How quickly the shine comes off. When on 26 October Carles Puigdemont, Catalonia’s separatist president, signalled that he would not call regional elections, thus triggering a unilateral declaration of independence from Spain, his decision took Europe’s collective breath away.

Puigdemont’s tactics had until that moment served to integrate and mobilise public support, and his leadership was credited with bringing to life the nationalist vision of a Catalan state. But within hours of that declaration, Catalonia came under direct rule from Madrid, and Puigdemont fled to Brussels with four of his cabinet ministers, to the astonishment of many in the region – especially those who had expected him to stand up to Madrid and, at the very least, lead a campaign of civil disobedience.…  Seguir leyendo »

Since the dawn of the industrial age, humans have been pumping increasing amounts of carbon dioxide into the atmosphere by burning coal, oil and gas. Researchers at the Mauna Loa Observatory, perched on the side of a volcano on Hawaii’s Big Island, have measured atmospheric levels of this greenhouse gas since 1958. That first year, carbon dioxide averaged 316 parts per million. In May, it reached 410 p.p.m. — an amount never before experienced in the history of our species. This atmospheric carbon dioxide — as well as other heat-trapping gases and other air pollutants emitted by humans — is affecting our planet profoundly.…  Seguir leyendo »

Over the weekend, the crown prince of Saudi Arabia announced the arrests of 11 of his princely cousins, among them some of the kingdom’s most prominent businessmen; he also announced several dramatic changes to top government ministries, including the creation of a powerful new anticorruption committee. Why? Was it a coup? The response to a failed coup? Some kind of purge?

The background to these events is the continuing centralization of power in the hands of the crown prince, Mohammed bin Salman, who is one of King Salman’s sons. Over the past two years he has taken over most of the key economic and security posts and has clearly emerged as the most important operator in the government.…  Seguir leyendo »

Catalonia is right now the only territory in the European Union that has been denied the supreme law its citizens voted for; the parliament that its citizens elected; the president that this parliament elected; and the government that this president appointed in the exercise of his powers. Acting in an arbitrary, undemocratic, and in my view, unlawful manner, the Spanish state decided to dissolve the Catalan parliament in the middle of the legislative term, to dismiss the president and the Catalan government, to intervene in our self-government and the institutions that the Catalans have been building in our nation for centuries.…  Seguir leyendo »

Del procés catalán y los Balcanes

A pesar del ruido sobre Cataluña, hay que seguir refutando las posverdades del procés, con la esperanza de recuperar el seny. Vista la tendencia de sus spin doctors de apropiarse sin rubor de causas ajenas, es además preciso hacerlo por respeto a las ilusiones y dramas de otros pueblos, gratuitamente banalizados. Esta apropiación indebida incluye selectivas comparaciones con Balcanes; en concreto, con la secesión de Eslovenia en 1991, como independencia diferida, y de Kosovo (2008), como independencia unilateral proclamada por un parlamento, como hizo la mayoría secesionista el pasado 27 de octubre.

El atentado de Nueva York, después de las tragedias de Niza, Londres, Berlín, Estocolmo, Barcelona y Marsella, demuestra la persistencia de la amenaza yihadista en el corazón de las grandes metrópolis occidentales y es una nueva modalidad de terrorismo de proximidad cometido contra las democracias por ciudadanos o residentes que juran lealtad al Estado Islámico a través de las redes sociales.

Este último atentado encaja en el giro emprendido por el ISIS desde 2014, con el llamamiento a asesinar infieles por cualquier medio y en cualquier circunstancia. Se eligió Halloween por su valor simbólico y para intentar causar el mayor número de víctimas posible.…  Seguir leyendo »

Apenas quedan ya regiones en España

Reconocimiento de la plurinacionalidad del Estado español: tal parece ser el talismán que abrirá la puerta a un mejor encaje de nuestras mal llamadas naciones sin Estado en la Constitución después de someterla a una profunda reforma. Se trata de una demanda presentada de manera formal en 1998, cuando PNV, CiU y BNG, evocando los pactos de la Triple Alianza de 1923 y el que dio origen a Galeuzca diez años después, firmaron una declaración en Barcelona, recordando que cumplidos 20 años de democracia continuaba sin resolverse “la articulación del Estado español como plurinacional”.

Los firmantes de esta declaración partían del supuesto de que había en España nacionalidades y regiones y que, tras el desarrollo de los Estatutos, las regiones se sentían satisfechas con el grado de autonomía alcanzado durante esos años, pero las nacionalidades, precisamente porque las regiones disfrutaban ya del nivel máximo de competencias, se encontraban ante la terrible amenaza de la “uniformización”.…  Seguir leyendo »

En el año 1904, en su primer viaje a Barcelona después de jurado Rey, un joven Alfonso XIII improvisó la promesa de que en la próxima visita hablaría el catalán, promesa que no cumplió, pero que acredita la percepción que tuvo del malestar que en Cataluña provocaba el menosprecio que los catalanes entendían que se hacía a su lengua.

