President Alassane Ouattara won a third term in Côte d’Ivoire’s Oct. 31 election, with 94 percent of the vote. Was this a free and fair election? Some outside analysts suggest that it was not, raising memories of the country’s authoritarian past.

Opposition candidates Henri Konan Bédié and Pascal Affi N’Guessan had called on supporters to boycott the vote, complaining Ouatarra’s candidacy violated the presidential two-term limit. After the vote, police fired tear gas in front of Bédié’s home and arrested his top aides and N’Guessan for calling for new elections and announcing the creation of a parallel government.

The challenges of the Ivoirian 2020 elections have their roots in conflicts that began 30 years ago, when Ouattara and Bédié were rivals to succeed Félix Houphouët-Boigny, the country’s first president.…  Seguir leyendo »

It was not so long ago that West Africa appeared close to setting a region-wide limit of two consecutive presidential terms of office, as a major testament to its vibrant multi-party political culture, diverse media, and almost universal adherence to the fundamentals of genuine political choice.

As the Economic Community of West African States (ECOWAS) became increasingly confident and professional in monitoring electoral registers and the other technical essentials of democracy, the underlying resilience of West African political pluralism came to the fore - but now an outbreak of presidential ‘third-termism’ is putting all that progress at risk.

Through a much-criticised referendum, Guinea’s constitutional rules were successfully changed by its president Alpha Condé so he could seek a third successive stint in power - and with a longer term of six years instead of five.…  Seguir leyendo »

La fin de la guerre civile, qui a débuté en 2002 et s’est achevée en 2011 après l’éviction de Laurent Gbagbo, a débouché sur une refonte des forces armées ivoiriennes. Hétéroclites, divisées et peu fiables, les nouvelles forces ivoiriennes ont montré des failles profondes, qui ont culminé avec les mutineries de 2017. Reprises en main, dès lors, par le ministre de la Défense Hamed Bakayoko, qui cumule cette fonction avec celle de premier ministre depuis la semaine dernière, les armées ivoiriennes ont depuis multiplié les signaux de restructuration. Gon Coulibaly, an economic technocrat and Ouattara loyalist since the 1990s, was earmarked in March as the candidate for the ruling Rassemblement des Houphouëtistes pour la Démocratie et la Paix (RHDP) party in the elections due in October, and represented a handpicked heir, trusted to sustain the strategy established during Ouattara’s nine years in power.

Many RDHP parliamentarians and local mayors are now pressing the 78-year-old Ouattara to run again. This was not what he had planned. À l’approche de l’élection présidentielle prévue en octobre, les tensions en Côte d’Ivoire se matérialisent le long de lignes de fracture politiques et ethniques qui perdurent depuis de nombreuses années.

Même si le président Alassane Ouattara a contribué à désamorcer une crise potentielle lorsqu’il s’est officiellement retiré de la course à la présidence en mars, évitant ainsi un différend majeur sur la constitutionnalité de sa candidature pour un troisième mandat, les responsables politiques de l’opposition accusent maintenant son gouvernement de les empêcher de se mesurer au nouveau candidat du parti au pouvoir, le Premier ministre Amadou Gon Coulibaly. As a presidential election scheduled for October draws closer, tensions in Côte d’Ivoire are building along longstanding political and ethnic fault lines.

Although President Alassane Ouattara helped defuse a potential crisis when he formally withdrew from the presidential race in March, avoiding a major dispute over the constitutionality of his running for a third term, opposition politicians now accuse his government of hampering them from competing against the new ruling-party candidate, Prime Minister Amadou Gon Coulibaly. L’actualité nous enseigne que le souvenir des peines et des souffrances n’est pas égal partout. Les tournants importants ont le potentiel de changer le cours de notre vie mais ils sont si profondément ancrés dans le lieu où ils se produisent et dans l’âme de ceux qui en font l’expérience que seuls quelques faits survivent au temps et à l’espace.

