The war on drugs is a failed policy that has injured far more people than it has protected. Around 14,000 people have died in Mexico's drug wars since the end of 2006, more than 1,000 of them in the first three months of this year. Beyond the overflowing morgues in Mexican border towns, there are uncounted numbers who have been maimed, traumatised or displaced. From Liverpool to Moscow, Tokyo to Detroit, a punitive regime of prohibition has turned streets into battlefields, while drug use has remained embedded in the way we live. Que un hombre de apenas 30 años haya de vivir como un mafioso arrepentido mientras los criminales se ufanan en cazar al chico del retrato, algo así como al fotógrafo de sus bodas y banquetes, no deja de ser una de las tragedias de nuestro tiempo. Un drama sin paliativos. Hoy día, algunos sectores económicos ofrecen terreno para la reflexión. Se prohíbe la fabricación y el comercio al por mayor de ciertas cosas, pero se tolera o legaliza su consumo y comercio de menudeo. Por el contrario, hay productos cuyo uso y consumo están prohibidos y demonizados en muchos casos, pero su fabricación y exportación a gran escala son actividades respetables.

Es obvio que en el primer supuesto hablamos de algunas drogas. Los ejemplos para el segundo son menos evidentes, aunque la fabricación y el comercio de armas ofrecen uno adecuado. ¿Estarán convencidos nuestros fabricantes de armas de que todas sus exportaciones terminan en manos de las fuerzas armadas/de seguridad de países con impolutas credenciales democráticas?…  Seguir leyendo »

Resulta notorio que la "guerra contra las drogas" -fuertemente influida por el prohibicionismo- es costosa y contraproducente. Aunque Naciones Unidas asegure que el problema va superándose, los datos objetivos muestran que empeora. Recientemente, en marzo, la ONU realizó un balance de la década de la lucha antinarcóticos que proclamó en 1998: al tiempo que numerosos representantes gubernamentales reafirmaban las virtudes de las políticas aplicadas, las voces de muchas ONGs, expertos y movimientos sociales enfatizaron el fracaso del régimen global antidrogas vigente.

Este régimen pretende eliminar por medios represivos el cultivo, la producción, el procesamiento, el tráfico, la distribución y el uso de sustancias psicoactivas declaradas ilegales.…  Seguir leyendo »

It looked like the first drop of rain in the desert of drugs policy. Last week Antonio Maria Costa, the executive director of the UN office on drugs and crime, said what millions of liberal-minded people have been waiting to hear. "Law enforcement should shift its focus from drug users to drug traffickers … people who take drugs need medical help, not criminal retribution." Drug production should remain illegal, possession and use should be decriminalised. Guardian readers toasted him with bumpers of peppermint tea, and, perhaps, a celebratory spliff. I didn't.

The Obama administration is taking aggressive measures to ensure that the drug violence in Mexico does not spill over more than it already has into this country. But a dispute between two federal agencies, if not remedied, will seriously hamper these efforts — and prevent thousands of experienced criminal investigators from doing their utmost to secure our borders.

Immigration and Customs Enforcement is the largest investigative arm of the Department of Homeland Security and, under current law, its agents can investigate any crime with a connection to the American border, from weapons trafficking to child pornography. A skinny man opened the gate at the sprawling compound in Quetta, in western Pakistan. When I asked if the property belonged to Afghanistan’s most powerful drug smuggler, he smiled and nodded. “Haji Juma Khan has 200 houses,” he said. “And this is one of them.”

I had been trying to track down Mr. Khan for years when I found this residence on a dusty, garbage-strewn alley. It hardly seemed an auspicious address for a man who American officials say moved as much as $1 billion worth of opium every year, hiring the Taliban to protect his colossal narcotics shipments and paying corrupt officials in Afghanistan, Pakistan and Iran to look the other way.…  Seguir leyendo »

La visita a México del presidente Barack Obama se inscribe en una situación de excepcional degradación institucional al sur de la frontera de Estados Unidos. La inseguridad y la violencia, producto de la guerra del narcotráfico y otras industrias del delito, en particular el secuestro, nunca habían sido tan graves en México como ahora. Los 7.000 muertos de 2008 duplicaron la cifra del 2007. Y tan sólo en el primer trimestre de este año se cuentan 1.000 muertos. The Mexican government is in a fight to the death with powerful drug cartels, and the Obama administration's main focus appears to be preventing the violence from crossing our border. Yet allowing the cartels to win would be disastrous for the Mexican people and dangerous for the United States. U.S. strategy should be not just to bolster our borders but to help Mexico establish the rule of law and score a decisive victory against the cartels that both menace that country and threaten our own security and prosperity.

Mexico is not a failing state, as it has become fashionable to say. What has failed is our "war on drugs." That failure and the drug-related violence wracking Mexico suggest it is time to open a national discussion on legalizing drugs.

