Since Donald Trump took office, Russia has come to hold a unique position in US internal and foreign affairs. It is not simply another ‘rogue state’ in the international arena, but has become a hot-button domestic issue, with ongoing investigations into alleged collusion with the Kremlin.

Trump's personal deference to Vladimir Putin does not reflect the broader picture of tense US–Russia relations. The political and military establishment in Washington sees Russia as a threat, as outlined in the recently published National Security Strategy (NSS) and National Defence Strategy (NDS).

The NSS calls Russia a ‘revisionist power’ while the NDS proclaims the US is in ‘strategic competition’ with the Kremlin.…  Seguir leyendo »

Civic protests look set to become the theme of this year in a number of Middle Eastern and North African states.

The year began with the Iranian protests in full swing. Then, for the first two weeks of January, thousands of people took part in sporadic protests across a number of Tunisian towns and cities against the apparent indifference of the government towards the impact of austerity. Its citizens have borne the brunt of IMF-backed economic reforms as the country struggles to regain economic balance seven years after the Arab Spring.

The protests continue this week in the southern Tunisian town of Metlaoui over jobs – or rather the lack of them – in the region’s phosphate mines, a main source of work and income.…  Seguir leyendo »

Harassment of rival presidential candidates is all too predictable, but the arrest of Sami Anan is striking because it is unusual for the head of Egypt’s military-dominated regime to face a challenger with a senior military background. Usually the only challengers to incumbent presidents have been leftists and liberals, from Ayman Nour to Hamadeen Sabahi, who have been easier for the military to undermine. But Sisi has faced two.

The previous time I lived in Berlin, in 2000, China had recently bought a building by the Spree River to use for a sprawling new embassy, and the staff would bully the clients of a women-only gym that had a lease on the top floor with verbal insults and by making them undergo intimidating security checks.

The bizarre practice was aimed, apparently, at forcing out the gym and securing use of the entire building for China. It worked. Today, the silver and mirror-clad embassy sparkles by the spinach-colored waters of the Spree, satellite dishes and antennas poking out on top.

I’m back in Berlin, having spent the intervening years reporting in Beijing as China vaulted from sixth place to second in global economic strength, pushing down Germany from third to fourth.…  Seguir leyendo »

Last week, a group of Russian aviation students unleashed a firestorm when a decidedly homoerotic video of them dancing to the 2002 electro hit “Satisfaction” found its way onto YouTube. What has happened since has been unexpectedly revealing — so to speak — of the real Russia, the one that exists beyond the conservative anti-Western facade put up by the Kremlin.

The original Benny Benassi video to accompany “Satisfaction” shows models slick with sweat, using power tools while licking their lips — a campy dig at the objectification of the female body for marketing purposes. The Russian students aren’t the first to be inspired to make their own version: In 2013, for instance, British military personnel made a parody in which they, too, wore almost nothing and danced erotically while cleaning their living quarters.…  Seguir leyendo »

La pronunció Gabriel Cisneros, ponente constitucional, con motivo del 20º aniversario de la Carta Magna, en diciembre de 1998. Encierra una clave política esencial para España, que, sin embargo, el constitucionalismo activado políticamente a raíz del golpe secesionista en Cataluña no ha situado en el centro de su propuesta electoral.

El secesionismo es anticonstitucional por muchas razones, pero sobre todo porque entiende que una mayoría circunstancialmente dominante puede alterar radicalmente y unilateralmente el marco jurídico dentro del cual esa mayoría se produce: quien gana dicta las reglas de la siguiente partida.…  Seguir leyendo »

El verdadero consenso

Las pasadas elecciones autonómicas catalanas no deben valorarse únicamente por unos resultados que configuran dos bloques, los separatistas (o independentistas) y los constitucionalistas (o unionistas), en los que los primeros, sin mayoría de votos, pero con mayoría de escaños, decidirán probablemente cuál es el futuro presidente de la Generalitat. Otro factor debe también ser convenientemente valorado: la fuerza política ganadora, en votos y en escaños, es Ciudadanos, un partido unionista y desacomplejadamente no nacionalista.

Este resultado ha alarmado a los sectores nacionalistas, incluso a los más moderados, que siempre habían pensado que jamás ganaría un partido de tal naturaleza. ¿Por qué esta alarma si el constitucionalismo no ha obtenido votos suficientes para gobernar?…  Seguir leyendo »

Había pasado los 103 años y Nicanor Parra ya tenía que morir. La noticia fue devastadora porque ya nos habíamos habituado a la idea de su inmortalidad. El consenso ante su obra ha sido cada vez más rotundo y hasta hace apenas unas horas era uno de los más grandes poetas vivos de nuestro tiempo.

