Solo he visto a Ratko Mladic en la televisión y el ordenador, pero conozco bien su legado en Bosnia oriental. Viví un par de años a principios de esta década en la municipalidad de Foca, en el Alto Valle del río Drina, fronterizo entre Bosnia, Montenegro y Serbia. Mladic nació por allí, en Kalinovik, un pueblucho apartado en las altiplanicies de Treskavica. Es una región de montes, cañones y nieblas, muy aislada, sobre todo en invierno. Más allá de su magnífica naturaleza salvaje, el Valle del Drina es conocido porque durante la guerra de Bosnia (1992-95), cuando casi todas las cámaras miraban al sitiado Sarajevo, en poblaciones como Gorazde, Visegrad, Srebrenica o la propia Foca se llevó a cabo gran parte de la limpieza étnica de bosnios musulmanes y otros crímenes dantescos.…  Seguir leyendo »

La historia del euro es la de un gran proyecto de éxito aunque inacabado. De los 15 años transcurridos desde su puesta en circulación, una tercera parte han sido turbulentos y difíciles. Crisis económica y financiera, riesgo de desintegración, países más fuera que dentro, tensiones norte-sur… Pero la moneda común ha sobrevivido, con sus 19 Estados y los casi 350 millones de ciudadanos que la utilizan a diario y que de ninguna manera están dispuestos a renunciar a ella.

Una década después de la peor recesión de la historia moderna en Europa, estamos obligados a plantearnos si el euro ha sido parte del problema o de la solución.…  Seguir leyendo »

Poli bueno, poli malo

Algo me he perdido en el tiempo en que fui responsable de una comunidad autónoma o durante el periodo en el que dejé esa responsabilidad, porque no recuerdo que los ciudadanos pidieran, ni antes ni ahora, una reforma de la Constitución para hacerla federalizante ni para nada. Microsoft, empresa estadounidense, no reconoce la palabra federalizante. EE UU es un país claramente federal y, tal vez, esa sea la razón del desconocimiento, porque se es federal o se es centralista, pero no se conoce ningún Estado federalizante, de igual manera que o se está embarazada o no, pero no se conocen casos de mujeres embarazantes.…  Seguir leyendo »

De bien nacido es ser agradecido. Así enseñaban y predicaban con el ejemplo nuestros mayores. «Es absurdo. Porque allá en la caverna, un hombre en la prehistoria matase un animal peligroso para la tribu es absurdo que muchísimos años después alguien fuera rey por el solo hecho de ser descendiente de descendientes de aquel primer rey». El chaval, debía de tener trece años, miró casi con altanería al profesor. Este, veterano docente, dejó pasar casi un minuto antes de decir algo al engreído alumno: «Bien. Has señalado, en un estilo algo exagerado, el elemento hereditario en la monarquía. Pero te quedan otros, como su carácter simbólico, su utilidad...…  Seguir leyendo »

El catalanismo como movimiento político independentista surge en España en la segunda mitad del siglo XIX, y lo hace en buena medida como reacción segregadora de la población nativa catalana respecto a la población procedente de otras partes de España -murcianos, andaluces, extremeños, etc.- que llegó a Cataluña durante ese período atraída por su prosperidad industrial. Una industria que se desarrolló, precisamente, bajo el marco jurídico político de la legislación española -el famoso proteccionismo arancelario en favor de la industria textil catalana, tan admirablemente estudiado por Jesús Laínz en su último libro El privilegio catalán, Ed. Encuentro 2017-, y que en ningún momento supuso un menoscabo para la población nativa en cuanto que, como catalanes, jamás sus derechos se vieron mermados, socavados o disminuidos (la idea de una de "Cataluña oprimida" es completamente fantástica en este sentido).…  Seguir leyendo »

Hace unos días, el presidente del Gobierno aseguró que no sabe por qué la corporación municipal le cambió el nombre a la calle de Pontevedra donde en su tiempo vivió. Desde el año 2002 adoptó el nombre de la poeta gallega Rosalía de Castro, sustituyendo al del almirante franquista Salvador Moreno. Sin embargo, el ínclito presidente ha afirmado que él sigue refiriéndose a esa calle con el nombre del militar rebelde a la república.

Una obviedad: en un Estado de derecho, concepto este del que muchos se llenan la boca con más retórica que lealtad institucional, las leyes están para cumplirlas.…  Seguir leyendo »

Hace quince años, publiqué El malestar en la globalización, un libro que trata de explicar por qué había tanto descontento con la globalización dentro de los países en desarrollo. Sencillamente, muchos creían que el sistema estaba “amañado” en su contra, y se singularizaron los acuerdos globales de comercio por ser particularmente injustos.

