Foreign Minister Wang Yi called China a staunch defender and builder of the international rule of law in his speech to the UN General Assembly in October 2014. He promised that as China grew stronger, it would make a greater contribution to the maintenance and promotion of international rule of law, and would work with other countries to build a fairer and more reasonable international political and economic order.

Among critics of Israel, it has become ever more common to accuse the Jewish state of imitating apartheid South Africa. This month, an obscure United Nations agency, the Economic and Social Commission for Western Asia, whose membership comprises 18 Arab states, caused an uproar when it issued a report accusing Israel of applying the same racism in its conflict with Palestinians that made South Africa an international pariah. The United Nations secretary general swiftly repudiated the report, and it was removed from the agency’s website.

The idea that Israel is an apartheid state is a staple of the Boycott, Disinvestment and Sanctions movement, which has made the South African comparison practically the lingua franca of anti-Israel activism.…  Seguir leyendo »

Here in Chile, in the far south of the Southern Hemisphere, it has been the summer of our discontent. Never have so many natural catastrophes in a row hit this country at the end of the world. For once, it is not the earthquakes that have assailed us since time immemorial or the tsunamis that often follow, devastating land and coast, mountainscapes and ocean. This time, our unprecedented woes have all been man-made.

First were the forest wildfires, mostly to the south of Santiago, the worst in recorded history. Countless acres have been burned to cinders, killing people and livestock, leveling a whole town, destroying centenarian trees as well as newer woodlands meant for export.…  Seguir leyendo »

Russian Prime Minister Dmitri Medvedev serves at the pleasure of President Vladimir Putin. And Putin may not be pleased any longer.

Last weekend, protestors in cities all over Russia, overwhelmingly young, demanded that Medvedev resign. The organizer was Alexei Navalny, a 40-year-old lawyer who has dedicated his life to opposing the Putin regime. He had swung through European Russia and Siberia in recent weeks, gathering support. In early March he released a film that featured a detailed report on Medvedev’s corruption – an account of vast estates, palatial homes, two yachts and a vineyard in Tuscany.

Russian police detained Navalny on March 26, sentenced him to 15 days in jail for disobeying a police officer and fined him for organizing an illegal protest.…  Seguir leyendo »

Into that noise will enter 27 European nations, each with its own red lines for upcoming negotiations.

Britain's proposals for divorce will be picked apart. Anyone who thinks that Europe will not act in its own economic interests is kidding themselves.

The EU -- which grew out of the Second World War as a way of ending Europe's cyclical history of internal conflict -- will cut its ties with Britain as cleanly and simply as it can.

Britain will be set free to its solitary island existence. But Europe still has its eye on the future -- and many in Europe know that Britain is too good a catch to lose forever.…  Seguir leyendo »

¿Cómo recuperar la confianza mayoritaria de los ciudadanos para volver a gobernar? Ése debe de ser el reto principal para los aspirantes a dirigir el PSOE y de los militantes que los votaremos en primarias, tras el paréntesis abierto el 1 de octubre con la dimisión forzada del anterior secretario general. El PSOE siempre se ha reconocido como un partido de gobierno, lo que quiere decir no sólo que ha gobernado en España durante muchos años (pasado), sino que tener la voluntad de volver a hacerlo (futuro) es una aspiración colectiva en su seno, porque no se resigna a ser minoría decisiva sólo en la oposición, ni se conforma, como hacen otros, con organizar sólo movilizaciones en la calle y numeritos televisivos.…  Seguir leyendo »

La anulación por parte del Tribunal Supremo de Venezuela de los poderes de la Asamblea Nacional, el Parlamento que debería poder representar a todos los venezolanos, ha llevado a Maduro a alcanzar un punto de no retorno en su diabólica aventura de poder.

Durante todos estos años, muchos -dentro y fuera de Venezuela-, incluidos destacados dirigentes de la oposición, han apelado constantemente a las reglas de juego constitucionales para exigir un tipo de conducta u otro por parte del poder Ejecutivo. Una y otra vez caían en la trampa de Maduro que, revestido con la túnica de la democracia, nunca tuvo tuvo intención alguna de someter su poder a ningun tipo de control distinto del que ejercían las distintas familias internas de su régimen.…  Seguir leyendo »

Venezuela’s violent crime epidemic appears to be escalating into a full-blown humanitarian crisis. The precise dimensions are hard to know, however, because along with the collapse of the economy and widespread hunger has come a near blackout of reliable government crime statistics.