Je suis une Abidjanaise. J’ai été élevée dans la capitale économique ivoirienne et j’ai par la suite vécu dans plusieurs pays africains. Les deux faits qui me viennent immédiatement à l’esprit sont la crise postélectorale en Côte d’Ivoire (2010-2011) et la guerre civile qu’elle a causée, ainsi que l’épidémie à virus Ebola en 2014 qui a fait plus de onze mille victimes dans trois pays voisins : la Guinée, la Sierra Leone et le Liberia.…  Seguir leyendo »

La decisión de posponer la elección presidencial en Nigeria –tomada pocas horas antes de la apertura prevista de los centros de votación– suscitó temores por la integridad del futuro comicio. Es necesario que esos temores no se hagan realidad, y no sólo por el bien de Nigeria. Así como una democracia fuerte y estable en el país más poblado de África puede dar un poderoso ejemplo a la región, una crisis política tendría graves consecuencias mucho más allá de sus fronteras.

África occidental, hogar de unos 362 millones de personas, está en camino hacia la consolidación democrática. Según Freedom House, “África austral y occidental han mejorado significativamente la gobernanza democrática”, una tendencia que afianzó la estabilidad en la región.…  Seguir leyendo »

On 15 January 2019, the Trial Chamber of the International Criminal Court (ICC) acquitted Laurent Gbagbo and Charles Blé Goudé by a majority, stating that the prosecution had not provided evidence of all the required elements of the crimes against the accused. All eyes focused on Gbagbo because of his status as former president of Côte d'Ivoire. An immediate question was the consequences of this acquittal for his place on the Ivorian political scene.

This questioning cannot fail to recall a recent precedent in Kenya, where two major ICC defendants, Uhuru Kenyatta and William Ruto, found in the proceedings against them a motivation for their political union, and made it a powerful electoral argument.…  Seguir leyendo »

On the eve of Aug. 7, the anniversary of the independence of Côte d’Ivoire, President Alassane Ouattara announced an amnesty for 800 people detained or condemned for crimes against state security. Most, including former first lady Simone Gbagbo, are former state officials or political militants accused of acts related to the internal conflict that ended in 2011.

Is Ouattara’s decision a step toward reconciliation? The move follows the publication of a leaked E.U. report that contains severe criticism of the Ivorian government. But it also stems from the domestic challenges that the outcome of the 2011 conflict created.

Over the weekend, Ivory Coast saw a standoff between soldiers and the Ministry of Defense. On Jan. 6, disgruntled soldiers took control of the country’s second largest city, Bouaké. They demanded payment of bonuses, promotions and better living conditions. Many of the mutineers were former rebel fighters, from Ivory Coast’s civil war, which ended in 2011.

Tensions escalated as the mutiny spread to five other locations, including Ivory Coast’s commercial center, Abidjan. The defense minister, Alain-Richard Donwahi, negotiated with the soldiers on the evening of Jan. 7 and reached a deal to end the mutiny.

But confusion ensued when soldiers opened fire outside the house where Donwahi, local officials and journalists had conducted the negotiations.…  Seguir leyendo »

L’année en cours aura été une année électorale chargée en Afrique de l’Ouest. Après le Togo et le Nigeria, la Guinée et la Côte d’Ivoire ont organisé des élections présidentielles en octobre dernier. Le « coup KO » annoncé dans les slogans de campagne a eu lieu, et les présidents sortants ont été largement réélus dès le premier tour : Alassane Ouattara en Côte d’Ivoire avec 83,6 pour cent des voix, et Alpha Condé en Guinée avec 57,8 pour cent.

Pays aux trajectoires politiques différentes, la Guinée et la Côte d’Ivoire font aujourd’hui face aux mêmes défis. Bien qu’ayant connu des élections meurtrières par le passé, ces deux voisins ont connu cette fois-ci des scrutins calmes ou avec des violences limitées.…  Seguir leyendo »

Among the three principal politicians who have struggled for power in Côte d’Ivoire since 1995, President Alassane Ouattara, 73, is the only one still in the game and is most likely to win the presidential election on 25 October.