Ahora el malestar con la globalización ha estimulado una ola de populismo en Estados Unidos y otras economías avanzadas, liderada por políticos que afirman que el sistema es injusto para sus países. En Estados Unidos, el presidente Donald Trump insiste en que los negociadores comerciales de Estados Unidos fueron engañados por aquellos de México y China.…  Seguir leyendo »

President Donald J. Trump on 6 December 2017 declared U.S. recognition of Jerusalem as Israel’s capital, breaking decades of precedent even while saying the U.S. was not “taking a position of any final status issues”.

Has President Trump endorsed Israel’s position on the status of Jerusalem?

Not precisely, although many are understanding it that way. In policy terms, a central question is what President Trump recognised as Israel’s capital. Was it West Jerusalem, thereby leaving open the possibility that East Jerusalem would be the capital of a future state of Palestine? Was it present-day municipal Jerusalem within its unilaterally expanded borders, thereby essentially pre-empting the final status of the city? Or was it some third variant? His statement was not clear.

On the one hand, Trump specifically cited the Jerusalem Embassy Act as the basis of his decision, which refers to the “undivided” Jerusalem that Israel considers to be under its sovereignty.…  Seguir leyendo »

When she unlocked the door, it took her a moment to notice that her computer was gone. An external hard-drive had been taken, too. There was sensitive information on both of the stolen devices about a pending lawsuit against the Central Intelligence Agency, and a former, once-powerful Salvadoran colonel with ties to the US. Desde que existe la comunicación de masas ha habido desinformación y propaganda. Lo que ha cambiado es su velocidad y escala. Las plataformas de redes sociales han intensificado la difusión de las seudociencias y las teorías conspirativas, amenazando las instituciones democráticas de nuevas y aterradoras maneras. Basta solamente con escribir “Rusia” y “Trump” en Google para ver el impacto de las llamadas noticias falsas sobre la democracia. Pero puede que la mejor manera de luchar contra la desinformación sea seguir el ejemplo de Ucrania, país que ha enfrentado su propia lluvia de engaños financiados por Rusia.

En todo el mundo, la gente que cree que los hechos siguen importando está contraatacando.…  Seguir leyendo »

En déclarant Jérusalem capitale d’Israël, Donald Trump s’engage dans une voie diplomatique hasardeuse et rompt avec les politiques de ses prédécesseurs. Voté par le Congrès en 1995 en dépit de la vive opposition du président Clinton, le transfert de l’ambassade américaine à Jérusalem a, en effet, jusqu’ici toujours été reporté.

Si cette annonce suscite tant de réactions et de craintes internationales et notamment palestiniennes, arabes et musulmanes, c’est qu’elle touche à la dernière ligne rouge pour les Palestiniens, et conforte les politiques de colonisation de l’ensemble de la ville de Jérusalem. Faisant suite à sa promesse de campagne, Donald Trump a reconnu officiellement Jérusalem comme la capitale de l’Etat d’Israël et annoncé que l’ambassade américaine, installée jusque-là à Tel-Aviv, y serait transférée dans les meilleurs délais, sans toutefois indiquer de date précise. Cette déclaration entérine une loi votée par le Congrès le 23 octobre 1995.

Depuis, les médias se font l’écho des réactions des pays arabes, musulmans, des représentants palestiniens, tant ceux de l’Autorité palestinienne que du Hamas, ainsi que de la communauté internationale. La colère, la stupéfaction, le désespoir, l’incompréhension, le mécontentement, sont relevés dans toutes les capitales, ainsi qu’à l’ONU, où le secrétaire général, le Portugais Antonio Guterres, a exprimé son vif désaccord.…  Seguir leyendo »

After years of ignoring the sale of human beings in Libya, leaders from Europe and Africa have been making a grand show of shock and indignation.

After CNN released a report about migrants being sold into slavery while attempting to cross the Mediterranean, French President Emmanuel Macron rushed to denounce the Libyan government. French Foreign Minister Jean-Yves Le Drian threatened Tripoli with sanctions if the country did not move quickly to investigate the abuses. Nigerian leader Muhammadu Buhari said it was appalling that “some Nigerians [in the footage] were being sold like goats for a few dollars”.

As many observers have noted, however, slavery existed in Libya long before the CNN report.…  Seguir leyendo »

Ukraine’s complex political intrigues can be hard to figure out. But this week we’ve arrived at a rare moment of clarity.

The most important domestic issue in our country is corruption. And for the first time in our modern history, we have the people and the institutions in place to fight it.

