Sudan and South Sudan’s relationship is of vital importance to resolving conflicts in both countries. Khartoum, and other countries in the region, clearly benefit from a stable South Sudan.

Once-fraught relations between the two countries have improved in recent years, helped by substantive discussions over shared interests, including oil exports, support for armed groups, and border security. Khartoum should now use its influence in Juba to seek better regional cooperation and a peaceful resolution of internal and cross-border conflicts.

A more sophisticated Sudanese approach that ensures southern armed groups are part of a more inclusive, and thereby stable, government in Juba, is in Khartoum’s own best interests.…  Seguir leyendo »

What’s on the agenda for the peace talks in Astana, Kazakhstan?

Here in Astana, the spotlight is on the talks between the Syrian government and members of the armed opposition, but this is largely theatrics. Indeed, among the diplomats, journalists and analysts waiting in the hotel lobby and pub, there is a growing sense that we are also part of the show. The more substantive event involves trilateral discussions among Russia, Turkey and Iran, yet little has been revealed about their content.

There is a general feeling of pessimism among Syrians towards the first round of peace talks taking place in Astana, Kazakhstan. For years, Syrian rebels were rightly blamed for being divided and unorganized, obstructing the creation of a united alliance as a credible alternative to the Syrian regime. But now, competing agendas among the Syrian regime’s backers are considered the main obstacle to efforts to end the Syrian conflict.

The fragmentation of command among pro-regime forces makes enforcing discipline difficult – pro-regime militias have repeatedly spoiled agreements brokered by Russia to decrease the violence. Although the same challenges also apply to rebel groups, Turkey’s total control over the only support routes to rebel groups in northern Syria has pressured them to follow Turkey’s instructions, or at least to avoid opposing them.…  Seguir leyendo »

Similar to other Eurasian regional groupings, the Russian-led Collective Security Treaty Organization (CSTO) is an alliance of inconvenience at best. But for Armenia, which seeks a security umbrella – and for the South Caucasus region in general – the failure of the CSTO has broader repercussions. The organization’s failure to act as a coherent military bloc might become the failure to prevent the next war in the Caucasus.

The contradictions inherent in the CSTO were brought to light in December, when the member states – Armenia, Belarus, Kazakhstan, Kyrgyzstan, Russia and Tajikistan – failed to agree on a secretary general to replace the Russia incumbent, Nikolay Bordyuzha.…  Seguir leyendo »

In January 1967, I was a 26-year-old Marine Corps captain commanding a 224-man rifle company — Company C, First Battalion, First Regiment, First Marine Division — near Danang, near the North Vietnamese border. I had been in the field for four months and was getting to be relatively experienced in small-unit combat operations. In a rifle company — clearly the pointed end of the spear of American policy — there isn’t a lot of strategic thinking. Our day-to-day tactical responsibilities, designed to achieve our military objectives, dictated our activities.

Saber aprender es una seña de grandeza. Por eso nos ocupamos hoy de una sentencia del Tribunal Supremo divulgada hace unos días -tiene fecha de 16 de enero y el ponente es el magistrado Peces Morate- porque es una buena muestra de cómo han de examinarse las distintas perspectivas que anidan en las desavenencias, de cómo deben valorarse los intereses en ellas implicados desechando esas visiones que reducen a dos colores, el rojo y el negro (como en la novela stendhaliana), unas situaciones plenas de irisados matices que, por su propia esencia, reclaman equilibrio.

Sobre la mesa de los jueces se hallaba un nuevo episodio de un cuento largo que alcanza ya tintes de tragedia por los muchos años transcurridos sin que se vislumbre una solución.…  Seguir leyendo »

El progreso de la investigación científica en España en las últimas décadas ha sido considerable. El nivel de nuestros científicos no es inferior al de los de otros países más avanzados en esta materia, las nuevas generaciones de investigadores se acomodan sin dificultad en los departamentos y laboratorios más prestigiosos del mundo, y muchos de nuestros centros compiten bien con los de esos otros países, como demuestra nuestro desempeño en los programas europeos. Sin embargo, la falta de tradición científica y la todavía escasa cantidad de centros, instalaciones e investigadores de primer nivel impiden que nuestra ciencia se convierta en una referencia internacional.…  Seguir leyendo »

No hay pueblo que no haya jalonado el camino hacia su libertad con crímenes y tragedias perpetrados por liberticidas de cualquier ralea. Porque la libertad nunca fue otorgada por los tiranos, siempre tuvo que ser conquistada por los pueblos. Y España no es una excepción. Tal vez lo sea por el excesivo cúmulo de atrocidades que han padecido quienes la anhelaron en bastantes momentos de nuestra historia. También la Transición del franquismo a la democracia dejó un reguero de muertes en más episodios de represión y violencia de los que se mencionan en algunos relatos edulcorados de aquel proceso.

