Data informs and dictates our life decisions, from mundane activities like grocery shopping to career and medical decisions, credit applications and social interactions.

To have a social life in today’s digitized world, one has little choice but to “consent” to all the data-capturing devices and sensors around us. To say we make informed, conscientious choices by clicking a mouse or tapping on a touch screen is a farce. A right without the opportunity to make meaningful choices cannot be called a right.

Apparently, the age of the old-fashioned spook is in decline. What is emerging instead is an obscure world of mysterious boutique companies specializing in data analysis and online influence that contract with government agencies. As they say about hedge funds, if the general public has heard their names that’s probably not a good sign. But there is now one data analysis company that anyone who pays attention to the US and UK press has heard of: Cambridge Analytica. La atención sanitaria y la investigación biomédica actuales generan cantidades ingentes de datos que se recogen y almacenan en formato electrónico. Así sucede, por ejemplo, con todas las historias clínicas de los pacientes o con las imágenes radiológicas, en los proyectos de secuenciación de genomas o en la literatura científica. Por otra parte, existe una tendencia a reutilizar, integrar y analizar conjuntamente dichos datos (el Big Data biomédico) para obtener nuevo conocimiento sobre las enfermedades en aspectos claves como su epidemiologia, sus comorbilidades o sus mecanismos biológicos.

When it comes to artificial intelligence and jobs, the prognostications are grim. The conventional wisdom is that A.I. might soon put millions of people out of work — that it stands poised to do to clerical and white collar workers over the next two decades what mechanization did to factory workers over the past two. And that is to say nothing of the truckers and taxi drivers who will find themselves unemployed or underemployed as self-driving cars take over our roads.

Dirigí la estrategia de Facebook para arreglar los problemas de privacidad en su plataforma para desarrolladores cuando preparaba su oferta pública inicial (OPI) de 2012. Pude percibir que es una empresa que le da prioridad a la recolección de datos de sus usuarios antes que a protegerlos de abusos. Ahora que el mundo analiza qué hacer con Facebook tras el papel que desempeñó en la interferencia rusa en las elecciones de Estados Unidos, debemos tomar en cuenta esta historia. I led Facebook’s efforts to fix privacy problems on its developer platform in advance of its 2012 initial public offering. What I saw from the inside was a company that prioritized data collection from its users over protecting them from abuse. As the world contemplates what to do about Facebook in the wake of its role in Russia’s election meddling, it must consider this history. Lawmakers shouldn’t allow Facebook to regulate itself. Because it won’t.

While trade and tax remain at the heart of the difficult economic conversations between Europe and the US, a new issue has emerged as a potential source of even greater friction: data.

Growth in the traditional global trade in goods and services has levelled off, but cross-border data flows continue to expand rapidly and the challenges of developing policies that protect privacy, security and innovation are already tremendous. For example, data analytics are driving dramatic productivity gains in industry, particularly for large and complex installations whose safety and efficiency will increasingly depend on flows of those data across jurisdictions. En los últimos 15 años hemos presenciado una explosión en la cantidad de datos digitales a nuestra disposición (desde Internet, las redes sociales, equipos científicos, los teléfonos inteligentes, cámaras de vigilancia y muchas otras fuentes) y en las tecnologías informáticas usadas para procesarlos. El “Big Data”, como se los conoce, sin duda aportará importantes avances científicos, tecnológicos y médicos, pero también plantea serios riesgos si se abusa de él o se lo utiliza de manera inadecuada.