Años después, en 1922, llega un momento en que el Rey empieza a temer la posible descomposición del sistema de la Restauración y, visto el panorama de los políticos a la sazón ejercientes, decide asirse como un clavo ardiendo a Cambó, al que ofrece el poder, pero condiciona la oferta a que abandone sus aspiraciones catalanistas, ya que el Rey creía que su catalanismo favorable a una autonomía política le crearía una fuerte hostilidad en el resto de España, condición que Cambó rechazó indignado, al considerar que si la hubiese aceptado habría traicionado toda su trayectoria política.…  Seguir leyendo »

¿Quién no conoce el verso de Rudyard Kipling «Oriente es Oriente y Occidente es Occidente y los dos nunca se encontrarán»? Podríamos suponer fácilmente que, al cabo de un siglo, esta incomprensión entre Occidente y Oriente se hubiera superado gracias a los intercambios, los viajes e internet. Pero parece que no ha ocurrido nada de eso, a juzgar por los persistentes errores de juicio de los dirigentes, los analistas y la opinión pública en nuestras relaciones con Asia.

Empecemos por Birmania. En Occidente nos asombramos, aunque no deberíamos hacerlo si estuviéramos informados sobre este pueblo, de que Aung San Suu Kyi, líder de hecho, cubra con su autoridad la expulsión en masa de todos los musulmanes hacia Bangladesh.…  Seguir leyendo »

Sobre el calendario de España han pasado 39 años desde que nuestra Constitución (CE), aprobada por las Cortes en sesiones plenarias del Congreso de los Diputados y del Senado celebradas el 31 de octubre de 1978 y ratificada por el pueblo español en referéndum de 6 de diciembre de 1978, proclamó a la Monarquía parlamentaria como forma política del Estado (artículo 1.3 CE) y a don Juan Carlos I de Borbón Rey de España (artículo 57.1 CE), o sea, un híbrido de rey con atribuciones de presidente de república.…  Seguir leyendo »

Si l’ubérisation de l’économie fait si mal au salariat et apporte du grain à moudre à (l’extrême) gauche, elle l’a aussi privé d’un de ses vieux bijoux de famille : la collectivisation des moyens de production.

Il existe encore de nombreux irréductibles pour rêver au matin du grand soir. Ceux-là même qui pensent que si le capitalisme continue d’accumuler des richesses, le moment de l’expropriation n’en sera que plus joyeux. Mais Uber a définitivement mis un terme à leurs espoirs.

Pour comprendre cela, rappelons-nous qu’il existe deux classes sociales qui restent hermétiques au socialisme : le grand patronat, qui a toujours été d’obédience libérale, et les petits indépendants.…  Seguir leyendo »

Saturday night’s high-profile arrests in Saudi Arabia have sent shock waves through the global political Richter scale. The arrests, including that of such well-known figures as my former boss Prince Alwaleed bin Talal, came within hours of changes in the leadership of a number of important ministries, as well as to the leadership and structure of the much-respected Saudi national guard.

Saudi royals view themselves as The Party, sharing power and ruling by consent, in an arrangement that is largely opaque. What is absolutely clear after Saturday’s “Night of the Long Knives” is that Crown Prince Muhammad bin Salman is upending this arrangement and centralizing all power within his position as crown prince.…  Seguir leyendo »

Le président Trump effectue cette semaine son premier voyage en Asie. La situation dans la péninsule coréenne sera au centre des discussions. Il serait absurde et dangereux de faire passer Kim Jong-un pour un tyran psychopathe et belliqueux.

La longue histoire du Pays du Matin calme fut très agitée. Comme un bras tendu entre la Chine continentale et le Japon insulaire, la péninsule fut un lieu de passage et d’invasion. Sa situation géopolitique détermina son histoire, globalement douloureuse. Le pays fut rarement unifié et indépendant. Il vécut sous les influences mandchoue, mongole, chinoise et japonaise. On Friday, Egyptians were startled to hear an announcement from a hitherto unknown terrorist group calling itself “Ansar al-Islam.” The group proudly claimed responsibility for a devastating attack on security forces that took place two weeks ago in the desert west of Cairo. Sixteen policemen were killed.

Although little was known about the group that committed the attack or the actual number of Egyptian lives lost, one detail was clear. The Egyptian government had suffered an embarrassing defeat.

The attack was followed by an equally unprecedented reshuffle at the top of the security forces. Last weekend came the sacking of Mahmoud Hegazy, the armed forces chief of staff.…  Seguir leyendo »

Sarah Huckabee Sanders, the White House press secretary, insists that indictments against Paul Manafort and Richard Gates have “nothing to do with the president’s campaign or campaign activity.” Administration officials dismiss the alleged criminal activity by Mr. Manafort, formerly President Trump’s campaign chairman, as being merely about money-laundering and Ukraine — but not Russia, the focus of the investigation by Robert S. Mueller III, the special counsel.

But Mr. Manafort’s work in Ukraine, which began in 2006, has always in a real sense been about Russia — and may also have been about the campaign.