Pero el asesinato de los abogados laboralistas de CC OO en el despacho de Atocha, 55, el 24 de enero de 1977, es inolvidable e ineludible aun en las retrospectivas más asépticas.…  Seguir leyendo »

Desde hace semanas asistimos con estupor al caso del rector de universidad acusado de plagio. Muchas personas desde diferentes ámbitos han requerido una actitud firme de las autoridades pertinentes, pues en el mundo académico, plagiar es una modalidad de mala conducta científica. Pero, ¿en qué consiste?

El objetivo principal de cualquier investigación debe ser realizarla con la máxima calidad y publicar los resultados con la máxima exactitud. Sin embargo, algunos investigadores no lo hacen según las normas establecidas y comenten alguna de las formas de mala conducta científica más graves: el fraude, la duplicidad y el plagio. Hace unos pocos años, casi todas las semanas acudía a la sucursal bancaria, donde siempre había una o dos personas conocidas, a las que consultaba los pequeños problemas de un tipo como yo con escasas finanzas. Los cajeros automáticos alejaron las visitas. No obstante, el seguimiento de las cuentas garantizaba un trato de cercanía, y no era raro el aviso cuando llegaba algún débito y el saldo iba a quedarse en negativo. Conocían mi nombre y, por lo general, yo conocía el suyo, incluso algunas características individuales, estado civil, hijos, lugar de veraneo, etcétera. A veces, en algunas ocasiones excepcionales, he compartido un café, en el bar más cercano, con el apoderado o el director, y las relaciones eran las mismas que hubiera tenido un cliente a principios de siglo.…  Seguir leyendo »

¿Siente que no puede criticar el Islam sin ser atacado como un islamófobo? ¿Piensa que el multiculturalismo es un sinsentido cuando hay grupos humanos que claramente rechazan los valores sobre los que se funda la sociedad abierta, pero tampoco lo puede decir sin que lo pongan a la par con Hitler? ¿Se alegró por el brexit pero no lo expresó para que no lo acusaran de caer en el populismo? Si todas o alguna de esas cosas le han ocurrido entonces usted entiende perfectamente por qué salió elegido Donald Trump.

Entre las muchas cosas que se les ha dicho a los partidos secesionistas catalanes está que ese referéndum que anhelan, no podría celebrarse sólo en Cataluña porque afecta a toda España. Como niegan la mayor -que Cataluña sea España- les produce urticaria la sola idea de que en su destino se entrometan los españoles: Cataluña será lo que quieran los catalanes; los españoles, a callar.

El planteamiento en sí es odioso por lo que tiene de desprecio, como si desgajar una parte de España no fuese con nosotros. Pero es coherente. Ya al elaborar el actual Estatuto de autonomía quedó claro cual era su verdadero cariz: bajo ese manto estatutario se ensayó una constitución encubierta que una nación y sus ciudadanos se dan a sí mismos.…  Seguir leyendo »

Los partidos siguen bajo sospecha. Nunca dejaron de estarlo desde que se crearon en la estela del parlamentarismo contemporáneo. Pero en las circunstancias actuales, son un chivo expiatorio del malestar que sufren los ciudadanos ante la incertidumbre generada por la gran crisis económica y otros fenómenos paralelos de cambio general. Sin ir más lejos, los españoles los consideraban el tercer gran problema de España (25,7%) a finales de 2016, por detrás del paro (72,9%) y de la corrupción (36,1%) . Se trata de niveles de crítica a los partidos sin apenas precedentes desde el inicio del período democrático (ver gráficos 1 y 2).…  Seguir leyendo »

On Jan. 21, the Turkish parliament approved a constitutional amendment that would change the current system of government from parliamentary to presidential. The amendment received well more than the 330 votes in the parliament needed for approval, after a deal between the Justice and Development Party (AKP) of President Recep Tayyip Erdogan and the ultranationalist MHP.

Those changes will now go to a popular referendum, which will likely take place in early April. Coming in the aftermath of a failed coup attempt and in the midst of a massive crackdown on independent civil society, these proposed amendments would fundamentally change Turkey’s political system.…  Seguir leyendo »

The recent death of Iran’s former president Hashemi Rafsanjani has triggered fears that Iran’s reformist camp has also been fatally wounded. Many are concerned that without Rafsanjani’s imposing presence, current President Hassan Rouhani will be overpowered by the conservative religious establishment and a controlling IRGC. However, Rouhani may in fact emerge stronger from Rafsanjani’s death.

Rafsanjani — along with Supreme Leader Ayatollah Khamenei — was one of the last remaining founders of the Islamic Republic in 1979. His last position as head of the expediency discernment council did not give him much executive power. But his presence in key roles over 38 years of the Islamic Republic  made him one of the few symbols of stability in the Iranian political context.…  Seguir leyendo »