The significance of this election is not so much the electoral outcome – which seems to be a foregone conclusion – as much as the political choices that will result from a renewed Ouattara mandate. Without meaningful political, security and judicial reforms, Côte d’Ivoire could face yet another prolonged period of violence.

Such instability could be triggered by the next presidential election in 2020, which will likely be disputed strongly between a new generation of politicians who have grown up in war and crisis.…  Seguir leyendo »

Seul survivant politique parmi les trois hommes qui se disputent le pouvoir depuis 1995, Alassane Ouattara est favori pour remporter aisément l’élection présidentielle du 25 octobre.

Henri Konan Bédié, leader du Parti démocratique de Côte d’Ivoire (PDCI) et ancien chef de l’État, a volontairement écarté son parti de la compétition pour faciliter la victoire du président sortant. Laurent Gbagbo, son adversaire en 2010, est en prison. Ses sept concurrents du moment n’ont ni l’envergure, ni le soutien d’un grand parti qui leur permettraient de gagner. Continued fighting and looting in Ivory Coast have marred President Alassane Ouattara's first two weeks in office. The four month post-electoral standoff came to an end when pro-Ouattara forces captured the outgoing president, Laurent Gbagbo, but fighting has been slow to end in the capital, Abidjan. This was demonstrated by the recent killing of the high-profile militia leader Ibrahim "IB" Coulibaly and the discovery of mass graves in the neighbourhood of Yopougon. Last weekend, Desmond Tutu, Kofi Annan and Mary Robinson travelled to Abidjan to encourage national reconciliation. How did Ivory Coast come to this? After gaining independence from France in 1960 with Felix Houphouet-Boigny as President, the country became the world’s largest exporter of cocoa beans and a significant exporter of coffee and palm oil. Throughout the 1960’s and 1970’s, sizeable export earnings, combined with easy access to credit, fueled an economic surge dubbed the “Ivorian miracle.” But then, escalating debts and plummeting commodity prices started taking their toll. Africa’s El Dorado was lost.

In 1990, Houphouet-Boigny appointed Alassane Ouattara, the governor of the Central Bank of the West African States, as Prime Minister to fix Ivory Coast’s growing economic problems.…  Seguir leyendo »

Barely was Laurent Gbagbo, wearing a sweat-damp white tank top and a startled expression, prodded at rebel gunpoint from the bombed ruins of his presidential bunker in Ivory Coast, than Secretary of State Hillary Rodham Clinton announced this conclusion: His ejection, more than four months after he refused to accept electoral defeat, sent “a strong signal to dictators and tyrants throughout the region and around the world. La crise ivoirienne à travers la géopolitique identitaire ivoiro-ivoirienne de Laurent Gbagbo. Une telle géopolitique identitaire renvoie à la doctrine de l'ivoirité préconisée aussi bien par Gbagbo que par son prédécesseur Henry Konan Bédié (1993-1999). Cette première clé géopolitique ivoiro-ivoirienne explique les choix divergents entre le Conseil électoral indépendant et le Conseil constitutionnel quant à l'identité du vainqueur de l'élection présidentielle ivoirienne. Sous l'apparente banalité du conflit électoral entre M. Gbagbo et M. Ouattara, couve un épineux contentieux identitaire entre d'une part, Alassane Ouattara et Laurent Gbagbo et, d'autre part, entre ce dernier et la France.

En voyageant à Abidjan et à l'ouest de la Côte d'Ivoire la semaine dernière, et alors que tous les efforts étaient entrepris pour déloger l'ancien président Laurent Gbagbo, j'ai été saisi par l'odeur de la mort.

Dans le quartier Carrefour de Duékoué, au siège abandonné de l'une des milices belligérantes, j'ai regardé au fond d'un puits profond. Aucun corps n'était visible, mais l'odeur était sans équivoque. Personne ne sait combien de cadavres se trouvent à l'intérieur. C'est maintenant que va commencer le travail macabre de récupération et d'identification des corps.

Ailleurs, l'étendue du massacre commence déjà à émerger. Dans deux incidents sanglants, le dernier en date du 28 mars, plus de 300 personnes ont été tuées.…  Seguir leyendo »
