Tensiones iliberales y regeneración democrática en España

Aunque la manifestación celebrada en Madrid hace unos días haya sido caricaturizada por el Gobierno y los medios que le son afines como una suerte de aquelarre ultraderechista, la protesta ha servido para alertar de nuevo acerca del deterioro que vienen experimentando nuestras instituciones democráticas desde que Pedro Sánchez fraguase la alianza política que le permitió alcanzar el poder -tenía 85 diputados- con la moción de censura del año 2018. Por supuesto, para el oficialismo no hay deterioro alguno: la hipótesis propagada por los enemigos del Gobierno sería la pataleta de quienes no soportan el éxito del «bloque de poder» consolidado por un líder socialista a quien sus colegas europeos no dejan de aplaudir.…  Seguir leyendo »

Faltan dos meses para que comience en Cádiz el IX Congreso de la Lengua Española organizado por la Real Academia Española (RAE) y la Asociación de Academias de la Lengua Española (Asale), junto con el Instituto Cervantes. La cita de Cádiz puede servir para promover el español, para potenciarlo como vehículo de una cultura y para lograr mejoras estratégicas en el posicionamiento mundial de una de nuestras lenguas. Un congreso no puede decidir cómo van a hablar los hispanohablantes; son ellos quienes deciden si abrazan o desprecian una palabra novedosa, un nuevo uso en la pronunciación o una expresión innovadora. Pero hay una parte de cómo y dónde se usa la lengua que sí responde a lo que se decide gubernamentalmente sobre ella: eso es la planificación lingüística, algo crucial para un congreso como este.…  Seguir leyendo »

España emerge como principal Estado pivote de Europa

La firma del tratado entre Francia y España ha suscitado comparaciones con el Tratado del Elíseo, el documento fundacional del eje franco-alemán en Europa que estos días celebra su 60º aniversario. El vasto alcance del nuevo tratado hace fácil ver el paralelismo. No sólo abarca el futuro gasoducto submarino de hidrógeno entre la costa catalana y Marsella, sino también un abanico mucho más amplio de temas. La amistad entre los dos países es hoy más estrecha de lo que ha sido en mucho tiempo. Ha surgido un nuevo eje franco-español.

Pero el Tratado del Elíseo fue el producto de una Europa muy diferente.…  Seguir leyendo »

¿Qué es un buen trabajo?

Una alumna me preguntaba no hace mucho qué podía sacar en claro de un curso de antropología y ética durante un máster. Le dije lo que suelo repetir en clase: distinguir entre fines y medios; poner los medios al servicio de los fines; y pensar sobre los fines de modo específico, poniendo orden entre ellos. Se hizo un silencio. «Pero si pienso así, quizá concluya que en realidad no quiero hacer consultoría, como todo el mundo me dice». Recordó entonces la cita de Sócrates que habíamos comentado en el aula: «Una vida sin examen no merece ser vivida»; y otra de Stuart Mill: «Es mejor ser un Sócrates insatisfecho que un cerdo satisfecho».…  Seguir leyendo »

Opacité, insécurité, volatilité: après l’effondrement du cours des cryptos et l’escroquerie FTX, il est de bon ton aujourd’hui de pointer du doigt le Web 3.0 comme un espace de spéculation sans frein, vitrine des pires travers de la finance. Si la critique est légitime et la régulation, plus que jamais nécessaire, s’en contenter revient à passer à côté des tendances qui s’affirment à la faveur du développement de ce nouvel écosystème.

Car si engouement il y a pour les nouvelles classes d’actifs digitaux, c’est qu’à la vérité, la philosophie de l’investissement et de ses principaux acteurs est en crise. Nous sortons d’une décennie d’expansionnisme monétaire où le sens même de l’investissement, pour les investisseurs – LPs – comme pour les gestionnaires – GPs –, s’est globalement appauvri.…  Seguir leyendo »

Grippe, bronchiolite, Covid-19… Dès qu’une épidémie apparaît, de nombreux patients sont confrontés à des pénuries de médicaments. Ce phénomène n’est pas nouveau : en Europe, les pénuries de médicaments ont été multipliées par 20 en 20 ans. Face à la Chine et aux États-Unis, seule une politique industrielle ambitieuse, incitative et compétitive permettra à notre continent de redevenir attractif.

Un double problème : structurel et conjoncturel. Les pénuries des médicaments ne datent pas de la crise Covid. Celle-ci n’a fait qu’amplifier un phénomène déjà bien connu des professionnels de santé. D’où viennent ces pénuries, qui affectent notre continent ?

En el video se ve a dos hombres descalzos, encadenados de las manos y con el gesto desencajado. Uno de ellos habla hacia la cámara y dice: “Nosotros somos parte del equipo de Escenario Calentano, estamos aquí pagando consecuencias de las publicaciones que se realizaban en contra de estas personas”. Tres personas ligadas a ese sitio periodístico fueron secuestradas en diciembre por miembros del cártel La Familia Michoacana en Guerrero, México. A dos las liberaron el 12 de enero.