Su máxima creación: la antipoesía. Con ella, Parra fue capaz de interpretar algo inexpresado de la existencia y del mundo, que acercó profundamente la poesía a la vida y cuya consecuencia final es tan desestabilizadora, tan contraria, que hace de él la mayor figura crítica que ha producido la poesía escrita en castellano.…  Seguir leyendo »

Según la teoría de la «pendiente resbaladiza» desarrollada por el profesor de UCLA Eugene Volock en Mechanisms of the Slippery Slope, cuando en una legislación se da el primer paso, inevitablemente se llegará hasta el último. En el caso de la eutanasia, consistirá en la posibilidad de disponer de forma absoluta de la vida de otro. Y es verdad que funciona. En el paradigmático caso holandés se inició la pendiente resbaladiza con una sentencia absolutoria en 1973, la despenalización en 1984, la regulación en 1993, y la liberalización en 2000. Como colofón, se permite la eutanasia de menores, incluso sin consentimiento paterno a partir de los 16 años por motivos como el sufrimiento psicológico, pérdida de autonomía, y escasa calidad de vida.…  Seguir leyendo »

Cuando escribo estas líneas, aún puede oírse, a lo ancho de toda España, el indignado clamor por el asesinato en Bilbao la semana pasada de un matrimonio de octogenarios, a los que tres adolescentes, dos de ellos de 14 años y el otro de 16, apalearon hasta quitarles la vida. Del suceso, durante dos días David López Frías ha hecho en EL ESPAÑOL un relato tan riguroso como escalofriante.

Los líderes israelíes y árabes se han pasado años advirtiendo sobre el ascenso de un imperio chiita liderado por los iraníes que se extendería por gran parte de Oriente Medio. Ahora que Irán está conectado al Mediterráneo a través de un corredor terrestre que atraviesa Irak, Siria y el Líbano, muchos hablan de una reivindicación. Pero el miedo de Irán como un poder hegemónico regional es sumamente exagerado.

No se puede negar que Oriente Medio está plagado de conflictos localizados, muchas veces alimentados por rivalidades entre caudillos. Pero ningún actor regional está interesado en una conflagración de trascendencia. Un sistema como ese tenía ventajas evidentes: no había ninguna ambigüedad sobre dónde estaba la autoridad, no se perdía tiempo en debates legislativos, no había necesidad de improvisar coaliciones para que las cosas se hicieran. La victoria de Cyril Ramaphosa en la contienda de diciembre para liderar el Congreso Nacional Africano (CNA), el partido gobernante de Sudáfrica, fue un repudio contundente al presidente Jacob Zuma. Ahora, casi con certeza, Ramaphosa será electo presidente de Sudáfrica en 2019 -si no antes-. Ha prometido estimular la moribunda economía del país e implementar una agenda anticorrupción de amplio alcance.

La cuestión clave, sin embargo, es cuánto impacto tendrá el cambio en la cima en la turbulenta democracia de Sudáfrica.

Es poco probable que Ramaphosa pueda hacer milagros. Primero, enfrenta el desafío de reformar su propio partido. La identidad del CNA como el partido que liberó a Sudáfrica del flagelo del apartheid en 1994 le ha permitido ganar cada elección desde entonces.…  Seguir leyendo »

The rise of virtual currencies is pushing governments around the world to come up with new rules. Some countries have banned bitcoin and other cryptocurrencies outright. Others, including Venezuela and Russia, reportedly are looking to create state-sponsored cryptocurrencies as a way to get around economic sanctions.

In December, authoritarian Belarus apparently became one of the world’s most favorable countries for cryptocurrencies, thanks to a decree legalizing cryptocurrency transactions. It’s an unusual modernization experiment in authoritarian Belarus, as the decree leaves these payment systems almost entirely outside the Belarus state regulatory system.

Here are three things to know about Belarus’s cryptocurrency law:

This past week, China held its second ministerial meeting with the Community of Latin American and Caribbean States (CELAC) in Santiago, Chile. There China announced plans to have the Belt and Road Initiative (BRI), its flagship economic and development program, invest in Latin America. During the past decade, Chinese policy banks, charged by the government to finance infrastructure and trade, have provided more than $140 billion in loan commitments to Latin America. To those who don’t reside here, Canada can seem like somewhat of an enigma. In a world where intolerance and hate seem to be spreading and are endorsed by those in power, Canada has served as the Western world’s city upon a hill. Seemingly immune to the forces of right-wing populism, the country boasts about its welcoming of Syrian refugees, and is led by a handsome prime minister, Justin Trudeau, who has openly called himself a feminist. When Donald Trump was elected, Americans flocked to Canada’s immigration website, causing it to crash within a few hours. News that Venezuela will hold a presidential election by the end of April dismayed democracy activists in the country. You might have good reason to find that sentence paradoxical. But if you do, you don’t understand Venezuela.

Why? Because the announcement was unilateral: my way or the highway. As such, it put a brutal end to a careful diplomatic dance that many people had hoped would yield an election they could believe in.

Voters in the Czech Republic are preparing for their most important election since 1989. On Jan. 26, they will begin heading to the polls to pick their next president. The winner of the first round of the two-stage election earlier this month was the incumbent Milos Zeman, who is facing a strong runoff challenge from Jiri Drahos, a pro-western centrist and the former head of the Academy of Sciences. As of now, the race is considered too close to call.
