There has hardly been a war, crisis, or peace process involving Israel and an adversary that has not involved a UN response of some kind. Despite the UN’s many shortcomings, the assumption that any situation would be far worse without its involvement has generally been an accepted principle. The war that began with Hamas’s brutal attack on October 7 has challenged this assumption like never before, particularly for Israel. Despite years of working with the main UN agency that provides aid and services to Palestinian refugees, known as UNRWA, Israel is now seeking to dismantle it.

Prime Minister Benjamin Netanyahu’s return to power in Israel with a narrow, extreme right-wing coalition has shattered even the illusion of a two-state solution. Members of his new government have not been shy about stating their views on what Israel is and what it should be in all the territories it controls: a Greater Israel defined not just as a Jewish state but one in which the law enshrines Jewish supremacy over all Palestinians who remain there. As a result, it is no longer possible to avoid confronting a one-state reality.

In December 2019 the Office of the Prosecutor (OTP) at the International Criminal Court (ICC) announced that it had concluded its preliminary examination into the Situation in Palestine, and was satisfied that it had competence to open a formal investigation. The announcement, however, came in the form of a Request to the Pre-Trial Chamber for confirmation that the OTP’s understanding of the scope of the Court’s jurisdiction over Palestine was correct.
Among the reasons the OTP gave for making the request was that “while the Prosecution wishes to obtain a ruling expeditiously, it would provide an opportunity for legal representatives of victims and the referring State to participate in the proceedings, if they wish.… Seguir leyendo »

La base de données répertorie 112 sociétés, domiciliées majoritairement en Israël, mais également aux Etats-Unis, en France, aux Pays-Bas, au Royaume-Uni, au Luxembourg et en Thaïlande. Mahmoud Abbas, eterno presidente de la Autoridad Palestina en Cisjordania (pero excluido de Gaza por sus rivales de Hamas), defendió el 10 de febrero ante el Consejo de Seguridad de la ONU la causa de su pueblo contra el plan de paz propuesto por Donald Trump. Ese plan, que es más bien una rendición en plena campaña, concede a Israel todo lo que su Gobierno nacionalista exige. Hiperrealista, toma nota de la situación sobre el terreno: dominio total del Ejército israelí y descomposición total del campo palestino. He estado involucrado en el proceso de paz en Oriente Medio, de una manera u otra, durante 12 años. Rara vez escribo sobre él, porque cualquier cosa que se diga en público suele ofender a alguien, pero la publicación del tan esperado plan de paz estadounidense es una oportunidad para evaluar la situación.
Soy uno de los pocos que aún creen que la creación de un estado palestino es tanto deseable como posible. La mayor parte de los comentaristas recibe la idea con una risita sardónica. Muchos israelíes y palestinos se han dado por vencidos.

One didn’t need to read 25 books to predict that the Palestinians would reject President Trump’s Middle East “peace plan”. Palestinians have a reputation for rejecting offers, knowing quite well the next could be worse. They rejected the 1947 United Nations partition plan that gave them less than 45 percent of Mandatory Palestine, Ehud Barak’s “generous offer” at Camp David in 2000, and Ehud Olmert’s even “more generous” offer in 2008 after the Annapolis process. The world has grown weary of this perceived lack of pragmatism; many feel that, given their weak position, Palestinians should accept what they can get or “shut up”, as Saudi Crown Prince Mohammed bin Salman so eloquently put it in 2018.… Seguir leyendo »
Estados Unidos puede haber aniquilado cualquier esperanza que quedara de una solución de dos estados para el conflicto palestino-israelí. La declaración del secretario de Estado norteamericano, Mike Pompeo, de que los asentamientos israelíes en Cisjordania no violan el derecho internacional desafía un consenso global de larga data. El resto del mundo debe oponerse.
No cabe duda alguna de que la política de asentamientos de Israel en los territorios palestinos ocupados viola el derecho internacional. Les années passent et la situation se détériore. Il est loin le temps où la Palestine faisait la une de nos journaux et monopolisait les débats internationaux. Le sort des Palestiniens n’intéresse désormais plus grand monde. Pourtant la violence quotidienne de l’occupation et de la colonisation israélienne à l’encontre des Palestiniens n’a jamais été aussi forte. Le volet économique du plan de paix pour le Proche-Orient présenté cette semaine par les dirigeants américains à Bahreïn ne devrait pas permettre d’améliorer une situation dans l’impasse depuis soixante-dix ans.
Pire encore, il devrait confirmer les inquiétudes que nous, acteurs humanitaires présents sur place, avons : le respect des droits fondamentaux des Palestiniens n’est pas une priorité.… Seguir leyendo »
Alors même que le mouvement de protestation de Gaza a pris une tournure de plus en plus violente ces dernières semaines et qu’une centaine de roquettes et de mortiers ont récemment frappé le sud d’Israël, l’Etat juif s’est constamment employé à limiter le nombre de victimes des deux côtés tandis que le Hamas cherche au contraire à les multiplier.
Depuis qu’il a pris le contrôle de la bande de Gaza, le Hamas a échoué sur les plans politique, économique et militaire, d’où sa quête d’une nouvelle stratégie. En décidant d’organiser des manifestations violentes le long de la frontière entre la bande de Gaza et Israël, le Hamas semble avoir fait un choix, celui de la confrontation avec Israël.… Seguir leyendo »
Ignazio Cassis s’est mis au diapason de la droite israélienne en affirmant que l’agence des Nations unies pour les réfugiés palestiniens (UNRWA) faisait «partie du problème» car elle entretenait l’espoir d’un retour sur les terres dont ils ont été chassés en 1948. Il faudrait donc modifier son mandat pour faciliter l’intégration des réfugiés dans leur pays d’accueil. Ce qui revient à transférer le dossier au Haut-Commissariat pour les réfugiés (HCR), une antienne de la droite israélienne depuis des lustres. C’est méconnaître le fait que l’organisme chargé de trouver une solution à la question des réfugiés existe depuis 1948… Faute de volonté politique, il est tombé dans l’oubli.… Seguir leyendo »

«Monsieur le ministre, l’UNRWA serait, selon vous, plutôt le problème que la solution. Puis-je dès lors vous rappeler ce qui suit?
Mes ancêtres ont vécu dans la Palestine sous tutelle britannique et ont été les témoins de la vague d’immigration suscitée par le mouvement sioniste et alimentée par les brimades et les persécutions dont les juifs furent victimes dans de nombreux pays.… Seguir leyendo »
Over the past month and a half, thousands of Palestinians in Gaza have taken part in a series of weekly protests called the Great Return March, culminating Tuesday with Nakba Day, when Palestinians mark their mass expulsion during Israel’s establishment in 1948.
Men, women and children have been braving Israeli army sniper fire to demand that they be allowed to exercise their internationally recognized right to return to lands they were expelled from by Israel.