El 5 de enero, en el operativo militar para capturar al supuesto narcotraficante Ovidio Guzmán, en Culiacán, Sinaloa, cuatro automóviles de periodistas fueron robados, uno fue quemado, y a varios los amenazaron con armas de fuego.…  Seguir leyendo »

India’s Ministry of Electronics and Information Technology filed a draft amendment last week to a recent media law that could have sweeping consequences for free expression in the world’s largest democracy. According to the proposed language, any information marked as “fake” by the fact-checking division of India’s Press Information Bureau will need to be taken down by “online intermediaries”, a category that would include social media companies.

This latest move potentially casts a pall over journalism in the country. Two industry associations — the Editors Guild of India and Digipub, a group of news sites in India — have published strong statements arguing that the amendment could give arbitrary and discretionary power to the Indian government.…  Seguir leyendo »

Kennan’s Warning on Ukraine

George Kennan, the remarkable U.S. diplomat and probing observer of international relations, is famous for forecasting the collapse of the Soviet Union. Less well known is his warning in 1948 that no Russian government would ever accept Ukrainian independence. Foreseeing a deadlocked struggle between Moscow and Kyiv, Kennan made detailed suggestions at the time about how Washington should deal with a conflict that pitted an independent Ukraine against Russia. He returned to this subject half a century later. Kennan, then in his 90s, cautioned that the eastward expansion of NATO would doom democracy in Russia and ignite another Cold War.

Kennan probably knew Russia more intimately than anyone who ever served in the U.S.…  Seguir leyendo »

Today, due largely to the mounting dangers of Russia’s reckless invasion of Ukraine, the Bulletin of the Atomic Scientists’ Science and Security Board moved the hands of the Doomsday Clock closer to midnight than they’ve ever been. It marks the first change in three years to the Clock’s time; it now stands at 90 seconds to midnight.

Never in the Doomsday Clock’s 76-year history have we been so close to global catastrophe.

Founded by Albert Einstein and University of Chicago scientists who developed the first atomic weapons, the Clock is a universally recognized indicator of the world’s profound vulnerability to nuclear weapons, climate change and disruptive technologies.…  Seguir leyendo »

Asia is hurtling toward a tectonic power shift headlined by ever more rapid changes in population growth. The West, especially the United States, better be prepared.

A dramatic demographic shift is underway after China’s population shrank in 2022 for the first time in six decades. Meanwhile, India, with its continued population growth, is projected to surpass China as the world’s most populous country by UN estimates as soon as April.

The latest statistics show that China is increasingly coming face-to-face with its one-child policy, which officially ended in 2016 after more than three decades. The policy introduced a number of challenges; perhaps the most paramount is the 4-2-1 problem, where one working individual, by virtue of being an only child, ends up having to support four grandparents and two parents — a huge drain on the working population.…  Seguir leyendo »

If the German chancellor, Olaf Scholz, chose to upgrade Germany’s military assistance to Ukraine this week, it was only as a result of the extreme amount of pressure that had been building up in recent days.

Russia’s full-scale invasion of Ukraine has thrust upon Germany the necessity of some serious self-analysis. It has shattered many certainties, including even that most iron-clad tenet of postwar German history, which maintained that no conflict could ever be resolved militarily. Germany’s famous creed “Wandel durch Handel”, change through trade, was directly derived from this thinking that had permeated virtually every part of its society.

Keep this in mind when remembering that Germany maintained its lonely support for the highly controversial Nord Stream 2 pipeline project until days before the beginning of Russia’s invasion, casting aside repeated criticisms from eastern Europe, the US and many western European countries even as Moscow was already massing its troops on Ukraine’s borders in preparation for war.…  Seguir leyendo »

Christopher S Chivvis: ‘How does this end?’

These tanks aren’t going to help end the war any time soon. Hopefully, they are intended to build up Kyiv’s negotiating position and this might encourage the Kremlin to rethink its extreme war aims, thus moving this war toward a negotiated endgame. But the Ukrainians are likely to see the decision as a western endorsement of their aim of beating Russia definitively on the battlefield. This works against diplomacy and tends to draw the war out.

The tanks are not a gamechanger. Together, the three kinds of tanks – Challenger, Leopard, and Abrams – will give Ukraine more offensive firepower and help them break through Russia’s fortified positions.…  Seguir leyendo »

Prime Minister Rishi Sunak of Britain finds himself in an abyss of public disapproval. Few politicians have done less to get there. His unpopularity (his Tory Party now lags the Labour opposition by 21 points) is mostly a result of things that happened before he arrived in office. There was the budgetary incompetence of his short-lived predecessor Liz Truss. There was the untrustworthiness of Boris Johnson, who led Britain out of the European Union after the so-called Brexit referendum.

Now a detail of Brexit that was mismanaged years ago has landed Mr. Sunak in a serious predicament. It stems from the fact that Ireland remains part of the European Union but Northern Ireland no longer is — and yet the two parts of the island are bound by trade and a 25-year-old peace treaty that helped defuse a terrorist conflict between Protestant unionists and Catholics.…  Seguir leyendo »
