On a crisp morning in Vienna two summers ago, hours before concluding the nuclear deal with the United States, the European Union and five other world powers, I took to Twitter to write that the landmark accord was “not a ceiling but a solid foundation.”

Unfortunately, for the past 11 months, the response to Iran’s good faith has been tantrums from the Trump administration. But the unreliability of the United States — from climate change to Palestine— has become predictable. Our main concern now is cautioning European countries against wavering on issues beyond the scope of the nuclear agreement and following in lock step behind the White House.…  Seguir leyendo »

Let Us Rid the World of Wahhabism

Public relations firms with no qualms about taking tainted petrodollars are experiencing a bonanza. Their latest project has been to persuade us that the Nusra Front, Al Qaeda’s affiliate in Syria, is no more. As a Nusra spokesman told CNN, the rebranded rebel group, supposedly separated from its parent terrorist organization, has become “moderate.”

Thus is fanaticism from the Dark Ages sold as a bright vision for the 21st century. The problem for the P.R. firms’ wealthy, often Saudi, clients, who have lavishly funded Nusra, is that the evidence of their ruinous policies can’t be photoshopped out of existence. If anyone had any doubt, the recent video images of other “moderates” beheading a 12-year-old boy were a horrifying reality check.…  Seguir leyendo »

Nearly three years ago, the newly elected Iranian president called for constructive engagement on a momentous undertaking: resolving the nuclear crisis dividing Iran and the West. The fruit of 22 months of unprecedented diplomacy — the historic Joint Comprehensive Plan of Action (JCPOA) — was formally implemented in January. Yet despite this important achievement, the worrying reality is that we now face a far greater challenge.

Those who once hid behind the smokescreen of the artificial crisis over my country’s peaceful nuclear program have stepped up their damaging adventurism. Driven by desperation, they have resorted to measures that all of us will have to live with over the coming years and, possibly, decades.…  Seguir leyendo »

La visita del presidente Rohani a Italia y Francia ha señalado el histórico comienzo de una nueva época de cooperación económica, política y cultural, que beneficiará a ambas partes, tras una interrupción aproximada de década.

Italia y Francia, dos pilares y fundadores de la Unión Europea y puentes tradicionales entre Occidente y Oriente Próximo, han tenido frecuentemente una relación constructiva con Irán, a pesar de los altibajos ocasionales e incluso crisis pasajeras. Aun así, el deseo de las dos partes de superar los problemas y resolver las dificultades refleja los profundos vínculos existentes. Si bien la supuesta crisis nuclear y la intromisión de determinados terceros en discordia causó brechas en las relaciones tradicionales entre Irán y Europa, la cálida bienvenida al presidente Rohani, las diversas reuniones de alto nivel que se han celebrado durante este viaje y los importante acuerdos firmados representan el restablecimiento de las relaciones económicas y la cooperación en energía, tecnología, política, cultura e incluso seguridad.…  Seguir leyendo »

The world will soon celebrate the implementation of the landmark agreement that resolves the unnecessary, albeit dangerous, crisis over Iran’s nuclear program. All parties hoped, and continue to believe, that the resolution of the nuclear issue would enable us to focus on the serious challenge of extremism that is ravaging our region — and the world.

President Rouhani has repeatedly declared that Iran’s top foreign policy priority is friendship with our neighbors, peace and stability in the region and global cooperation, especially in the fight against extremism. In September 2013, a month after taking office, he introduced an initiative called World Against Violence and Extremism (WAVE).…  Seguir leyendo »

We made important progress in Switzerland earlier this month. With the five permanent members of the United Nations Security Council plus Germany, we agreed on parameters to remove any doubt about the exclusively peaceful nature of Iran’s nuclear program and to lift international sanctions against Iran.

But to seal the anticipated nuclear deal, more political will is required. The Iranian people have shown their resolve by choosing to engage with dignity. It is time for the United States and its Western allies to make the choice between cooperation and confrontation, between negotiations and grandstanding, and between agreement and coercion.

With courageous leadership and the audacity to make the right decisions, we can and should put this manufactured crisis to rest and move on to much more important work.…  Seguir leyendo »

Débutera à Vienne le 2 juillet, le prochain cycle de négociations sur le nucléaire entre l'Iran et les trois pays de l'Union européenne (France, Royaume-Uni, Allemagne), ainsi que la Russie, la Chine et les Etats-Unis, rassemblé dans l'accronyme le E3+3. Même si elles devaient se prolonger, ces discussions seront les dernières à se dérouler avant le 20 juillet, première date butoir fixée par l'accord préliminaire adopté à Genève le 24 novembre 2013.

L'Iran a la volonté politique de « parvenir à une solution globale mutuellement acceptable à long terme ». Mais les pourparlers ne pourront trouver une issue positive qu'à la condition que les parties soient décidées à rechercher des solutions acceptables de part et d'autre et correspondant aux objectifs convenus dans l'accord préliminaire : « s'assurer que le programme nucléaire de l'Iran sera exclusivement pacifique » et « la levée globale de toutes les sanctions du Conseil de sécurité de l'ONU, ainsi que des sanctions multilatérales et nationales liées au programme nucléaire de l'Iran».…  Seguir leyendo »

Before the United States invaded Iraq on false pretexts nearly four years ago, the overwhelming view of analysts and diplomats was that war would plunge the region and the world into greater turmoil and instability. Echoing the views of my colleagues from the region and beyond, I told the Security Council on Feb. 18, 2003, that while the ramifications of the war could go beyond anyone’s calculations, “one outcome is almost certain: extremism stands to benefit enormously from an uncalculated adventure in Iraq.”

This assessment came not from any sympathy for the former Iraqi dictator or his regime. Certainly Iran — which had suffered the carnage of an eight-year war with Iraq in the 1980s, and on which Saddam Hussein unleashed chemical weapons — had no affinity for him.…  Seguir leyendo »
