For more than two decades, the United States and Russia partnered to secure and eliminate dangerous nuclear materials — not as a favor to one another but as a common-sense commitment, born of mutual self-interest, to prevent catastrophic nuclear terrorism. The world’s two largest nuclear powers repeatedly set aside their political differences to cooperate on nuclear security to ensure that terrorists would not be able to detonate a nuclear bomb in New York, Moscow, Paris, Tel Aviv or elsewhere.

Unfortunately, this common-sense cooperation has become the latest casualty of the spiraling crisis in relations among the United States, Europe and Russia.…  Seguir leyendo »

Congress should put aside partisanship and turf protection as it considers bold changes to a decades-old and increasingly inefficient international food-aid program.

U.S. global food assistance provides vital humanitarian and emergency assistance to people facing famine, natural disasters or conflict. It is a central to U.S. leadership toward peace and security. This is why modernization now is so critical.The Obama administration’s 2014 budget proposed overhauling the Food for Peace program, building on a similar reform proposal from the George W. Bush administration to reduce high administrative costs and thereby reach more hungry people. Despite the scientific consensus that climate change is occurring, there remain sharp political disagreements both here in the United States and around the world about how policymakers should respond. Nowhere is this gap more profound than between developed and developing countries.

As our vigorous domestic debate shows, there is disagreement within America about whether we should take strong steps to limit greenhouse gas emissions if fast-growing emitters in the developing world do not make similar commitments. In a campaign speech this week, John McCain cited the “special responsibility” of the United States and Russia to cooperate to prevent the spread and use of nuclear weapons. There is a remarkable consensus among the presidential candidates about this imperative. But we must not wait until a new administration in 2009 to advance this vital work. An agreement the Bush administration signed with Russia earlier this month is an essential step for this cooperation. That agreement is now before Congress.

The overriding priority of our national security policy must be to prevent the spread of weapons of mass destruction. This task is impossible without the cooperation of Russia.…  Seguir leyendo »

It is unusual in Washington when an idea is overwhelmingly supported by the president, a bipartisan majority of the Senate Foreign Relations Committee, the State Department, and both the civilian and military leadership of the Pentagon. But that is the case with the proposed Civilian Reserve Corps, a volunteer cadre of civilian experts who can work with our military to perform the urgent jobs of post-conflict stabilization and reconstruction.

Creating such an institution is essential for our national security, and the Senate should authorize the creation of the corps. Over the past decade and a half, the United States has learned that some of the greatest threats to our national security emerge not only from the armies and arsenals of hostile nations but also from the brittle institutions and failing economies of weak and poorly governed states.…  Seguir leyendo »

Since President Bush announced that he would send more American troops to Iraq, the debate on Iraq policy has reached new levels of stridency. Opponents of the war have rallied against what they see as an unjustified escalation, while the administration has dismissed opposition as defeatism. Vice President Cheney went so far as to say a withdrawal would show that Americans "don't have the stomach for the fight."

Military action in Iraq, however, defies orthodox notions of victory and defeat. We are not in Iraq to defend territory or even to destroy an enemy. Rather, we are pursuing the amorphous task of coaxing out of the Iraqi people and government political decisions that will result in a democratic, pluralistic society that is conducive to regional stability.…  Seguir leyendo »