But at the very moment when anti-corruption officials have really started to tackle the problem, Ukrainian President Petro Poroshenko is moving to undermine them. His followers in parliament have dismissed the head of a crucial anti-corruption committee, and now they’re preparing to neutralize the National Anti-Corruption Bureau of Ukraine (NABU), its only independent anti-graft body, which has made a name for itself with aggressive prosecutions of high-ranking politicians.…  Seguir leyendo »

Il y a plus de douze ans, deux pays étaient pointés du doigt. Responsables de l’échec du « traité établissant une Constitution pour l’Europe », la majorité des électeurs français et néerlandais avait mis fin à un projet qui, déjà à cette époque, devait relancer l’intégration européenne. Objet de nombreuses critiques, celle-ci subissait encore les contrecoups d’une avalanche de trois traités qui, de celui de Maastricht en 1992 à celui de Nice en 2000, avaient montré les limites d’une démarche que les initiés connaissent mieux sous le terme de « méthode intergouvernementale ». Conscients de la nécessité d’offrir des perspectives plus citoyennes à une Europe en mal de légitimité politique, les Chefs d’Etat et de gouvernement s’en remettaient alors à la « méthode conventionnelle » qui avait fait ses preuves lors de l’adoption de « la Charte des Droits fondamentaux » en décembre 2000.…  Seguir leyendo »

This week Time magazine announced that its person of the year is actually a group of people: “the Silence Breakers” who have courageously outed the alleged sexual predation of powerful men like Harvey Weinstein and Roger Ailes. This is a sign of real progress. The hope is that this continuing national reckoning will lead to a culture in which women are able to flourish without shame or fear.

But if the cases of high-profile men in politics, media and Hollywood are the cases at which the conversation stops, we will have missed a major opportunity to examine what the very worst sexual abuse looks like — and what we might do to stop it.…  Seguir leyendo »

Le grand public soutient la recherche sur les animaux à condition qu’elle apporte des avancées réelles pour la santé humaine. Mais il est clair que la majorité des citoyens, n’ayant pas de formation scientifique, fait confiance aux chercheurs quand ils affirment que l’expérimentation animale demeure incontournable. Cependant, la société du XXIe siècle mérite une plus grande transparence, la recherche biomédicale publique étant largement subventionnée par les contribuables.

L’utilisation de modèles animaux constitue le paradigme actuel de la recherche biomédicale. Il est donc évident que si la quasi-totalité des chercheurs (y compris les lauréats du prix Nobel) se focalisent sur des animaux plutôt que sur les données humaines, les avancées biomédicales seront attribuées aux expériences sur des animaux, même si la découverte aurait pu se faire sur du matériel humain (exemples : l’ADN humain, la radiographie, le cathétérisme cardiaque).…  Seguir leyendo »

President Trump announced on Wednesday that his administration is making a radical break with nearly 70 years of official United States policy and with the international community: He is recognizing Jerusalem as Israel’s capital.

This decision will be interpreted by Palestinians, Arabs and the rest of the world as a major provocation. It will cause irreparable harm to Mr. Trump’s own plans to make peace in the Middle East, and to any future administration’s efforts, as well. It will also undermine the United States’ own national security. The president should reconsider this decision immediately.

Since Israel was established in 1948, the United Nations and the United States, like most countries, have refused to recognize any country’s sovereignty over Jerusalem, a city holy to Muslims, Jews and Christians.…  Seguir leyendo »

As former Prime Minister Tony Abbott stood in Parliament this week complaining that the bill legalizing same-sex marriage in Australia was somehow being rushed, it represented a moment of profound political defeat for him.

Mr. Abbott has been the most vocal and high-profile opponent of same-sex marriage in the country. In his tenure as prime minister, he tried everything to delay the inevitable, including denying Parliament a vote on the matter before insisting that the public give its opinion on it.

Prime Minister Malcolm Turnbull inherited Mr. Abbott’s plan: a voluntary, nonbinding opinion survey, conducted through the mail. Last month, the survey result revealed what every poll has been screaming for years: a strong public preference in favor of same-sex marriage that hangs around 60 percent.…  Seguir leyendo »

While President Trump has followed in few of his predecessors’ footsteps, his administration has done the expected in at least one respect: It has undertaken a Middle East peace initiative in its first year. Most recent administrations have done the same, and all have failed. Will Mr. Trump do any better?

The specifics of the initiative are still being hammered out, but some elements are clear. Most administrations start with modest proposals to build trust between the parties and then, when these efforts have bred mutual suspicion and disappointment, they propose a framework for an agreement just as the process moves toward collapse.…  Seguir leyendo »