The Venezuelan government stopped publishing comprehensive crime data more than a decade ago, and the discrepancies between what authorities say and data released by independent organizations are extreme.

For instance, local officials announced that 17,778 Venezuelans were victims of homicide in 2015. But the Venezuelan Violence Observatory, a nongovernmental group, estimated that there were 27,875 murders that year, which would make Venezuela’s homicide rate one of the highest in the world, at 90 killings per 100,000 residents.…  Seguir leyendo »

Hace unos días, el artículo de Puigdemont y Junqueras en este diario puso de nuevo sobre la mesa el tema del diálogo. Poco antes, el presidente saliente del Tribunal Constitucional había invocado el mantra del diálogo para indicar que era la única salida al problema de Cataluña. La impresión era, pues, que el diálogo constituía una exigencia ineludible, reclamada incluso por los independentistas, y que a ella se oponía un único culpable: el Gobierno. Es una historia que ya vivimos con ETA.

“Diálogo” significa intercambio de opiniones entre dos sujetos, si se quiere con el fin de superar una desavenencia. Pero no cabe hablar de diálogo cuando uno de ellos tiene ya adoptada una posición inmutable y la relación con el otro se limita a hacer efectiva su pretensión de imponerla, sin modificación alguna.…  Seguir leyendo »

Todavía quedarán bastantes que recuerden una hermosa melodía que interpretaba, por los lejanísimos años cincuenta del siglo pasado, un grupo vocal norteamericano que por aquí era conocido como Los Platters. La melodía se titulaba El humo ciega tus ojos y me ha venido a la cabeza al evocar una conversación que mantuve hace un cierto tiempo con Carlos Castilla del Pino.

Comentábamos, al finalizar una mesa redonda en la que ambos habíamos participado, hasta qué punto personajes del mundo de la política o de los negocios (el de la farándula y el de la cultura merecerían rancho aparte) a los que no hay forma de embaucar en una mesa de negociación, gentes que han acreditado una notoria capacidad para las más arteras maniobras y que han demostrado ser capaces de elaborar las más imaginativas envolventes, parecen quedarse sin defensas cuando entra en escena la adulación o cualquier otra forma de masajeo del ego, momento en el cual se comportan como unos genuinos incautos, cayendo rendidos ante semejantes caricias de la manera más escandalosa.…  Seguir leyendo »

Cuando, de pequeño, vivía en España (a pesar de ir al colegio en Inglaterra), y más tarde, de joven, cuando trabajaba en España, me asombraba el contraste en la actitud de los españoles y los británicos, que explica en buena medida la crisis del Brexit. En aquellos tiempos, a los pocos minutos de empezar cualquier conversación con un grupo de españoles surgía el «¡España es un desastre!». Esto contrastaba con la actitud en Reino Unido, la de que «lo británico es lo mejor». Allí todo el mundo sabe que la Reina es la mujer más admirada del mundo, que el críquet es el mejor juego y que si no eres bueno jugando al críquet puedes jugar al fútbol (que, por supuesto, nosotros inventamos).…  Seguir leyendo »

La gravísima crisis económica que hemos padecido, tuvo un muy relevante componente financiero, tanto en España, como en otros países. La crisis se ha llevado por delante bastantes cosas, pero entre ellas, las cajas de ahorro. Ahora mismo en España sólo quedan, en sentido estricto, dos cajas de ahorro, las de de Pollença y la de Ontinyent, menos del 1% del sistema financiero. Hace menos de una década, las cajas de ahorro eran casi la mitad del sistema financiero. Todas las entidades que han sido intervenidas eran cajas de ahorro con una excepción, el Banco de Valencia, controlado mayoritariamente por Bancaja, que era una caja.…  Seguir leyendo »

Puede que una de las estadísticas más citadas sobre China sea la cantidad de ciudadanos a los que se ha sacado de la pobreza en los últimos 35 años. Son más de 800 millones: una cifra enorme y una hazaña extraordinaria. De hecho, ningún otro país ha logrado tal nivel de reducción de la pobreza en tan corto período. Pero ¿qué ocurre con los millones de chinos que han quedado atrás?

