Theresa May’s failure to secure a stable majority on 8 June has deepened uncertainties around the sort of Brexit she will negotiate.

But - like it or not - 8 June 2017 did not invalidate 23 June 2016. The Conservatives campaigned to deliver Brexit and increased their share of the vote. Labour increased its share by an even larger margin, also with a commitment to follow through on Brexit. Part of the reason so many UKIP voters broke in Labour’s favour was because Jeremy Corbyn neutralized the Brexit question, allowing them to support his anti-austerity platform.

The claim that voters rejected May’s hard Brexit in favour of a soft option grossly over-interprets the vote while continuing to sow confusion about what leaving the EU actually means.…  Seguir leyendo »

Is the GCC Worth Belonging To

Thirty-six years ago, the Gulf Cooperation Council (GCC) was put together at great speed in reaction to the profound regional uncertainty in the aftermath of the Iranian Revolution and the start of the Iran-Iraq War. As a result, many issues of institutional design were left unaddressed, then and since. The current crisis splitting the GCC – with Saudi Arabia, the UAE and Bahrain accusing Qatar of connections to Iran and Islamist groups and cutting off diplomatic ties – is now significantly testing the bloc. On 31 May, Kenya’s president, Uhuru Kenyatta, and his election campaign team descended on Mombasa for the inauguration of Kenya’s Standard Gauge Railway (SGR). The SGR is Kenya’s biggest infrastructure project since independence, and its first new railway since Britain opened East Africa to imperial control with the completion of the 'lunatic line' in 1901.

Kenyatta is in the midst of his campaign to secure a second term as president, and hopes the opening of the railway will substantiate his core message to voters: that he has improved the country’s infrastructure and economy. However, the high cost of the project – at a time of spiralling food prices – has clouded the SGR’s grand unveiling.…  Seguir leyendo »

On 13 May, Vladimir Putin approved a new economic security strategy for Russia, the first since 1996. The revival of this Yeltsin-era tradition was conceived in response to the renewal of Western sanctions; Putin noted that ‘even very recently it seemed such documents were not needed, but judging by what has happened we must think about all threats’.

But the strategy has ended up focusing on wider factors, notably Russia’s persistently sluggish growth since the 2008 global financial crisis, and the ‘exhaustion of the resource export model’. In the process, it has become a critique of Russia’s own political economy.

Significance

The strategy is clearest and most trenchant in its diagnosis of the economic challenges and threats that face Russia.…  Seguir leyendo »

On June 19, the day after a forty-seven-year-old man from Wales, Darren Osborne, drove a van over a group of Muslims near a mosque in Finsbury Park, north London, leaving one person dead and nine injured, I went for a swim in a municipal pool a few miles from where the attack took place. The pool is a popular amenity in my community, and the diversity of those who frequent it—all races, ages, and backgrounds seem somehow represented—reflects the world city that London has become.

Arriving a few minutes before the doors opened, I fell in with four regulars, all of them non-Muslims, just as the conversation turned to the attack.…  Seguir leyendo »

The Real Threat of Artificial Intelligence

What worries you about the coming world of artificial intelligence?

Too often the answer to this question resembles the plot of a sci-fi thriller. People worry that developments in A.I. will bring about the “singularity” — that point in history when A.I. surpasses human intelligence, leading to an unimaginable revolution in human affairs. Or they wonder whether instead of our controlling artificial intelligence, it will control us, turning us, in effect, into cyborgs.

These are interesting issues to contemplate, but they are not pressing. They concern situations that may not arise for hundreds of years, if ever. At the moment, there is no known path from our best A.I.…  Seguir leyendo »

A propósito del homenaje que acaba de rendirle la Universidad de Barcelona, Enrique Badosa ha hecho unas declaraciones a un periódico llamado Ara. Tengo por Badosa un gran aprecio melancólico. Cuando en 1982 entré a trabajar en El Noticiero Universal, diario de la tarde, formaba junto a Julio Manegat y Manuel Vela Jiménez un imponente triplete defensivo. Acechaban ya, y por diversos flancos, la vulgaridad, el adanismo y los justicieros. Los tres escritores pasaban buena parte del tiempo contemplando una pajarita de papel de periódico encerrada en una jaula que tenían sobre un rincón de la gran mesa colectiva.…  Seguir leyendo »

