John Bolton will assume office Monday with his first controversy as President Trump’s national security adviser awaiting him. Six weeks ago, he outlined his advocacy of an attack on North Korea in a Wall Street Journal op-ed titled “The Legal Case for Striking North Korea First.”
“Given the gaps in U.S. intelligence about North Korea,” he wrote, “we should not wait until the very last minute” to stage what he called a pre-emptive attack.
Mr. Bolton’s legal analysis is flawed and his strategic logic is dangerous. As he did before the 2003 Iraq war, he is obscuring the important distinction between preventive and pre–emptive attacks.… Seguir leyendo »
Over the years, the contention that the Israeli-Palestinian conflict be solved only through “direct talks” has become almost a mantra, especially from the Israeli government and its allies.
But direct talks between implacable foes, without active mediation, may be the worst possible way to try to settle the conflict. Facing one’s adversary directly across the table heightens psychological barriers even to a mutually beneficial deal.
So if the Israelis and Palestinians embark on yet another effort to end their conflict, active and vigorous U.S. mediation can play a crucial role to address the psychological and relational barriers that to date have frustrated talks.… Seguir leyendo »
Secretary of State Hillary Clinton announced in Hanoi last month that the United States would sign a new regional trade agreement, the Trans-Pacific Partnership, with Vietnam by year’s end. Vietnam’s desire to promote economic development through expanded trade is understandable, and U.S. interest in supporting Vietnam’s economic advancement is commendable. But even as Vietnam seeks to move forward economically, its political system remains mired in a repressive and authoritarian past. Indeed, Clinton’s announcement came shortly before the one-year anniversary of the first stage of the Vietnamese government’s detention of activists whose “crime” has been to advocate governmental action on a broad range of human rights and social justice issues, including environmental, health, legal, political, land and corruption-based concerns.… Seguir leyendo »
