La finance soutient la création de richesse mais, en soi, ne crée pas de valeur. Elle ne devrait jamais être autorisée à prendre la direction des opérations: le rôle de la finance est de permettre la continuité des échanges économiques en mettant la monnaie épargnée par certains à la disposition de ceux qui inventent et produisent des biens.

La finance est une infrastructure, au même titre que les routes ou les égouts. Comme l’écrivait Adam Smith, l’argent est «la grande roue de la circulation… qui apporte au marché toute l’herbe et tout le grain du pays (mais) qui ne produit ni l’un ni l’autre».…  Seguir leyendo »

Tras décadas de comodidad en el Estado del Bienestar y años de gasto de estímulo keynesiano, Europa contempla la alarmante llegada de políticas de austeridad. Ofendidos deudores como Grecia, España o Portugal se están viendo obligados a implantar subidas tributarias y recortes del gasto dolorosos e impopulares -y que son sólo el principio-. Sus ciudadanos echan pestes y a veces piedras contra las fuerzas del orden.

A su vez, ofendidos acreedores como Alemania extienden rescates al tiempo que se preguntan por qué se les ocurriría unir su destino (y el valor de su divisa) a gobiernos tan irresponsables.

Mientras se disipa la humareda resultante del fallido atentado con coche bomba en Times Square de Nueva York, funcionarios de la Administración Obama han acusado a los talibanes pakistaníes de alentar, dirigir y probablemente financiar la trama del intento. "Disponemos de pruebas - ha manifestado el fiscal general estadounidense, Eric Holder- que señalan que los talibanes pakistaníes han estado tras el atentado en cuestión".

Aunque indudablemente reviste importancia establecer un nexo entre el sospechoso, Faisal Shahzad, un ciudadano estadounidense de origen pakistaní, y un grupo talibán pakistaní aliado con Al Qaeda, la motivación de Shahzad también importa, si no en mayor medida.…  Seguir leyendo »

Portuguese monastery of Belém

On 12 May Pope Benedict XVI spoke about truth, history and the church. His backdrop was the surreal and voluptuous Gothic of the Portuguese monastery of Belém, overlooking the great river-mouth of the Tagus, from which the first explorers of medieval Europe sailed to circle Africa and India and eventually to encompass the new world they called America.

It was an appropriate setting for this learned and subtle theologian to lay aside vexing stuff about sex scandals and say something about what the Catholic church is today. D’immenses efforts sont aujourd’hui consentis pour lutter contre les maladies graves qui sévissent dans les pays en développement. Cependant, le succès de cet effort mondial ne tient qu’à un fil ténu et de plus en plus effiloché – la pénurie catastrophique de professionnels de santé formés. Les raisons de cette pénurie massive sont nombreuses: facultés de médecine et professeurs en nombre insuffisant, systèmes de santé fragiles au sein desquels les médecins et les infirmiers luttent pour travailler efficacement, et attrait puissant des emplois mieux rémunérés offerts par les pays les plus riches qui incitent les personnels de santé à quitter leur pays natal en quête d’une vie meilleure.…  Seguir leyendo »

Crecimiento económico es igual a bienestar. Este es el mandamiento que rige nuestras sociedades. Quien lo ponga en duda pone en riesgo su crédito de persona sensata. Sin embargo, cada vez parece más claro que el crecimiento indefinido no sólo no aumenta nuestro bienestar sino que lo va minando de forma dramática. Un nuevo horizonte se impone y hacia él debemos empezar a caminar «mejor hoy que mañana».

Bien podría Oliver Stone haberse inspirado en las tribulaciones de John Paulson y sus amigos de Goldman Sachs para la secuela que ha presentado en Cannes de Wall Street, aquel clásico de Hollywood sobre las luces y sombras de la calle más seductora y peligrosa de América. No es casual que el último gran escándalo del mundo financiero, que se ha llevado consigo el prestigio de la perla de Wall Street, coincida con la publicación del esperado informe del FMI: Una justa y sustancial contribución del sector financiero.

Con vistas a la próxima reunión de junio del G-20, el informe tiene como objetivo ofrecer fórmulas fiscales aplicables a nivel global para que "el sector financiero internalice los costes sociales de sus actividades".…  Seguir leyendo »

A proud nation of peace, Norway has traditionally been one of the staunchest supporters of UN peacekeeping. But this is now turning, as Norway may pull the plug on the entire UN peacekeeping commitment in Chad. By recalling the entire Norwegian medical contingent starting on 15 May, the fate of nearly a 250,000 refugees – many from the Darfur region – will be left uncertain.

The UN force in Chad is essential for the stability of the Darfur region. In eastern Chad on the border with Darfur, the famine would be greater and the violence no doubt more extensive without the many escorts and patrols of UN peacekeepers.…  Seguir leyendo »

Le Brésil, la Russie, l’Inde et la Chine ont récemment tenu leur deuxième sommet annuel à Brasilia. Les journalistes persistent à concentrer leur attention sur ces soi-disant «BRIC» mais je reste sceptique quant à ce concept.

