamente viene librando Arabia Saudita. Son afirmaciones simplistas que reflejan una incomprensión fundamental del papel de este país en Yemen y en todo el mundo árabe.

L’étude PISA, faut-il la prendre au sérieux ou s’en méfier

«Le niveau monte à Singapour et au Canada, stagne dans plusieurs pays d’Europe et aux Etats-Unis, baisse en Australie.» C’est ce que révèlent les résultats de la toute dernière enquête PISA sur les acquis scolaires à l’âge de 15 ans dans 72 pays. «Courrier international» en propose un tour d’horizon médiatique et montre à quel point les débats sur ce sujet sont passionnés.

Si la Suisse, elle, remet en cause la méthodologie de l’étude, on ne compte pourtant plus les expressions du type «PISA montre que…» ou «PISA nous apprend que…»… PISA reste «une référence» aux yeux du «Monde». «Réservée, à ses débuts, à un cercle d’initiés, elle est devenue un élément clé du débat sur l’éducation.…  Seguir leyendo »

Ukrainian business moguls still own seven of the country’s eight major TV stations. But, three years after mass protests gripped the nation, demanding political and social reform, the old system continues to resist change – including to its media.

There are signs of progress. Two years ago, a new law passed requiring Ukraine’s only state-owned National TV and Radio Broadcasting Company (NTU) to become an independent, public broadcaster. The NTU was restructured with the appointment of an independent board of trustees representing parliament, civil society and media professionals, and public investment amounting to 0.2 per cent of the state budget. The forward trenches in the hills just beyond the abandoned village of Talish, in Nagorno-Karabakh, are reminiscent of World War I: long, endless, slits in the ground, the dirt buttressed by wood, with periodic firing posts and dugouts. Stacked tires packed with dirt stand in for sandbags, but otherwise it looks like the Western Front 100 years ago. Behind the trenches, alongside the road, tanks are angled to counterattack.

The immense demand for methamphetamine (ice), ecstasy and new psychoactive substances among the wealthy urban residents of East Asia and beyond has revitalised organised crime in the region.

The scale of recent drug seizures in underground laboratories in China’s Guangdong province alone is staggering – and it’s jumped by 50% in the last year. In January 2015, for instance, 2.2 tonnes of solid and liquid methamphetamine destined for Shanghai were uncovered in the coastal county of Lufeng. In May that year, 1.3 tonnes of ketamine and 2.7 tonnes of its precursors were found in the city of Yangjiang, disguised as black tea bound for Southeast Asia.…  Seguir leyendo »

In a dramatic day of voting that could have major implications for Europe’s economic and political future, citizens from Italy and Austria cast their ballots in two closely-watched initiatives.

The referendum on Italy’s constitution and the presidential election in Austria were a barometer of the strength and reach of the populist insurgency threatening to upend Europe’s established political order.

Voters in Austria issued a decisive defeat to its far-right candidate. Hours later, Italian voters rejected constitutional reform championed by Prime Minister Matteo Renzi, leading to his resignation. It also plunged the country into economic and political uncertainty.

With elections in France, the Netherlands, Germany, and now possibly Italy coming in 2017, the next 12 months are shaping up to be seminal for European politics and the future of the European Union.…  Seguir leyendo »

Following the Brexit referendum in June and the election of Donald J. Trump in November, Austria’s presidential election on Sunday was closely watched as an indicator of whether right-wing populists would continue their 2016 winning streak. For now, at least, they haven’t.

On Sunday, Alexander Van der Bellen, a former leader of Austria’s Green Party, defeated Norbert Hofer of the far-right Freedom Party. This was a rerun of an election held in May whose results were annulled by the constitutional court after complaints of voting irregularities. This time, Mr. Van der Bellen won by a far wider margin — nearly seven percentage points, compared with less than one in May — despite opinion polls and many observers’ predicting his defeat.…  Seguir leyendo »

The civil war in Syria is over. Now it is time to stop the fighting.

Aided by Russia, Iran, Shiite militias and Hezbollah, the government of President Bashar al-Assad is on the verge of taking Aleppo, once Syria’s largest city. Supported by its powerful allies, the Syrian Army will then move to eliminate the remaining pockets of resistance, notably around the northern city of Idlib. While Iran has been Mr. Assad’s most important military ally, the Syrian regime would still want to have Russian airpower to finish its reconquest of the country’s populous west.

The Assad regime has prevailed through tactics of unspeakable brutality — barrel bombs, starvation, the targeting of hospitals and rescue workers and the suspected use of chemical weapons — but it has prevailed.…  Seguir leyendo »