El planeta Tierra y las especies que lo habitamos estamos asistiendo a un creciente número de eventos meteorológicos extremos, en un inequívoco contexto de cambio climático global. En los últimos años los registros vienen mostrando máximos históricos de diversos parámetros globales. Así, por mencionar solo algunos ejemplos muy recientes, el mes de abril de 2017 fue el segundo abril más caluroso en 137 años, de acuerdo con el análisis mensual de las temperaturas globales llevadas a cabo por los científicos de la NASA del Goddar Institute for Space Studies. Corría el rumor en Beirut desde hace ya varios años de que la primera manifestación del orgullo gay en el mundo árabe tendría lugar en esta ciudad. Desde que en 2004 se fundara HELEM, organización pionera en la lucha por la defensa de los derechos LGBT (Lesbianas, Gays, Bisexuales y Transexiuales) en la región, el panorama en la capital libanesa inicio una senda de cambio al que se fueron añadiendo otras organizaciones como AFE (Fundación Árabe para la Libertad e Igualdad) o Proud Lebanon que ha culminado con la celebración de la 1ª semana del orgullo LGBT en Beirut entre el 14 y 21 de mayo, coincidiendo con el Día Internacional de la Lucha contra la Homofobia y la Transfobia.…  Seguir leyendo »

Configurar toda acción política como un relato va imponiéndose al modo de un Santo Grial de la década, sin pararnos a tener en consideración que dar forma a ese relato a veces puede no ser la solución sino parte del problema. La abundancia de matices en la confrontación entre aquella escuela de pensamiento que considera el voto como cálculo de coste-beneficio y la que valora mucho más el peso de la emocionalidad ante las urnas, no confirman ninguna de las dos, con lo que las teorías cognitivas pasan ahora mismo por fase de especulación prolífica y perpleja. Hace más de un lustro las redes sociales hervían por la primavera árabe y los rostros de aquellos jóvenes manifestantes se iluminaban con las pantallas de sus teléfonos móviles. Eran años en que Twitter se veía como un camino hacia la libertad, pero poco después los represores también aprendieron a publicar en 140 caracteres.

Con cierta suspicacia primero y con mucho oportunismo más tarde, los populistas han encontrado en Internet un espacio para difundir sus promesas y captar adeptos. Se valen del increíble altavoz que brinda el mundo virtual y colocan las trampas de su demagogia, en la que quedan atrapados miles de internautas.…  Seguir leyendo »

Si las mociones de censura fueran reales exámenes de conciencia serían un eficaz instrumento para dirigir la mirada a los fondos subterráneos de nuestra conciencia social, moral y política, para enfrentarnos con los impulsos profundos de los que nacen y se alimentan nuestras acciones en el día a día, y de los que raras veces somos conscientes.

¿Por qué valores y por qué temores, por qué ilusiones y por qué tentaciones está impulsada hoy la conciencia moral de los españoles? Si el presente solo se entiende como un pasado aún no concluido y como un futuro ya llegando, será necesario volver la mirada a algunos aspectos de la historia hispánica del último medio siglo, cuyas decisiones fundamentales merecieron elogio generalizado y cuya validez moral y política ciertos grupos e ideologías ponen hoy en cuestión o niegan directamente.…  Seguir leyendo »

(Un año después de las urnas tartamudas)

El lunes se cumple un año de aquellas urnas tartamudas del 26 de junio. Ya está claro que no sirvieron para nada. El tiempo viene dando la razón a quienes denunciamos el acuerdo tácito entre Rajoy y Pablo Iglesias que impidió gobernar al Pacto del Abrazo y forzó la repetición de las elecciones. Como bien ha subrayado Rivera, fue el líder de Podemos quien consolidó al del PP, proporcionándole una oportunidad de rehacerse, siquiera sea débilmente, y cercenando toda posibilidad de que cuajara una alternativa transversal.

Esa pinza o ese "sandwich", como dice el factotum de La Sexta Mauricio Casals en una de las grabaciones que le vinculan a la trama de corrupción de la Operación Lezo, funcionó entonces y sigue funcionando ahora.…  Seguir leyendo »

Atrévanse a aburrirse. Abúrranse como ostras. Dejen que se aburran sus seres queridos. Sé que algunos ya estarán arrugando el bigote, negando gravemente con la cabeza, o farfullando palabras en voz baja. Aburrirse está mal visto, soy consciente. Hay quien llama al aburrimiento «la plaga del siglo XXI». Otros creen que induce a la depresión y, por tanto, al suicidio. Se habla de «aburrimiento crónico». Se inventan aplicaciones para teléfonos inteligentes que detectan cuando nos aburrimos en función del tiempo en que dejamos descansar al aparato y enseguida nos ayudan a remediarlo. Hay expertos trabajando en otro programa para móviles que detectará en qué lugar exacto del planeta nos encontramos y nos propondrá una lista de posibles distracciones que tenemos a menos de un kilómetro.…  Seguir leyendo »