El gobierno de China se ha comprometido a terminar la tarea, con el objetivo de reducir la pobreza rural a cero para 2020. Las autoridades manifestaron por primera vez el compromiso en las Naciones Unidas en 2015, y lo han reiterado en ocasiones oficiales posteriores.…  Seguir leyendo »

Nada perjudica tanto la imagen de Rusia en Occidente hoy como su ley sobre agentes extranjeros. Aprobada en julio de 2012, la ley obliga a toda organización no comercial (ONC) que se dedique a “actividades políticas” (algo que la ley no define) a registrarse en el Ministerio de Justicia declarando cumplir “funciones de un agente extranjero”. Luego en 2015 se aprobó una ley sobre “organizaciones indeseables” que obliga a todas esas ONC a identificarse públicamente como tales agentes.

La elección de palabras es peculiar y significativa. Al fin y al cabo, ¿qué se entiende por “funciones de un agente extranjero” en sentido coloquial sino servir a los intereses de una potencia extranjera?…  Seguir leyendo »

The nongovernmental organization Save the Children recently released a report documenting almost unbelievable trauma among Syrian children. Hundreds of thousands of these children have known nothing but war, death, dispossession and loss. Syrian enrollment in primary education has dropped from 98 percent before the war to 61.5 percent this year. An entire generation risks being lost, not only in Syria but across the fractured states of the Middle East.

Episodes of forced migration are not new to the Middle East. The 1948 war that created the state of Israel generated one of the longest-lasting and most politically fateful refugee waves, while the 1967 war drove a second wave of Palestinian refugees.…  Seguir leyendo »

The phrase “radical Islamic terrorism” has been the subject of renewed debate in recent weeks. During his first address to Congress last month, President Trump said that his administration “is taking steps to protect our nation from radical Islamic terrorism.” The president’s national security adviser, H.R. McMaster, warned that the expression could alienate allies within the Muslim community, while the deputy assistant to the president, Sebastian Gorka, tweeted that the words “radical Islamic terrorism” are “key to Victory against Global Jihadism.”

Formally, these sessions are the pinnacle of decision-making in the People’s Republic of China and key pillars for the ruling regime’s claim to popular legitimacy.

In practice, a far more powerful conclave, the Chinese Communist Party (CCP) plenum, sets out the political agenda several months in advance. For their part, China’s indirectly elected legislatures rarely challenge positions laid out by the government. Durant dix mille ans, nous avons prospéré en tant qu’espèce grâce à des conditions climatiques favorables et des milieux de vie fertiles et foisonnants de biodiversité. Mais l’industrie s’est dernièrement imposée sur les milieux naturels en occupant l’espace et en perturbant les équilibres de l’écosystème terrestre. Le climat s’est emballé, la biodiversité s’est effondrée, la pollution est omniprésente, et les conditions mêmes de la vie sur Terre commencent à être menacées. Nous ne pouvons plus rester spectateurs. Nos choix menacent aujourd’hui la paix et la sécurité humaines.

Il est encore temps de freiner les conséquences de l’anthropocène, cette ère géologique que l’homme a façonnée et qui menace les conditions d’existence des plus vulnérables d’entre nous et hypothèque les droits des générations à venir.…  Seguir leyendo »

En moins d’une semaine, trois fleuves sacrés se sont vu reconnaître la qualité de personne morale, le premier par le Parlement de Nouvelle-Zélande et les deux autres, dont le Gange, par une cour de justice indienne. Vu d’ici, de telles décisions ont, si ce n’est de quoi faire sourire, du moins de quoi surprendre, tant le sens commun réserve la qualité de personne aux seuls êtres humains. Une meilleure compréhension de la portée d’une telle actualité nécessite de revenir aux fondamentaux du droit.

Tout étudiant en droit apprend dès sa première année que le monde se divise en deux catégories : les personnes et les choses, et que seules les premières disposent de la protection la plus absolue parce qu’elles se trouvent au sommet de la hiérarchie des valeurs protégées.…  Seguir leyendo »
