The swarthy young trafficker, sporting pricey cowboy boots and a blinding 6-inch-wide diamond bracelet, beckoned the Mexican police commander minding the Americans, whispered a promise of 60 million pesos (about $270,000) and showily exchanged abrazos with the cop.
