The 13th Crime Congress on Crime Prevention and Criminal Justice in Doha next week will set the tone over the next five years for the way the world confronts crime.

Back in October 2013, rescuers came across a grisly scene in the Sahara desert close to the border between Niger and Algeria. Spread out across a 19 km radius were the bodies of 92 people; most of them women and children. All of them had died of thirst as they sought to escape the punishing sun. Thirteen-year-old Anjali didn't just pack her bags and run away to the circus, she signed a 10-year contract with a circus master after fleeing from long hours of domestic servitude in Nepal. Taken to India, she then endured years of appalling and dangerous working conditions for no pay. A British charity helped Anjali finally say goodbye to the circus.

Anjali's story is not the same as other victims, but there are disturbing similarities: threats, sexual and labor exploitation, often cruelty, sometimes brutality. The talks in Moscow today with David Miliband are more important than the usual routine foreign minister's visit. We all know that relations between our two countries, at least at government level, have not been easy over the last couple of years. The visit is a chance to reset our relationship. Russia is determined to take advantage of this opportunity.

We see recent tensions as a break in normal relations between the UK and Russia. It is a relationship which can be seen, for instance, in the strong business links between our two countries. The recommendation that a Russian national should be extradited to stand trial for the murder of Alexander Litvinenko has led to fevered speculation about the state of UK-Russia relations. Few commentators, it seems, can resist the temptation to view the issue in cold war terms. Depending on who you choose to believe, there is either an icy chill or a deep freeze in relations.For most Russians, not least those who have grown up enjoying the freedoms and opportunities of the post-communist years, these perceptions seem utterly at odds with the reality of modern Russia's experiences and ambitions. Russia is a member of the G8 group of leading democracies, and a partner in addressing international issues as diverse as nuclear proliferation and climate change, and I certainly find it difficult to reconcile the media rhetoric with reality.…  Seguir leyendo »
