Has the pandemic sidelined multilateral organizations? We’ve seen unilateral border closures and beggar-thy-neighbor fights over medical equipment — and perhaps less news about the coordination and cooperation these organizations were created to foster.

The covid-19 pandemic has presented enormous political challenges to global cooperation, and organizations. In April, President Trump announced he would suspend funding to the World Health Organization over allegations of mismanagement.

But international organizations play a vital role in the global response, and are still carrying out important tasks — where they can. L’Alliance atlantique a été aussi souvent décriée, par les politiciens et les médias, comme problématique, superficielle, voire moribonde, qu’elle a été qualifiée de revigorée et de florissante. Des politiciens de tous bords, suivant des orientations de politique étrangère très différentes, ont apprécié et compris chacun à leur manière la nature du partenariat transatlantique. George W. Bush, Lionel Jospin, François Mitterrand ou Gerhard Schröder, voire Tony Blair, n’ont pas apporté le même soutien à l’OTAN que Helmut Kohl, Jacques Chirac, Nicolas Sarkozy, Bill Clinton ou David Cameron.

Même si l’on s’attend à ce que la Britannique Catherine Ashton, récemment nommée au poste de haute représentante aux Affaires étrangères de l’UE, adopte un profil bas sur la scène internationale, il y a un domaine où elle laissera sans doute sa marque: la mise en place d’une nouvelle bureaucratie, une occurrence rarissime.

La baronne Ashton présidera à la création du premier service diplomatique européen. A elle seule, cette tâche pourrait lui donner une place de premier plan dans les livres d’histoire. Ce nouveau service diplomatique, appelé Service européen d’action extérieure (SEAE), pourra potentiellement construire une politique étrangère européenne plus cohérente et efficace, une politique jusqu’à présent caractérisée autant par le refus de renoncer aux prérogatives nationales que par les conflits internes bureaucratiques.…  Seguir leyendo »