Goldman Sachs avait imaginé cette appellation en 2001 pour désigner les opportunités rentables sur ce que l’on appelle généralement les «marchés émergents». La part des BRIC dans le PIB mondial est passée de 16% en 2000 à 22% en 2008. Pris collectivement, ils ont fait mieux que la moyenne dans la récession globale qui s’en est suivie. Ensemble, ils représentent 42% de la population mondiale et un tiers de la croissance économique globale depuis dix ans.…  Seguir leyendo »

Le 15 septembre 2009, le rapport Gold­stone sur la guerre de Gaza était publié, accusant l’armée israélienne et, dans une moindre mesure, les groupes armés palestiniens d’être responsables de crimes de guerre, voire de crimes contre l’humanité, déclenchant aussitôt une intense controverse. Celle-ci était d’autant plus forte que le rapport de l’ONU menaçait Israël et les groupes armés palestiniens d’une intervention de la justice internationale si chacun des belligérants n’ouvrait pas des enquêtes conformes aux standards internationaux sur les crimes commis par les leurs. En laissant entrevoir des poursuites internationales, le rapport Goldstone offrait la possibilité – au moins théorique – de criminaliser la puissance la plus forte militairement dans le conflit, comme cela n’avait pas été possible, par exemple, durant la guerre d’Algérie ou la guerre du Vietnam.…  Seguir leyendo »

El efecto más importante de la globalización, en verdad su quintaesencia, es el hecho de haber convertido la humanidad en una auténtica comunidad política, con unos intereses compartidos y un bien común universal. Hasta hace poco, la humanidad existía como idea antropológica, abstracción metafísica, especie biológica, unidad moral, concepto religioso o conjunto demográfico, pero no como comunidad política propiamente dicha. Esta nueva realidad histórica tiene, en mi opinión, un alcance y unas consecuencias jurídicas que apenas podemos vislumbrar por el momento.

La humanidad como comunidad no ha sido fruto de un pacto social premeditado sino de un hecho social incuestionable. Se trata por tanto de una comunidad que los juristas romanos llamarían incidental, nacida sin acuerdo previo, pero no por ello menos comunidad, ni menos llamada a desarrollarse como tal.…  Seguir leyendo »

Nearly nine years ago, terrorists killed thousands of civilians and destroyed iconic symbols of American prosperity and progress. Before that, the same terrorists had taken Afghanistan hostage and had killed and tortured our people for years. These terrible conditions brought our two nations together in a partnership. As in any genuine partnership, this has not been an easy ride. We have had our share of disagreements over some issues and approaches. What has kept us together is an overriding strategic vision of an Afghanistan whose peace and stability can guarantee the safety of the Afghan and the American peoples.

Arde Grecia. Y sus llamas amenazan con propagarse mientras el areópago de políticos europeos firma cheques sin fondos (su deuda pública es más del 50% del PIB) y sermonea a los ciudadanos como si ellos fueran responsables del endeudamiento masivo en ese mundo de jauja crediticia que nos inventamos. La insolvencia de Grecia, suspendida temporal y artificialmente por una inyección de 110.000 millones de euros de sus socios europeos y el FMI, podría provocar una reacción en cadena semejante a la causada por la bancarrota de Lehman Brothers en el 2008. Esta semana me reuniré con los embajadores de la Organización del Tratado del Atlántico Norte (OTAN) para impulsar el diálogo en curso entre Estados Unidos y sus aliados más estrechos sobre el futuro de la seguridad europea. Lo hago porque Estados Unidos está firmemente comprometido con la idea de que cualquier decisión sobre la seguridad de Europa se tiene que tomar en estrecha coordinación con nuestros aliados y socios europeos. No decidiremos nada sobre nuestros aliados y socios europeos sin ellos. Estados Unidos y Europa pueden sentirse muy orgullosos de lo que han logrado juntos: han forjado la alianza que más éxito ha tenido en la historia, una que ha seguido el ritmo de la región euroatlántica durante más de 60 años y que ha contribuido a transformar Europa en un referente de democracia y prosperidad.…  Seguir leyendo »

Pour consolider ce traité, nous devons adopter plusieurs principes. Il nous faut davantage de ressources et d’autorité, afin de renforcer les inspections internationales. All eyes are on Faisal Shahzad, the man charged with the attempted bombing in Times Square on Saturday.

But perhaps we ought to be concerned a bit less with Mr. Shahzad, a failed terrorist now in custody, and significantly more with Sharif Mobley — a New Jersey native, a former high school wrestler and, until shortly before he moved to Yemen to allegedly join Al Qaeda, a maintenance worker at five nuclear power plants along the East Coast.

Since his arrest by Yemeni security forces in March, American law enforcement officials have taken pains to emphasize that Mr. Mobley’s low security clearance makes it unlikely that he passed crucial details about American nuclear-plant security to Al Qaeda.…  Seguir leyendo »

Syria has an unmatched streak as a state sponsor of international terrorism, as documented by the State Department's annual Country Reports on Terrorism, expected to be released soon. The United States has designated Syria a sponsor of state terrorism for 30 straight years, ever since Congress first required that such offenders be listed, beginning in 1979.

No other state shares this serial distinction. To put this odious streak in perspective, President Carter was in the Oval Office and eight-track tapes were still in vogue when Syria debuted as a charter member of the terrorist list.

As evidence of Iran's ties to Sunni terrorist groups, including al Qaeda, becomes overwhelming, U.S. policymakers and spokesmen for the intelligence community are responding in ways all too familiar to Washington: denial, ridicule and outright lies.

And yet, despite the tremendous vigor of the policy community's refusal to confront this clear and present danger to the United States, every now and then the truth peeks through the heavy layers of classification and double talk.

Information is still emerging about suspected Times Square bomber Faisal Shahzad, a Pakistani-born U.S. citizen who apparently spent time here from July until February. Court documents indicate that Shahzad received bomb-making training in Waziristan, the known haven of numerous groups and extremists.

Over the past 18 months, Pakistan's army has conducted major offensives in six of the seven tribal agencies that border Afghanistan. But the seventh agency -- North Waziristan -- has been left alone. In part, that is because it is home to the Afghan Taliban networks of Jalaluddin Haqqani and Gulbuddin Hekmatyar, who have close relations with the military and the Inter-Services Intelligence directorate (ISI).…  Seguir leyendo »