About 6,600 Mexicans were killed in fighting involving drug gangs last year, and alarms are going off in this country. The U.S. Joint Forces Command, former drug czar Barry R. McCaffrey, former CIA director Michael V. Hayden, former House speaker Newt Gingrich and any number of analysts have speculated that Mexico is crumbling under pressure from drug gangs.

But "failed state" is the sort of shorthand that Washington has a way of turning into its own reality, the facts be damned.…  Seguir leyendo »

A recent report by the Government Accountability Office, commissioned by Sen. Joe Biden, has come to an unsurprising conclusion: After more than $6 billion spent, the controversial drug control operation known as Plan Colombia has failed by large margins to meet its targets.

The goal had been to cut cocaine production in Colombia by 50 percent from 2000 to 2006 through eradication of coca crops and training of anti-narcotics police and military personnel. In fact, cocaine production in Colombia rose 4 percent during that period, the GAO found. With increases in Peru and Bolivia, production of cocaine in South America increased by 12 percent during that period.…  Seguir leyendo »

If it had been in Florida, last week's seizure of 700kg of pure cocaine at Sierra Leone's main airport could have passed for an extract from one of Carl Hiaasen's novels. A special Red Cross flight into Lungi was given permission from an unspecified government official to make an unscheduled landing. A group of South and North Americans then leaped out of the plane and fled through a hole in the perimeter fence. Most were later rounded up.

The Justice Department and the Food and Drug Administration are looking into whether Ranbaxy Laboratories, one of the world's biggest makers of generic drugs, manufactured substandard HIV drugs that were administered to thousands of poor Africans under a contract with the President's Emergency Plan for AIDS Relief, the Wall Street Journal reported this week. But this type of tragedy has already affected American consumers.

Between November and February, 95 Americans died after experiencing an allergic reaction to heparin, the FDA has reported. The blood-thinning medication contained an active pharmaceutical ingredient from China that the FDA suggests was likely to have been "intentionally contaminated."…  Seguir leyendo »

El policía, cautivado por las graciosas amigas, termina perdonándolas. Es difícil de percibir algo negativo en la divertida escena, porque la marihuana es considerada inofensiva y es la más popular de las drogas. Con seguridad las simpáticas chicas de la serie no tienen ni idea de toda la actividad criminal que hay detrás de esa diversión. "I'm a spray man myself," President Bush told government leaders and American counter-narcotics officials during his 2006 trip to Afghanistan. He said it again when President Hamid Karzai visited Camp David in August. Bush meant, of course, that he favors aerial eradication of poppy fields in Afghanistan, which supplies over 90 percent of the world's heroin. His remarks -- which, despite their flippant nature, were definitely not meant as a joke -- are part of the story behind the spectacularly unsuccessful U.S. counter-narcotics program in Afghanistan. Karzai and much of the international community in Kabul have warned Bush that aerial spraying would create a backlash against the government and the Americans, and serve as a recruitment device for the Taliban while doing nothing to reduce the drug trade.…  Seguir leyendo »

The power to destroy does not carry within it the power to control. A century of failed colonial rule and the American misadventure in Vietnam etched that lesson on global consciousness for a time. It has taken the huge problems that affluent, nuclear-armed nations are encountering in the miserable ruins of Afghanistan and Iraq to drive it home anew.

Call it the paradox of overwhelming but insufficient force. It is surfacing in a struggle in Afghanistan over the wisdom of chemically eradicating that nation's expanding poppy fields. They are the source of (1) the livelihoods of many Afghan peasants, (2) a record flood of heroin into Western markets and (3) funding for the Taliban and other terrorist forces.…  Seguir leyendo »

Sayed comenzó a proyectar desde su ordenador portátil decenas de fotografías de norteamericanos connotados, eran millonarios, ejecutivos de multinacionales, políticos republicanos y demócratas, militares, personajes de Hollywood, modelos, actores y actrices, cantantes, deportistas, periodistas, escritores, pintores, músicos, académicos y activistas de izquierda; en fin, una muestra de quienes detentan el poder económico, político, intelectual, cultural y mediático en los Estados Unidos. Al terminar de exponer las fotografías, Sayed dijo: "Estos personajes, y 25 millones más de norteamericanos, tienen algo en común, todos ellos son consumidores de algún tipo de droga ilegal".

Tema: Los presidentes de México y EEUU, Felipe Calderón y George W. Bush, acordaron que México recibiría un paquete de ayuda financiera de 1.400 millones de dólares durante tres años. Los primeros 500 millones de dólares se entregarán en el año fiscal 2008. Dicho paquete se denominó Iniciativa Mérida para evitar ser comparado con el polémico Plan Colombia. Es un plan de combate al crimen organizado, principalmente el narcotráfico, y compromete una cantidad adicional de cooperación a los países de Centroamérica, que para el primer año será de 50 millones de dólares.

Resumen: Se analizan los antecedentes de los programas de cooperación en materia de seguridad y defensa entre México y EEUU, sobre la base de que México ha sido un país que ha recibido muy poca asistencia.…  Seguir leyendo »
